Objectives of the position
The overall responsibility of the jobholder is to coordinate the development and/or the implementation of the Monitoring, Evaluation Accountability and Learning (MEAL) framework for Oxfam Tunisia Programs and projects. He/she will contribute to concept notes, proposals and donors’ reporting obligations.

Main tasks of the position

MEAL systems design, implementation, reporting
Oxfam distinguishes between program & project level. Programs are the overall thematic areas we work on (governance, women’s rights etc.) defined by a set of strategic objectives and a Theory of Change. Projects are our sets of interventions to realize our program objectives, co-implemented with our partners, funded by specific donors. Therefore, our MEAL work consists of a program and project level.

On program level we ask:
 Support on Theory of Change development and lead monitoring and learning processes on program Theory of Change
 Support program development efforts in setting up MEAL frameworks for thematic country programs
 Support the design and implementation of creative methods to track progress towards achieving gender equality in all program areas.

On project level we ask:
 Support project teams to develop and establish, in consultation and collaboration with partners and allies, project MEAL systems.
 Support project proposal development efforts by facilitating the design of logics of interventions and logical frameworks
 Ensure projects’ MEAL framework are implemented as planned, and adapted as needed following lessons learned or changes in the intervention logic and/or context.
 In collaboration with relevant stakeholders develop (impact) indicators and empowering methods of measurement – such as participatory action research, most significant change stories, constituency feedback committees, etc.
 Ensure scientific and statistically viable usage of a range of qualitative and quantitative data collection tools and methodologies to measure the project impact
 Support the preparation and dissemination of high quality reports/ program documentation/ learning among key stakeholders in projects and programs.

Data collection and analysis
 Compile and analyze data – or manage consultants who do this -- from each of the program areas and specific projects
 Develop Terms of Reference for M&E technical consultants, support their recruitment and ensure proper monitoring of their work in the area of qualitative and quantitative data collection, database design, and other relevant activities.
 Support project officers in the analysis of data and effective integration of monitoring activities into project activity plans ensuring that all program staffs contribute to and assist in implementing the M&E activities.
 Conduct or organize baseline, progress assessments and end line evaluation based on program/project objectives for the use of current and future program/project activities.

Capacity building
 Assess per project the needs and capacity of partners and staff to deliver on MEAL objectives at program and project levels, and build their capacity to deliver through coaching and mentoring on methodologies.

Learning, knowledge management and sharing
 Assist the program staff and partners in extracting critical lessons learned as well as identifying and highlighting achievements of stated project objectives and outcomes.
 Organize annual learning events, facilitate reflective learning by stakeholders around program indicators and outcomes, and help with delivery of an Annual Impact Review for each program;

Technical skills, experience and knowledge required for the position

Essential
 A Master’s degree or equivalent experience in development, social science, or other relevant fields.
 Knowledge of social research methodologies and techniques with proven ability to manage and analyze data sets.
 A minimum of five years of progressively responsible professional working experience in development especially in the area of monitoring and evaluation; working with learning initiatives. Proven experience in research and program development and management.
 Strong skills of professional writing, facilitation, communication, data management and analysis, knowledge management, research and development, and M&E.
 Knowledge and understanding of the rights based approach to development.
 Excellent command of written and spoken English, French and Arabic.
 Strong understanding and experience in policy and advocacy, international development, governance, gender equality, or related field.
 Strong experience in building relations with research institutions, hiring consultants, and developing monitoring tools.
 Experience of working in the field of resource development, writing proposals and concept notes, reporting to donors and different constituencies.
 Commitment to Oxfam’s values and ways of working and to Oxfam's objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions

Desirable

Key Responsibilities and Accountabilities

Management
 Manage the Oxfam program team in Tunisia, and in general be responsible for HR tasks in relation to the team (etc). This includes having work meetings with program staff, teambuilding, staff coaching & development, day to day line-management, performance interviews, being responsible for the recruitment and selection processes for new program staff, etc.).
 Empower and provide a steer to Program Officers on their respective programs and ensure linking and learning happens between the members of the team, and within the organization. Also
promote linking & learning between counterparts and key stakeholders.
 Actively participate in the Tunisia Senior Management Team.

Resource Mobilization
 In close coordination with the Country Director and the Business Development and Funding Coordinator, actively seek and participate in fundraising initiatives and negotiate funding
opportunities for the Tunisia program. Develop and implement projects and programs that potential back-donors could finance.
 Provide support in planning for participatory programme/project design: In close collaboration with funding team, guide and support CMT and program teams in planning for programme, project,
and proposal design. This includes promoting and supporting early engagement and active participation of partners, primary change agents, and of Oxfam and partner PQ staff in program and project identification and design.
 Actively engage in discussions with partners and other stakeholders on fostering external funding opportunities.

Institutional Responsibilities
 Ensure adherence and compliance of the country program to agreed Oxfam policies and management standards.
 Ensure adherence to the Oxfam code of conduct, security guidelines and health & safety.
 As needed and by delegation from the Country Director, represent Oxfam in relevant fora and meetings with donors, partners or other stakeholders in relation to the Tunisia program.

Technical Skills, Experience & Knowledge

 A university level education in a relevant field

Enabel est l’Agence belge de développement. Elle exécute et coordonne la politique belge de développement international, et travaille principalement pour le compte de l’État belge. L’Agence met également en œuvre des actions pour d’autres organisations nationales et internationales. Avec 1400 collaborateurs, dont plus de 70 % de personnel local, Enabel gère quelque 150 projets, essentiellement en Afrique.

Contexte
« Towards a Holistic Approach to labour Migration governance and labour Mobility in North Africa » (THAMM) est un programme multi-stakeholders qui a pour objectif d’accompagner les acteurs de la formation professionnelle et de l’emploi au Maroc et en Tunisie en vue de créer des possibilités d’emploi pour les personnes en quête de nouvelles opportunités, aussi bien que d’appuyer le développement et renforcement des compétences de ces personnes en vue de leur insertion professionnelle.

Enabel met en œuvre une des composantes de ce programme en collaboration avec l’Agence Allemande pour le Développement (GIZ), l’Organisation Internationale pour les Migrations (OIM) et l’Organisation Internationale du Travail (OIT). Enabel développe les partenariats en vue du renforcement des schémas de mobilité du travail bénéfique pour les pays d’origine et de destination, ainsi que pour les personnes dont les compétences sont renforcées et à qui des opportunités d’emploi sont offertes, dans l’Union européenne, au Maroc et en Tunisie.

Ceci se fait au travers d’un travail de proximité avec les acteurs de l’emploi, les acteurs de la formation et les représentants du secteur privé dans les trois pays (Tunisie, Maroc et Belgique). Le programme vise également à renforcer la gouvernance de la migration en fournissant un soutien au renforcement des capacités des institutions, des travailleurs migrants et de leurs familles ainsi que d'autres parties prenantes.

Description de la fonction
- Vous êtes responsable de la bonne exécution du projet dans les trois pays : le contenu, le planning, l’exécution financière et la qualité du projet ;
- Vous coordonnez la réalisation des activités afin d’atteindre les objectifs du projet ;
- Vous assurez la coordination avec les autres composantes du programme THAMM, notamment avec GIZ, OIM, International Labour Organisation (ILO), et d’autres qui pourraient s’ajouter ;
- Vous contribuez au renforcement des capacités des organisations partenaires. Vous assurez la communication entre les partenaires du THAMM, notamment les partenaires nationaux, GIZ, OIM et OIT, avec les Ambassades et avec le bailleur (au niveau du Maroc et de la Tunisie et à Bruxelles);
- Vous coordonnez le processus d’apprentissage sur la manière dont une intervention contribue au développement d’un secteur et de la thématique de la mobilité internationale ;
- Vous dirigez l’équipe placée sous votre responsabilité hiérarchique ;
- Vous vous assurez que les informations pertinentes sur les résultats sont disponibles pour le monitoring et l’évaluation afin de permettre le suivi de la performance, la prise de décision, l’apprentissage et le reporting.

Votre profil

Niveau de formation requis
· Master en sciences sociales ou équivalent.

Expériences requises
• Minimum 5 ans d’expérience pertinente dans le pilotage de projets de développement international ;
• Minimum 5 ans d’expérience pertinente dans la migration et/ou la mobilité internationale ou l’insertion professionnelle ;
• Minimum une expérience de travail pertinente en dehors de son pays d’origine ;
• Une expérience avec un ou plusieurs projets financé(s) par l’Union Européenne constitue un atout, aussi bien que l’expérience avec les projets financés par le Fonds Fiduciaire d’Urgence de l’Union Européenne en faveur de la stabilité et de la lutte contre les causes profondes de la migration irrégulière et du phénomène des personnes déplacées en Afrique ;
• Une expérience en tant que responsable d’équipe ;
• Une expérience dans plusieurs projets constitue un atout.

Compétences et connaissances requises
• Connaissance approfondie des méthodologies de gestion de projet ;
• Connaissance approfondie du domaine migration et mobilité internationale ;
• Connaissance approfondie du domaine des formations et de l’emploi;

Country Director Libya & Tunisia , Tunisia

DRC's comprehensive and solutions-based approach to displacement requires a high level of strategic leadership. You will ultimately accountable for all aspects of DRC's work in both Libya and Tunisia, and lead the consolidation and development of the programme, continuing the process of developing solid impact measurement mechanisms strengthening accountability initiatives. The Country Director ensures that the financial management and operational setup is adapted to the operational context. - Representing DRC externally towards stakeholders and duty bearers in Tunisia and Libya, positioning DRC strategically towards external actors, and pursuing new partnerships and funding opportunities.
- Ensuring that DRC is organized and managed in order to pursue opportunities while at the same time operating in compliance with minimum requirements and relevant guidelines, including overseeing operations in terms of financial management, quality and compliance, and ensuring that risk management systems are in place.
- Ensure that the SMT, HoP, DDG PM have clear and realistic performance based management goals
- Overall management of the operation and direct manager for senior staff members. This includes coaching, ensuring co-ordination between managers, recruiting, and development of staff
- Frequent travel to the field offices for direct operational support and representation
- Ensure compliance with internal and external reporting requirements including procurement.
Fundraising and Advocacy
- As the majority of the fundraising is done locally, the Country Director will lead the process of applying for funding and broadening the funding basis in a challenging funding environment
- The Country Director will lead his/her team in writing concept papers, project proposals and budgets in line with the approved country strategy;
- Lead in the team’s advocacy in all DRC key messages.

About you

To be successful in this role you are required to:
- Minimum of 10 years of relevant experience (including a minimum of 5 years at senior management level) in post-conflict settings, preferably working with displaced people.
- Experience in leading the development and implementation of new strategies in complex humanitarian operations.
- Extensive experience in negotiating and advocating with government authorities and donors for solutions that serve the needs of our beneficiaries.
- Proven track record of successful fundraising.
- Proven track record of managing a large financial turnover and mitigating risk in a complex and volatile environment.
- Experience in effective people management, including implementation of the code of conduct and anti-corruption measures.
- Experience in safety management.
- Excellent written and spoken English, French and/or Arabic language skills an advantage.
- Master's degree in Political Science, International development, economics or other relevant field.

Mercy Corps launched operations in Tunisia in July 2011. Mercy Corps aims to build the capacity of emerging and existing non-politicized civil society actors, while developing livelihood opportunities for youth (including through employability, entrepreneurship skills and access to financial services) and increasing civic engagement around communities’ needs (including conflict mitigation and emergency response). Mercy Corps Tunisia focuses on empowering vulnerable individuals and groups in marginalized areas to develop productive initiatives that build secure and just communities. Our programs focus on:

General Position Summary

Mercy Corps is seeking candidates for a Senior Technical Advisor in Community Mobilization and Resilience who will manage and provide technical leadership of the anticipated five-year USAID-funded Tunisia Resilience and Community Engagement (TRACE) program. Our component of the program aims to implement strong community mobilization work to underpin the entire program and to transform vulnerable youth into productive, contributing citizens who are connected to their communities by improving education, health, employment, community involvement and other needs as identified through drivers assessments. The primary focus of the Senior Technical Advisor will be to set the vision for and coordinate implementation of community mobilization, community capacity building, community resilience, and community cohesion activities under the Mercy Corps components of the proposed TRACE program. The Senior Technical Advisor will lead the technical design and advise on implementation of community interventions, including conducting capacity building and community stakeholder mapping, assessments and community programs in close coordination with the program managers and key staff. The Senior Technical Advisor is responsible for providing technical oversight on all community mobilization and related resilience objectives, strategies and activities in the TRACE program. S/he will work closely with consortium members for a coordinated approach across the program and to provide expert advice on community-led development and resilience building. S/he has a key role in ensuring program quality and reporting. S/he will work closely with the M&E Manager and Officer(s) to collect and analyze M&E data regarding community resilience and make recommendations for program improvements and adjustments. Candidate flexibility and a wide range of experience employing community-led development techniques in fragile settings are highly valued.

Essential Job Responsibilities

TECHNICAL LEADERSHIP

- The Senior Technical Advisor will support and advise the COP and other project staff on various technical fields related to the program and help design the strategy and approaches to achieve expected results.
- Lead, coordinate and supervise all community resilience-building activities including community mobilization, community capacity building, community resilience and community cohesion in support of identification and mitigation of vulnerabilities, peacebuilding/ preventing violent extremism, and community infrastructure/assets. This includes providing technical direction, developing work plans, monitoring implementation and impact, ensuring that program deliverables are completed, supervising implementation staff and managing program budget.
- Provide strategic vision to the technical components of the program including workplan development, market analysis, partnership selection and management, and overall sector strategy.
- Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
- Advise national counterparts on technical issues and participate in relevant advisory and/or working groups with counterparts, partner institutions, government representatives, and other local stakeholders.
- Ensure technical compliance with USAID rules and regulations, and adherence to grant agreement
- Oversee technical performance of consortium partners and sub-grantees.
- Ensure the program-wide positive youth development framework is integrated across partners and into program implementation.

CAPACITY BUILDING AND MENTORING

- In close partnership with the CoP, create a work atmosphere conducive to professional growth and development of excellent personnel at all levels.
- Contribute to country team-building efforts and ensure the integration of all team members into relevant decision making processes
- Build the technical capacity of project staff in community led development and community resilience relevant to the implementation of the project through training and continuous mentoring.

PROGRAM MANAGEMENT AND SUPPORT

- Integrate community approaches, inclusion and gender sensitivity and capacity building into all activities as appropriate.
- Ensure the program implementation is responding to the direction of the lead organization under which we will be a sub-grantee
- Provide managerial and programmatic technical oversight to partners and sub-grantee(s) as required.
- Document processes and achievements to ensure technical best practices are captured and disseminated. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights.
- Produce written reports on program activities, capturing the impacts of activities. .

INTERNAL AND EXTERNAL COORDINATION

- Serve as an active coordinator between the lead organization and Mercy Corps
- Serve as an active contributor and collaborator with regional and global counterparts to promote the use of best practices.
- Strengthen linkages with other internal resources, including the LMS, Digital Library, Hub, and Connect, to enhance organizational learning where relevant to M&E.
- Maintain close working relationships with counterparts in other relevant international NGOs, and local NGOs and associations.

Supervisory Responsibilities: National and international team members working on the program, as well as partnerships with international and national program partners. The number of direct and indirect reports is to be determined.

Reports Directly To: Chief of Party or Deputy Chief of Party
Works Directly With: Youth Technical Advisor, Program teams, MEL team, Finance, Administration and Operations teams


Knowledge and Qualifications
- The senior advisor should demonstrate technical capacity in the development, coordination, implementation of complex and diverse sets of interventions that can produce expected outcomes.
- S/He should have a thorough understanding of ongoing community resilience efforts in the country to advise the program staff.
- S/he must have minimum Bachelor’s degree in social sciences, law, or other related fields and
- 5-7 years of experience providing strategic input and advice in democracy and governance, peace, and security related projects, preferably in an international organization;
- Proven managerial experience through prior work in a relevant area such as accountability, community communications, community and youth development or mobilization and holding positions of progressive responsibility;
- Experience in integrating community resilience frameworks in complex programs desirable
- Experience in training, facilitating focus group discussions, community consultation;
- Full Professional Proficiency in spoken and written English and French is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs;
- Full or moderate professional proficiency in spoken and written Modern Standard Arabic is desirable;
- Experience working in Tunisia or North Africa is highly desirable;
- Experience in implementation through multi-partner complex consortia is desirable;
- Experience working on USAID projects is strongly preferred.

Living Conditions / Environmental Conditions
The position is based in Tunis, Tunisia with frequent field travel. Tunis is the capital city of Tunisia with a significant international community presence and many western amenities. Amenities in field sites may be more basic. Tunis has excellent educational and medical facilities. This position can be accompanied by dependents, if not, accommodation will be shared with other team members or guests.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Given the nature of the context, working hours require flexibility and working through weekends/evenings might be necessary.
