Contexte

La mission se situe dans le cadre de la prolongation du volet 5 du Programme d’Appui Institutionnel au Secteur de Santé (PAISS) : l’Appui aux infrastructures, équipements et maintenance. Elle a pour objectif spécifique de contribuer à l’augmentation de la quantité et de la qualité des prestations de santé au bénéfice de la population par l’amélioration de la gestion et de la maintenance des infrastructures et des équipements.

La mission s’articule autour de 4 résultats :
- Renforcement des capacités de la Direction des Infrastructures Sanitaires et Equipements du Ministère de la Santé dans ses missions clés ;
- Elaboration d’une stratégie de maintenance pour deux nouvelles provinces (Bujumbura rural et Rumonge) et mise en œuvre dans les provinces de Kirundo, Muramvya, Rumonge et Bujumbura rural ;
- Mise à niveau des centres de santé des zones d’intervention et des bureaux de districts selon les normes sanitaires nationales ;
- Préparation à la réhabilitation de trois hôpitaux de district.

Description de la fonction

Sous la responsabilité de l’Intervention Manager, l’Expert international en infrastructures contribuera à la planification, l’exécution, la coordination, le suivi et monitoring, ainsi qu’à l’évaluation des activités relatives aux infrastructures.

Ses autres responsabilités seront :
• Assurer la bonne exécution des marchés de travaux d’infrastructures effectués dans le cadre du programme ;
• Encadrer les experts nationaux en infrastructures ;
• Contribuer à l’élaboration des termes de référence pour les études ;
• Prendre une part active dans la capitalisation et la gestion des connaissances dans ses domaines d’expertises.

Des synergies avec d’autres interventions mises en œuvre par Enabel , à savoir le PASS-UE, le Projet Résilience et le PAISS volet 4 constitueront un point d’attention permanent, tout comme des complémentarités avec des programmes et intervenants externes.

Votre profil

Niveau de formation requis
· Master en ingénieur civil, architecture ou autre master avec expérience équivalente et une bonne connaissance de la construction dans les régions tropicales et du suivi de chantiers.

Expériences requises
• Minimum 5 ans d’expériences professionnelles pertinentes ;
• Expérience dans la gestion de projets de développement dans le domaine des infrastructures ;
• Expérience avérée en conception, suivi et contrôle de travaux d’infrastructures ;
• Expérience dans l’élaboration de spécifications techniques dans le cadre du montage de dossiers d’appel d’offres
• Une expérience préalable du secteur du développement international et dans la conception, suivi et contrôle de travaux d’infrastructures sanitaires constitue un atout.

Connaissances et aptitudes requises
• Avoir de bonnes connaissances dans les domaines des technologies appropriées en architecture écologique et du confort thermique, notamment en milieu tropical ;
• Maitriser l’outil informatique de base (Word, Excel) et les logiciels de Dessin Assisté par Ordinateur (Archicad, Autocad ou équivalent) et de planification (Project ou équivalent) ;
• Aptitudes à travailler en équipe ;
• Etre orienté résultats ;
• Avoir de bonnes capacités organisationnelles et de résolution de conflits ;
• Avoir de bonnes capacités d’analyse ;
• Disposer d’une bonne flexibilité dans l’organisation du travail et être prêt à effectuer de nombreuses missions en province ;
• Expression aisée tant à l’oral qu’à l’écrit en français ou en néerlandais. D’excellentes capacités de communication orale et écrite en français sont exigées, dès lors que le français est la langue officielle du Burundi.

Le Programme d’Appui Institutionnel et Opérationnel au Secteur Agricole (PAIOSA) est un programme qui s’inscrit dans la mise en œuvre du Plan National d’Investissement Agricole (PNIA) tout en assurant la consolidation des appuis antérieurs de la coopération belge au Burundi.

Le Burundi fait actuellement face à des conditions d’instabilité socio-politique dont les conséquences croissantes ne cessent de porter préjudice à la sécurité alimentaire et aux moyens d’existence des ménages. Les décisions prises en 2015 par le Gouvernement belge en matière de réorientation de l’aide belge au Burundi suite à l’évolution de la situation politique et sécuritaire ont favorisé une réorientation des activités en faveur de l’appui direct aux populations bénéficiaires.

Le programme vise à contribuer de manière durable à la réduction de la pauvreté et soutenir la croissance économique du Burundi à travers l’augmentation de la productivité des facteurs de production, la valorisation maximale des productions, la diversification des opportunités de revenus, la préservation et le maintien des ressources naturelles et environnementales.

Les activités principales sont :
- La construction/réhabilitation d’aménagement hydro-agricoles, la construction de pistes, de ponts, de lieux de stockage et de marchés de désenclavement ;
- L’aménagement et la protection des bassins versants (reboisement, lutte antiérosive…) ;
- L’appui aux producteurs, aux Organisations Paysannes (OP) et au secteur privé pour l’amélioration des systèmes de production et la compétitivité des chaines de valeurs retenues ;
- Le renforcement organisationnel et technique des producteurs et organisations non étatiques du secteur.

Description de la fonction

L’Expert en renforcement des organisations de producteurs agricoles sera responsable du pool Gouvernance, de la cellule technique du programme chargée de la coordination, du support technique et du suivi qualité des actions de renforcement des compétences organisationnelles et de la bonne gouvernance des OP. L’Expert est appelé à travailler en synergie avec les autres pools techniques du programme (Infrastructures et Agriculture) et avec les trois antennes régionales du PAIOSA (Imbo, Moso et Bugesera). Cela implique des responsabilités d’encadrement et de renforcement du personnel de terrain. Ses tâches seront également de :
- Contribuer à la mise en œuvre du programme à travers la planification, l’exécution, la coordination, le monitoring et l’évaluation des activités ;
- Apporter tous les conseils techniques nécessaires à l’atteinte des résultats attendus du programme ;
- Assurer la capitalisation et la gestion des connaissances ;
- Accompagner le changement et renforcer les capacités des partenaires.

Votre profil

Niveau de formation requis

· Master en Agroéconomie, Socio-économie, ou diplôme similaire.

Expériences requises
• Minimum 5 ans d’expérience dans le domaine, en Afrique sub-saharienne, avec familiarisation avec les organisations paysannes et l’appui aux filières/chaînes de valeur ;
• Expérience en formation et coaching et/ou bonne capacité à transmettre les connaissances ;
• Expérience avérée dans l’approche genre appliquée aux projets de développement rural.

Compétences et connaissances requises
• Aptitudes à travailler en équipe, à analyser et résoudre des problèmes, à prendre des décisions et des initiatives ;
• Grande capacité organisationnelle et méthodologique ;
• Capacité à élaborer des termes de références, cahier des charges, contrats et autres documents utiles dans une intervention de développement ;
• Bonnes capacités rédactionnelles ;
• Maitrise des principaux outils informatiques de base (Word, Excel, PowerPoint…) ;

Sonder Design Collective is in search of experienced researchers to collaborate as In-Country Researchers in support of a formative Human-Centered Design (HCD) research initiative into vaccine delivery data collection and usage. We are seeking to partner with one resarcher in the DRC and one researcher in Mozambique.

Sonder has received a Grant from the Bill and Melinda Gates Foundation and is partnering with JSI Research + Training Institute, Inc. to execute an HCD research process in Kenya, the DRC, and Mozambique. The purpose of this work is to uncover immunization data system and data use pain points in these key geographies to inform future solution development.

The In-Country Researchers will support the Vaccine Delivery Data Research Study in the DRC and Mozambique, respectively. They will use the Human-Centered Design approach to conduct qualitative research, synthesize findings, and engage a wide range of stakeholders throughout the duration of the project. The In-Country Researchers will also work closely with JSI Research & Training Institute, Inc. (JSI) team members who will be supporting this effort.

Roles and Responsibilities:
- Closely collaborate with the JSI local resource to engage stakeholders in the respective location. Attend and document meetings with these stakeholders.
- Support the development of the Research Plan, Research Tools, and Discussion Guide.
- Work closely with the JSI local resource to support and monitor the recruitment process and field logistics.
- Work together with the Country Lead to lead field work activities, such as facilitating interviews and team debrief sessions in the respective country.
- Support the documentation of research, including filing raw outputs and structured note-taking templates. Coordinate translation work where needed.
- Help facilitate the in-country synthesis and insights generation activities, including frequent team debrief sessions, synthesis work sessions, and post-workshop data processing.
- Help to plan, facilitate, and document the in-country Synthesis Workshop.
- Support the generation of content outputs such as the Initial Insights Report, Archetypes of Data Users, System & Journey Maps, and the Pain-point Prioritization for the respective country.

Requirements:
- Must speak fluent English and French (DRC) or Portuguese (Mozambique)
- Must be based in the DRC or Mozambique, respectively, and have previous, in-depth work experience in the country
- Must have a minimum of 3 years of research experience, preferably in the health sector
- Preferred, demonstrable experience in human-centered design research
- Self-motivated, resourceful, able to adapt and think quickly on their feet
- Curious, comfortable with ambiguity, and able to tame complexity
- Works well with a diverse, interdisciplinary and cross-cultural team
- Good people skills

The company operates state-of-the-art production facilities and is building and developing a large transportation fleet and a highly specialized logistic network and infrastructure to service demanding industrial customers all over Nigeria and West-Africa.

To further manage and develop the Logistics organization & Road Transport operations in Nigeria, the company is hiring an experienced and high-impact :
Expat Logistics & Road Transport Manager Nigeria
Oil & Gas - Energy - Process Industry

Your Mission :
In this position you will be in charge of the Logistics department with a strong focus on managing, expanding and developing the road transport organization.
• You will be responsible for optimal delivery management and ensuring all KPI's and customer satisfaction goals are met.
• Other key responsibilities include : Fleet & Truck Operations Management, Maintenance & Spare Parts Management, Roads Survey and Routing Management, Drivers Management, Inventory and Filling Stations Management.
• You will ensure compliance with local and state regulatory agencies and maintain good working relationships with staff, clients, vendors and peers.
• Based on analysis of fleet operations and profitability you will be making reports and recommendations for continuous improvement and cost reduction initiatives.
• You will establish and develop efficient relations with stakeholders at all levels in the organization : e.g. Production Plant, Operations Customer Sites, Purchasing.
• You will report directly to the Chief Executive Officer of the company.

Your Profile :
To qualify for this position you have a relevant and successful experience as expatriate Logistics, Supply Chain or Road Transport Manager, preferably in Africa.
• You have experience in Logistics and Fleet Management for a large fleet of trucks in an industrial and technical environment, ideally in the Oil & Gas, Process or related industries.
• Experience with tank trucks for liquefied gases or other liquids is considered an asset, including expertise in loading and unloading and refilling operations, especially for hazardous products.
• You have a solid background in Drivers and Truck Operations Management with experience in HSE management systems and policies.
• You are an excellent, determined and result oriented peoplemanager with strong decisionmaking skills, multi-cultural awareness and the ability to steer and control a large and diverse workforce.
• You are passionate about a global work environment and willing and able to adapt to another culture.
• You are prepared to live and work in Nigeria (Abuja) and to operate out of HQ in Abuja and the plant in Rivers State with regular travel in Nigeria and West-Africa.

Your Mission :
In this position you will be responsible for the P&L and for the daily management of the company. Supported by the General Operations Manager and the Finance & Administration Manager and by group offices in Europe, you will develop and implement corporate and business strategies in line with the group's goals and policies.
• You will fulfill the priorities determined by the Board in the context of the company's strategic plans with a view to increase shareholder value.
• You will provide timely strategic, operational and reporting information to the Board and implement its decisions.
• You will maintain excellent relations with external stakeholders : e.g. customers, suppliers, financial institutions, local communities and authorities, the government.
• You will steer and motivate department heads and senior management and you will strengthen and elevate effectiveness and efficiency in staffing, structure and organization.
• You will drive the continuous growth and expansion of the business in Nigeria and West-Africa.

Your Profile :
To qualify for this position you probably have a higher degree in Business Administration, Economics, Management (or similar) and a proven successful experience in a relevant expatriate General of Senior Executive Management capacity, preferably in Africa.
• You have experience in an industrial/technical environment (e.g. production, manufacturing) with ideally a background in the Oil & Gas or Process industry.
• You are strong in leading a large and diverse group of employees (expats and locals) towards the achievement of the company's objectives, strategy and vision.
• You are an authentic and charismatic high-impact leader with a strong and engaging personality and excellent communication and people-management skills.
• You are a result driven and highly committed person combining strong business acumen with high ethical standards and personal integrity.
• You have excellent analytical, organizational and decision-making skills.
• You are passionate about a global work environment and willing and able to adapt to another culture.
• You are prepared to live and work in Nigeria (Abuja) with frequent travel in West-Africa and regular visits to the group offices in Europe.
