EXPERT EDUCATION DIGITALE EN SANTé EN BURUNDI , Burundi

Contexte
Actuellement, les différents programmes d’Enabel au Burundi se concentrent sur les activités bénéficiant aux populations et à la société civile, dans les secteurs de l’agriculture, de la santé et de l’éducation.
Dans le cadre du Programme d’Appui Institutionnel au Secteur de la Santé (PAISS), plusieurs interventions Enabel sont mises en œuvre dans le domaine de la santé digitale, notamment dans un appui sectoriel du Plan National de Développement de l’Informatique de la Santé (PNDIS).

Enabel appuie également le développement d’outils digitalisés afin de guider les prestataires de soins dans les décisions cliniques. Par ailleurs, une activité au niveau de l’Institut National de Santé Publique (INSP) ainsi que l’appui d’un Master en santé numérique sont aussi sous-développement.
Enabel, via un projet financé par l’EU (ResiCODi), vise à renforcer la digitalisation du système de santé au Burundi, en appui des programmes existants et en augmentant la résilience pour le COVID-19.
Enabel recherche un Expert en Education Digitale en Santé afin d’investir dans les capacités organisationnelles sur le plan de formations digitales et de renforcer l’axe de formation continue des experts en santé actifs dans les points de soins (médecins, infirmiers, sages-femmes, informaticiens, autre personnel de services de soutiens…).

Description de la fonction
En tant qu’expert rapportant directement au chef de projet (Intervention Manager) du programme PAISS et ResiCODi, vous travaillerez sur la mise en œuvre des activités innovantes en formation digitale dans le secteur de la santé au Burundi. Vous travaillerez également en étroite collaboration avec les équipes D4D (Digitalization for Development) dans les projets en cours au Burundi et les experts en apprentissage digitale des autres pays partenaires.

Les principaux résultats attendus sont : la mise en place de 5 formation continues digitales sur le COVID-19, la mise en œuvre des aspects digitaux dans le plan de développement de Ressources Humaines dans les hôpitaux, l’accompagnement de la mise en place du Centre D’Excellence de Recherche et de Formation d’Informatique de Santé (CERFIS), un appui au Master en santé numérique et la préparation d’une législation sur la formation continue en santé au Burundi.

Responsabilités attendues :
- Vous contribuez à la mise en œuvre des projets en prenant part à la planification, l’exécution, la coordination, le monitoring et l’évaluation des activités ;
- Vous conseillez sur base de votre expertise technique, afin d’atteindre une performance conforme aux normes et standards nationaux et internationaux ;
- Vous organisez la capitalisation et la gestion des connaissances afin de créer un environnement inclusif, informé et confiant au sein du projet ;
- Vous contribuez au renforcement des capacités des organisations partenaires (CERFIS, INSP, hôpitaux...).

Votre profil

Niveau de formation requis
• Master en pédagogie de la santé et/ou pédagogie digitale ou équivalent ;
• Un diplôme d’études supérieures dans le secteur de la santé constitue un atout.

Expériences requises
• Minimum 5 ans d’expérience pertinente dans une fonction similaire ;
• Au moins une expérience professionnelle dans la définition et le développement de formation continue (digitale ou blended) représente un atout ;
• Au moins une expérience dans une organisation internationale et/ou impliquée dans une initiative de digitalisation pour le développement ;
• Une expérience précédente en Afrique (l’Afrique Centrale représente un atout)

Compétences et connaissances requises
• Bonne compréhension des aspects liés au développement international (contexte, enjeux, partenaires, fonctionnement…) ;
• Capacité à mettre en œuvre un processus de changement ;
• Connaissances pédagogiques de développement de modules en e-learning ;
• Connaissance des méthodologies et processus de gestion des projets numériques ;
• Sens de l’autonomie et de la proactivité ;
• Capacités d’initiatives et d’innovation ;
• Gestion axée sur les résultats ;
• La connaissance de production d’apprentissage en ligne (elearning authoring) est un atout ;
• Les connaissances en vidéographie et en conception graphique sont des atouts ;
• Vous parlez et écrivez couramment en français ou en néerlandais. Compte tenu de la langue de travail du Burundi et du contexte international dans lequel vous travaillerez, une excellente connaissance du français et une bonne connaissance de l’anglais sont exigées ;
• La connaissance d’une langue régionale est un atout.

The role

Job Purpose
Carnegie Mellon University is seeking a Data Center Engineer, responsible for monitoring, administration and maintenance of the computing environment for its location in Rwanda, Carnegie Mellon University Africa (CMU-Africa). This position will regularly handle sensitive information and requires maintaining strict confidentiality and discretion.

The role
As CMU-Africa’s Data Center Engineer, your specific responsibilities will vary. They will include, but will not be limited to, the following:

Responsibilities
• Administration of servers at CMU-Africa
• Configuring and monitoring network access
• Monitoring of the data center environment including power availability and cooling.
• Troubleshooting problems related to servers, networking, power and cooling.
• Designing maintenance procedures and following up on repair logistics and technical queries
• Performs related duties as assigned

Qualifications

EDUCATION AND EXPERIENCE
• A Bachelor’s Degree in relevant field
• At least two years of experience in similar position
• Internationally accredited certifications in server administration and networking will be an added advantage
• Fluency in both spoken and written English and French a plus

SKILLS AND COMPETENCIES
• Proficiency in UNIX, Cisco IOS and Windows Server operating systems
• Demonstrated ability and flexibility, in a high pressure, fast paced and complex environment, to manage multiple, time sensitive assignments with the capacity to independently prioritize work with strong attention to detail.
• Proven ability to accomplish projects and assignments with strict deadlines.
• Superior interpersonal skills and ability to interact highly professional demeanor and strong customer service skills.
• Exceptional written, oral and electronic communication skills.

Job Purpose
Carnegie Mellon University is seeking a Director of Enrollment and Student Success to provide leadership and strategy for programs and services that facilitate positive student transition and success for its location in Rwanda, Carnegie Mellon University Africa (CMU-Africa). This position will set the strategy for overall Student Success (including, but not limited to, student recruitment, admissions, academic advising, student affairs and career services), and build and lead a cohesive and integrated team that is focused on high quality programming and services to support student transition, retention, and positive graduation outcomes.

The role
As CMU-Africa’s Director of Enrollment and Student Success, you will be a key leader and advocate for comprehensive and integrated services that support students, that reduce barriers to student progression and success, and that promote student engagement, transition, retention and positive post graduate outcomes. While specific responsibilities will vary, they will include, but will not be limited to, the following:

Responsibilities
• Student Recruitment - Develops and directs recruitment and marketing activities to create a diverse pipeline that meets or exceeds admissions targets. Develops recruitment programs that increase CMU-Africa’s reach across the African continent, and oversees programs to attract students from diverse backgrounds.
• Admissions – Develops and directs CMU-Africa’s Admissions processes, overseeing team responsible for processing and evaluating graduate applications. Monitors and advises on best practices in higher education admissions processes (including reviewing undergraduate transcripts, test scores, and statements of purpose) to speed up admissions decisions. Ensures the use of technology within the Admissions function is optimized, integrated, and scalable to the greatest extent possible. Periodically reviews and reengineers the process.
• Student Affairs and Academic Advising – Directs the Student Affairs and Academic Advising functions, monitoring best practices in academic advising, student organizations management, student welfare, student financial aid and awards, student orientation and student engagement, and ensures that all services and programs comply with CMU’s academic, and other, policies and procedures. Plays leadership role in assessing the needs of CMU-Africa students to ensure the continual enhancement of programming and service quality within the Student Affairs function.
• Career Services - Provides leadership and direction for a comprehensive career planning facility, ensuring CMU-Africa’ career services offering is fit for purpose and assists all student, alumni, faculty, and industry partners in the development of career education, career identification and search, and proactive pursuit of internship and employment opportunities. Constantly monitors, analyzes, and evaluates current scope of services offered through career services and directs new programs as appropriate.
• Works closely with the Registrar, relevant Student Welfare, Enrollments, CaPS, and other functions at the main campus to develop an integrated approach to student success initiatives at CMU-Africa.
• Provides leadership in the development, establishment and administration of departmental policies and procedures, which comply with university-wide policies and procedures.
• Represents CMU-Africa on university-wide committees and task forces related to Student Success
• Builds employee capability through monitoring and assessing employee performance, utilizing coaching and mentoring strategies as appropriate. Partners with CMU-Africa’s HR Officer to determine custom professional development and training offerings to Enrollment and Student Success team
• Other duties as required

Qualifications

EDUCATION AND EXPERIENCE
• A Master’s Degree in a relevant field, plus a minimum of 5 years of recent related experience, or an equivalent combination of education, training and experience
• A minimum of 3 years of experience in an American university preferred
• 5 – 8 years of leadership experience overseeing at least two of the following areas: Admissions and Enrollment, Academic Advising, Student Affairs, Student Financial Aid and Awards, Disability services or student orientation, Career Services (within a US university preferred but not essential)
• Fluency in both spoken and written English and French a bonus

SKILLS AND COMPETENCIES
• Proven ability to build, manage and provide leadership to cohesive teams
• Sound understanding of strategic enrollment management concepts, and academic policies and processes that contribute to a quality graduate experience
• Demonstrated ability to foster a culture of learning and innovation
• Exceptional verbal and written communication skills, including the ability to persuade and influence individuals and groups with diverse needs and interests
• Demonstrated ability to work collaboratively and inclusively to coordinate projects and initiatives among various campus constituencies
• Demonstrated commitment to providing outstanding student experience and customer service
• Knowledge of budget planning, development and management
• Strong analytical and problem-solving skills
