Contexte

La mission se situe dans le cadre de la prolongation du volet 5 du Programme d’Appui Institutionnel au Secteur de Santé (PAISS) : l’Appui aux infrastructures, équipements et maintenance. Elle a pour objectif spécifique de contribuer à l’augmentation de la quantité et de la qualité des prestations de santé au bénéfice de la population par l’amélioration de la gestion et de la maintenance des infrastructures et des équipements.

La mission s’articule autour de 4 résultats :
- Renforcement des capacités de la Direction des Infrastructures Sanitaires et Equipements du Ministère de la Santé dans ses missions clés ;
- Elaboration d’une stratégie de maintenance pour deux nouvelles provinces (Bujumbura rural et Rumonge) et mise en œuvre dans les provinces de Kirundo, Muramvya, Rumonge et Bujumbura rural ;
- Mise à niveau des centres de santé des zones d’intervention et des bureaux de districts selon les normes sanitaires nationales ;
- Préparation à la réhabilitation de trois hôpitaux de district.

Description de la fonction

Sous la responsabilité de l’Intervention Manager, l’Expert international en infrastructures contribuera à la planification, l’exécution, la coordination, le suivi et monitoring, ainsi qu’à l’évaluation des activités relatives aux infrastructures.

Ses autres responsabilités seront :
• Assurer la bonne exécution des marchés de travaux d’infrastructures effectués dans le cadre du programme ;
• Encadrer les experts nationaux en infrastructures ;
• Contribuer à l’élaboration des termes de référence pour les études ;
• Prendre une part active dans la capitalisation et la gestion des connaissances dans ses domaines d’expertises.

Des synergies avec d’autres interventions mises en œuvre par Enabel , à savoir le PASS-UE, le Projet Résilience et le PAISS volet 4 constitueront un point d’attention permanent, tout comme des complémentarités avec des programmes et intervenants externes.

Votre profil

Niveau de formation requis
· Master en ingénieur civil, architecture ou autre master avec expérience équivalente et une bonne connaissance de la construction dans les régions tropicales et du suivi de chantiers.

Expériences requises
• Minimum 5 ans d’expériences professionnelles pertinentes ;
• Expérience dans la gestion de projets de développement dans le domaine des infrastructures ;
• Expérience avérée en conception, suivi et contrôle de travaux d’infrastructures ;
• Expérience dans l’élaboration de spécifications techniques dans le cadre du montage de dossiers d’appel d’offres
• Une expérience préalable du secteur du développement international et dans la conception, suivi et contrôle de travaux d’infrastructures sanitaires constitue un atout.

Connaissances et aptitudes requises
• Avoir de bonnes connaissances dans les domaines des technologies appropriées en architecture écologique et du confort thermique, notamment en milieu tropical ;
• Maitriser l’outil informatique de base (Word, Excel) et les logiciels de Dessin Assisté par Ordinateur (Archicad, Autocad ou équivalent) et de planification (Project ou équivalent) ;
• Aptitudes à travailler en équipe ;
• Etre orienté résultats ;
• Avoir de bonnes capacités organisationnelles et de résolution de conflits ;
• Avoir de bonnes capacités d’analyse ;
• Disposer d’une bonne flexibilité dans l’organisation du travail et être prêt à effectuer de nombreuses missions en province ;
• Expression aisée tant à l’oral qu’à l’écrit en français ou en néerlandais. D’excellentes capacités de communication orale et écrite en français sont exigées, dès lors que le français est la langue officielle du Burundi.

Rwanda Program Overview:

The primary focus of the Country Program is to work in partnership with the Rwanda Government to protect globally significant biodiversity and the critical natural resource base within and outside of protected areas. This includes a diverse set of actions that aid the Rwanda government accomplish its goal of achieving green, sustainable development by 2050, as well as the development of a major new project helping advance climate resilience and connectivity among national parks along the Congo Nile Divide with financial support from the Green Climate Fund (GCF). The Country Director must be able to lead and manage a team of highly motivated staff, be the primary focal point for liaison with the Government of Rwanda and other partners, as well as sustain the fundraising needed to support the program.
WCS Africa Program is now seeking a dynamic, experienced individual to lead this program.

Core Responsibilities:

• Lead the WCS Rwanda country program in consultation with the Eastern Africa, Madagascar and Western Indian Ocean Regional Director.
• Act as legal representative of WCS in Rwanda, working with the WCS Office of General Counsel.
• Act as political representative of WCS in Rwanda with all government partners including the Rwanda government (particularly the Rwanda Development Board and the Ministry of the Environment), and bilateral donors/agencies (e.g., GCF, USAID, UNDP, AFD).
• Represent the WCS Rwanda Program to donors, the press, the Government of Rwanda, and other internal and external stakeholders.
• Develop and manage the WCS Rwanda Country Program budget.
• Prepare and implement annual WCS Rwanda Country Program workplans and associated budgets, and approve related project workplans and budgets.
• Fundraise from public and private sources for the Rwanda Program in collaboration with other WCS fundraising teams (e.g., Africa Program, Program Development, Global Resources).
• Prepare annual country reports and oversee preparation of reports on projects and for donors, and evaluate on a regular basis progress against strategies and workplans.
• Collaborate with other WCS initiatives including but not limited to the WCS Species Program and Conservation Solutions team.

• Extensive experience leading and managing teams required.
• Successful experience developing, managing, and overseeing the implementation of conservation programs, preferably in Africa.
• Experience in developing and implementing community development projects in Africa.
• Proven fundraising experience for conservation from public and private sources, preferably in Africa.
• Demonstrated capacity in financial planning and management.

Congo Program Overview:

WCS is the largest international conservation NGO in the Republic of Congo and has been working with government, community and private sector partners to achieve conservation in multiple landscapes across the country for nearly 3 decades. In 1991, WCS signed an agreement with the Congolese Government to provide technical advice on the creation and management of the Nouabalé-Ndoki National Park (NNNP) through the Nouabalé-Ndoki Project, which has now developed into a public-private-partnership. WCS Congo has also been internationally recognized for its innovative work in collaboration with the forestry companies working in the peripheral zone of the NNNP (through PROGEPP – Projet de Gestion des Ecosystèmes de la Périphérique au Parc National de Nouabalé-Ndoki) in order to promote the conservation and sustainable management of natural resources outside of protected areas. WCS has been working with the Lac Télé Community Reserve since 2003 and coordinate the implementation of bush meat consumption and trafficking reduction orientated projects.

Job Summary:

The responsibility of the Program Manager will be overseeing the day-to-day management of the project portfolio of the WCS Congo program, providing direct support to the Country Director in Brazzaville and the Project Directors in the field.

Major Responsibilities:

• Oversee management of projects and grants including assistance with development of strategies, preparation of proposals, coordination of timely reporting, and compliance with donor regulations including the Sustainable Wildlife management project.
• Participate in strategic planning for the WCS-Congo Program
• Provide technical support to field Project Directors in the implementation of existing work plans
• Work with the Congo Chief Financial Officer to monitor donor budgets
• Provide technical assistance and oversight to ensure that Project Directors adhere to WCS-NY, WCS- Congo, and Congo government rules and regulations in project administration
• As requested by the WCS-Congo Country Director, represent WCS at meetings on a national and international level
• Maintain good relationships with existing national and international NGOs and technical partners in-country, national delegation offices of bilateral and multi-lateral donors, and foster, where possible, the participation of existing and new partners in relevant aspects of program implementation and strategy development

Minimum Requirements:

• An advanced degree in wildlife biology, anthropology, conservation, or another field relevant to the position's responsibilities
• At least five years experience working in a conservation management or policy position, with experience in Congo or Central Africa a distinct advantage
• Experience in large project or program management, personnel management, administration, and fundraising
• Knowledge of conservation biology, practical conservation, and African conservation issues
• Passionate commitment to African conservation and enthusiasm about a career in conservation management
• Excellent communication and organizational skills
• Excellent, fluent spoken and written English and French
