Contexte
La République démocratique du Congo (RDC) est le pays partenaire le plus important de la coopération gouvernementale belge. Enabel y compte trois cents salariés, dont une trentaine d’expatriés. La Belgique est le troisième bailleur bilatéral au Congo.

Enabel concentre ses actions dans les domaines du développement rural, du désenclavement des zones agricoles, de la formation professionnelle, de la santé, de l’eau et de l’énergie. Enabel dispose de vingt bureaux dans dix provinces qui assurent une proximité avec la population locale, qui caractérise particulièrement notre programme de coopération.

Depuis le début de l’année 2019, Enabel a relancé en RDC des prestations pour tiers. La première de ces interventions est le Programme Intégré REDD+ dans la province de la Mongala (PIREDD MO) financée par le Fonds National REDD+ (FONAREDD).

Le programme s’inscrit dans la stratégie nationale REDD + et vise à réduire durablement les impacts des activités humaines sur la forêt et à améliorer les conditions de vie et de revenus des habitants de la province de la Mongala (y compris les femmes, les jeunes et les peuples autochtones).
Son objectif général est de réduire la déforestation et la dégradation forestière dans la province de la Mongala en diminuant l’impact des activités humaines et des dynamiques démographiques existantes sur les forêts et en améliorant la gouvernance des ressources naturelles (forêts et terres) dans les zones ciblées.

Description de la fonction
En tant que Project Manager pour le PIREDD MO rapportant directement au Country Portfolio Manager en charge du Sud-Ubangi et de la République Centrafricaine vous serez en charge de reprendre ce projet à mi-parcours dont la clôture est prévue pour Juillet 2023.

La Mongala étant une province forestière particulièrement enclavée et offrant un environnement très basique en termes de logement, de conforts, d’approvisionnement, de présences expatriées et de structures sanitaires, le poste ne convient pas à une famille et nécessite une très bonne condition physique.

Responsabilités attendues :
- Vous êtes responsable de la bonne exécution du projet (contenu, planning, budget, qualité) ;
- Vous coordonnez la réalisation des activités afin d’atteindre les objectifs du projet ;
- Vous appuyez les personnes identifiées et recourez aux expertises internes et externes pour diriger le processus de changement ;
- Vous facilitez une coordination efficace entre les différents acteurs et structures de concertation et de mise en œuvre (coordination provinciale de l’environnement, autorités provinciales, services techniques déconcentrés de l’agriculture et du développement rural, communautés villageoises, peuples autochtones) ;
- Vous gérez, coordonnez et suivez les différents marchés publics de fournitures de services ainsi que les différents accords et conventions de subsides (élaboration des cahiers de charges ou spécifications techniques, suivi de la mise en œuvre et réceptions) ;
- Vous assurez le respect des mesures et règles de sécurité et veillez au fonctionnement des moyens de communication et à l’efficacité de la logistique ;
- Vous coordonnez le processus d’apprentissage sur la manière dont une intervention contribue au développement d’un secteur ;
- Vous dirigez l’équipe placée sous votre responsabilité hiérarchique (4 personnes responsables des domaines d’intervention forêts, agriculture, aménagement du territoire, renforcement des capacités) ;
- Vous rapportez périodiquement au bailleur (FONAREDD) et à la représentation Enabel en vous assurant que les informations pertinentes sur les résultats sont disponibles pour le monitoring et l’évaluation afin de permettre le suivi de la performance, la prise de décision, l’apprentissage et le reportage.

Votre profil

Niveau de formation requis
· Master en gestion, coopération au développement, sciences sociales, anthropologie, développement rural ou équivalent.

Expériences requises
• Minimum 5 ans d’expérience pertinente dans le pilotage et la gestion de projets de développement international dont minimum 3 ans en milieu rural ou aménagement du territoire ;
• Minimum 2 ans d’expérience de travail pertinente sur le continent africain en expatriation ;
• Une expérience en tant que responsable d’équipe ;
• Une expérience dans plusieurs projets constitue un atout ;
• Une expérience de la RDC constitue un atout.
• Une expérience dans les domaines de la déforestation et de la dégradation forestière constitue un atout ;
Compétences et connaissances requises
• Connaissance approfondie des méthodologies de gestion de projet ;
• Compétences en monitoring et évaluation ;
• Capacité à mettre en œuvre et à accompagner un processus de changement ;
• Bonne gestion du stress ;
• Proactivité, dynamisme et aptitude à la remise en question ;
• Capacités de rédaction et de communication ;
• Vous parlez et écrivez couramment en français. Compte tenu du contexte international dans lequel vous travaillerez, une bonne connaissance de l’anglais est exigée.

Contexte
L’Agence belge de développement se trouve dans une trajectoire de croissance exponentielle au Sénégal, avec 16 projets en exécution, en démarrage ou prévus pour début 2022, financés pour environ 30% par l’Etat belge et 70% par l’Union Européenne et répartis sur 3 pays : Sénégal, Gambie, et Guinée-Bissau. Dès lors, début 2022 son volume d’opérations sera 2,5 fois plus important que celui de 2019, avec un rythme de dépense effectif trimestriel d’au moins 5 millions d’euros.
Ces projets et leur déploiement nécessitent donc une organisation logistique structurée et dynamique : avant fin 2022, il y aura 9 bureaux opérationnels à gérer (dont celui de la Représentation Régionale à Dakar) avec un effectif global de plus de 120 personnes.

Description de la fonction
Le/la Coordinateur.trice Logistique sera responsable de l'organisation et de la coordination des achats (0 – 30.000€), de la gestion opérationnelle des bâtiments et des infrastructures et de la coordination des services logistiques afin d'obtenir les meilleurs résultats opérationnels.

Il/elle devra gérer, organiser, encadrer, superviser et former une équipe de 5 et 8 collaborateurs.trices nationaux (gestionnaires des achats et des assistant.e.s administratifs.ves et logistiques) basé.e.s entre Dakar et les autres antennes opérationnelles d’Enabel sur les trois Pays de la Région.

Ses responsabilités porteront également sur :
1) La gestion du cycle des achats ( biens, services et travaux ayant une valeur entre 0 € et 30 000 €) conformément au Code Belge des Marchés Publics et/ou du PRAG (Union Européenne) et au manuel de gestion administrative Enabel (pour environ 150 contrats par an) ;
2) La gestion des contrats-cadres : communication, évènementiel, hébergement, consommables, informatique, appui RH, gardiennage, entretien flotte, etc. ;
3) Le Facility Management de l’ensemble des bureaux d’Enabel (entretien, maintenance, accessibilité, nettoyage, gardiennage, réparations, etc.) ;
4) La gestion des équipements sujets à amortissement (gestion d’inventaire, décaissements, cessions et reventes, etc.) ;
5) La gestion de la flotte (environ 40 véhicules) : formation et gestion des chauffeurs, plans des déplacements, plan d’entretien et maintenance, gestion des accidents, etc. ;
6) La gestion des missions : planning des déplacements nationaux et internationaux du personnel, billets d’avion, réservations d’hôtels, etc. ;
7) La gestion de l’archivage ;
8) Le support logistique à la gestion de la sécurité : supporter le Security Officer de la Représentation et la Représentante Résidente dans la gestion de la sécurité et de la sûreté des biens et des personnes d’Enabel.

Pour ce faire, il travaillera sous l’autorité du Portfolio Manager et en étroite collaboration avec l’Expert International en Contractualisation et son équipe (acheteurs publics).

Votre profil

Niveau de formation requis
· Bachelor (BAC+3 ou 4)

Expériences requises
• Minimum 5 ans d’expérience professionnelle pertinente en gestion des achats et facility management dans un contexte international (pays en développement);
· Une expérience impliquant la gestion directe et la formation d’une équipe de logistique.

Expériences constituant un atout pour la fonction
· Une expérience dans le secteur de la logistique, de l’administration et de la sécurité de l’aide humanitaire dans des contextes dits « fragiles » ;

Connaissances requises

The Advocacy Lead will be part of the West Africa team and the global advocacy team. Education

PROJECT MANAGER BEEKEEPING VALUE CHAIN SUPPORT , Tanzania

Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also implements actions for other national and international donors. Background
Tanzania is the second largest honey producer of Africa. Beekeeping is done mainly by smallholders using traditional methods, with apiaries often in natural forest areas. The honey sector is not only a source of food for rural people but it has become increasingly an important additional income source for beekeepers and their intermediaries.

There is an increasing local, regional and global demand of bee products. Low productivity and quality are important constraints. The national potential for production of honey and beeswax is huge but the quality is still far below international standards. There exists a big potential for exporting honey and beeswax as its demand in the world market is very high especially organic certified honey.

In Tanzania Enabel has formulated and implemented several projects related to Natural Resources Management (NRM) and the development of the beekeeping value chain. Under the 11th EDF the EU is funding the Action “Beekeeping Value Chain Support” for which a Contribution Agreement will be signed with Enabel for the indirect management of this project.

The project will improve the beekeeping value chain through enhanced quality production, value addition of bee products and strengthen trade and market access to local, regional and international markets. The project will address the challenge of more gender equity in the beekeeping value chain.

The overall objective of the project is to make sure that the beekeeping industry's contribution to inclusive economic growth in Tanzania is enhanced. Namely, quality honey produced in an environmentally sustainable manner leads to increased market penetration.

For achieving the specific objective of the project the following three expected outputs are to be realized (as indicated by the EU in the approved Action Document):
• Institutional capacity and enabling environment for beekeeping value chain actors is strengthened, while enhancing women's empowerment;
• Capacities of beekeeping value chain actors improved and management of bee reserves and apiaries enhanced;
• Market access and trade of bee products strengthened.

The project zones are the Regions of Tabora, Kigoma, Katavi, Singida, Shinyanga and Pemba Island in Tanzania.

Job description

Main duties of the Project Manager:
• You are responsible for the good execution of the projects (content, planning, budget, quality) in order to reach sustainable development results;
• You coordinate the realisation of the activities with a view of achieving the projects objectives;
• You support the persons indicated to lead the change process;
• You contribute to capacity development of various partner organisations;
• You coordinate the learning process on how a project contributes to the development of the sector;
• You lead the teams placed under your hierarchical responsibility;
• You ensure that relevant results information is available for monitoring and evaluation in order to allow monitoring of performance, decision-making, learning and reporting.

Your profile

Required qualifications and experience
• You hold a Master’s degree in agricultural economics, natural resources management or other related field;
• At least 5 years of relevant experience in steering international development projects;
• At least 5 years of relevant experience in agricultural value chain development projects with also the components of access to value chain financing and the market;
• Proven work experience in the field of natural resource management is an asset;
• A relevant professional experience outside your country of origin;
• An experience as team manager;
• Experience in several international development projects is an asset.

Required skills and knowledge
• Good knowledge of aspects of international development (context, challenges, application, partners, functioning…);
• In-depth knowledge of project management methodologies;
• Monitoring and evaluation competences;

What are you going to do?

You will also assist with the construction of buildings and implementation of installations. You will coordinate new installations and documentation. Additionally, you keep the workshop and all tools and equipment in good condition.

You will work closely with the technical staff and with external contractors in order to ensure the required uptime of the equipment and installations. Also, you manage the technical team and make sure that they are well trained. Ensuring that proper service level agreements are in place is also part of this position. You act as a creative problem solver for the technical department and work closely with technicians and workshop engineers.

Any other activities as keeping farm surroundings neat and tidy and work according to all health & safety and farm protocols will also be part of this position.

The Technical Manager will report to the Station Manager and has 3 direct and 32 people indirectly reporting to him / her. Total number of employees in Tanzania is appr. 280.

Your main responsibilities are;
• Supervise, lead and provide direction to the technicians and workshop engineers.
• Manage and improve the replacement of installations for optimalization of the process.
• Decide and prioritize on continuous improvement actions for the maintenance activities.

• Planning of preventative maintenance and Ad hoc technical problem solving.
• Development and implementation of the maintenance software module.

About the Role
The role leads the building of and fundraising for strong programmes of work in Zimbabwe, working with business development and thematic teams in Zimbabwe and UK.

The core purpose of this role is to understand the systemic issues highlighted in the strategic business plans as well as the change ambition maps and identify potential partnership and funding opportunities; to articulate the organization’s strategy and change ambitions; to build strategic partnerships with others (governments, donors, NGOs and private sector); to originate, design and develop innovative programmes to achieve these ambitions. As a member of the Zimbabwe senior management team, s/he will collaborate closely with senior colleagues to ensure integration of approaches, as well as building capabilities of other staff.

ACCOUNTABILITIES
Achieving Strategic Ambitions – 20%
• With thematic leads, set the strategic direction for achieving impact at scale
• Articulate the organization’s potential and scope for contributing to change at scale in the energy, agriculture and climate resilience sectors, using a systems thinking approach to analyse and integrate cultural, political and economic factors, contribute to the formulation of the new proactive and responsive project proposals.
• Ensure that the organization’s ambition change maps and new proposals align with the wider organizations’ thinking, systems approach and framework for change.
• Support thematic leads to develop and implement advocacy and influencing plans as well as strategic partnerships
• Work with UK and other RCO teams, through the Global Change Ambition Hubs, to build a strong understanding of changes and trends in the energy, agriculture and climate resilience sectors
• Work with thematic leads in Zimbabwe and UK to develop the thematic learning agenda and ensure that the organization's work draws on learning and innovation from work in the region and our other regions, and that learning from our activities in Zimbabwe is shared wider internally and externally.

Generating Funding and managing relationships – 50%
• Develop, nurture and manage strategic business relationships and partnerships with donors, governments, potential programme partners and other stakeholders to advance the change ambitions – in collaboration with the Regional Director and Business Development Lead
• Engage with strategic partners in Zimbabwe and open doors that enable increased funding and growth of our work in Zimbabwe.
• Work with thematic leads to identify and lead the development of new, winnable project ideas and funding propositions
• Lead the designing and development (with the support of the thematic leaders and business development team) of high quality, winning proposals to secure funding for innovative programmes through which the change ambition can be achieved.
• Work with the gender coordinator to ensure firm integration of a transformative gender approach in designing all our work.

Delivering Performance - 10%
• Work with the Programme Delivery Lead and Thematic Leads to ensure quality delivery that feeds into learning, advocacy and impact at scale
• Ensure quality internal and external reporting.
• Ensure quality content on the projects and awards management system and SharePoint.

Strengthening Organizational Profile - 10%
• Represent the organization and promote its vision and change ambitions, particularly in relation to strategy, at relevant events and discussions with stakeholders.

Person Profile

• At least 5 years relevant working experience in the NGO business development field in Zimbabwe/Southern Africa and/or other developing countries, with knowledge and understanding of poor rural communities in developing countries, and related policy issues.
• Ability to understand and articulate energy, smallholder agriculture and climate resilience development priorities of Zimbabwe and the related markets and policy environment.
• Ability to engage externally and open doors to strategic partnerships and funding.
• Ability to design new and innovative cross sectoral programs and projects.

• Excellent proposal writing, oral presentation, analytical and communication skills.
