Objectives of the position
Manage and coordinate the support services of the Country office in such a way that all administrative operations of the Oxfam country office are in compliance with organizational, donors and legal standards/ obligations and to ensure a high-quality support service to the staff.

KEY RESPONSIBILITIES of the position

Operations management
• Coordinate the management of finance, procurement, logistics and IT functions to ensure full compliance with and application of the relevant Oxfam and/or donor procurement procedures.
• Develop, implement and improve administrative, logistic, procurement and IT systems and procedures for the Country office, such as a system for tracking payments and maintaining the original copies.
• Ensure that all services(administration, logistic including vehicle fleet management, procurement and IT) set up at the Country office are in line with corporate policies (HO) and laws of the country’s Government and harmonize with support services set up at other Oxfam affiliates.
• Coordinate the administrative organizationof all data on payments, receipts and other mutations in such a way they are in line with accepted international financial standards and comply with Oxfam’s and Governmental relevant laws/polices.•Proactively worktogether with the Finance Officers to ensure that all Country office’s business and support services procedures are in line with the head office (HO) standards.
• Proactively work with the Business Development and Funding Coordinator to ensure cost efficiency of the organization, value for money for donors and an effective cost recovery strategy
• Continuously improve the quality of the support services by monitoring approvals, spending and performance of the support functions related with the annual work plan.

Management
• Manage the Oxfam country operations team, and in general be responsible for HR tasks in relation to the team (staff coaching & development, day to day line-management, etc.). This includes having work meetings with business support staff,providing a steer on their respective tasks, team building, being responsible for the recruitment and selection processes for new staff, etc.); •Responsible for the functioning of operations in the Country office by managing support, administrative and IT staff on a day to day to basis.
• Ensure linking and learning happens between the members of the team and within the organization.
• Actively participate in the Country Senior Management Team.

Institutional Responsibilities
• Ensure adherence to the Oxfam code of conduct, security guidelines and health & safety;
• Ensure adherence and compliance of the country operations to agreed Oxfam policies and management standards;
• Analyse and review the Country office’s compliance with local laws, all leases and manages the Country office’s contract management system to manage other contracts concluded by the Country office.
• Coordinate and ensure the delivery of institutional core business information and input needed from HO.
• As needed and by delegation from the Country Director, represent Oxfam in relevant fora and meetings with stakeholders in relation to the Tunisia country office.

Security management
• Support the developmentand implementation of the security management plan, in line with existing Oxfam policy, protocols and approach.
• Support the gathering of reliable security information, and incident reporting and analysis.
• Support to the Country Director and other senior staff during security incidents.
• Support country management staff in identifying the security learning and development needs of staff.
• Support the day to day implementation of Standard Operating Procedures.

Technical skills, experience and knowledge required for the position

Essential
• Relevant university degree and an affinity with international development issues
• At least 7 years of working experience related to finance and business management
• Excellent financial management skills to design and monitorthe operational budget
• Excellent computer skills and familiarity with management information systems
• Proven experience in leading teams, people management and creative human resource management as well as change management in complex organizational structures.
• Leadership skills and capacity to think strategically
• Strong interpersonal and intercultural skills including diplomacy, tact, being able to get on well with others. Strong negotiation skills.
• Excellent team player with networking skills, knowing how to build and maintain relationships with his/her team and with other stakeholders.
• Experience in representing an organization at senior level to civil society organizations, government, donors, etc.
• Very good knowledge of the Tunisia specific context
• Excellent written and verbal communication skills in English, French and Arabic, to motivate, influence and negotiate;

Principales tâches et responsabilités du poste

Conception du programme, planification et livraison
• Assureret être responsable de la conception, la mise en œuvre, la gestion et le suivi de la qualité desprogrammesd’Oxfam en Tunisie. • Contribuer au processus de validation internesdes déclarations médiatiques et de plaidoyer, et contribuer, le cas échéant, aux lignes politiques de la confédération conformément à la stratégie d'influence du pays.

Suivi, évaluation, redevabilitéet apprentissage (SEA&R)
• Diriger et coordonnerla mise en place de systèmes deplans de SEA&R pour les programmes et projets.
• Diriger et coordonner de manière proactive les équipes d'Oxfam et des partenaires dans la conception et la mise en œuvre de stratégies et plans SEAR efficaces et participatifs conformément aux normes d'Oxfam.
• Assurer la qualité du programme et des projetsen fournissantl'assurance et le contrôle de la qualité en matière de développement de programmes et de projets en conformité avec lesméthodologiesd'Oxfam.

Management
• Diriger l'équipe programme d’Oxfam en Tunisie, et s’acquitter des responsabilités de gestion de l’équipe: tenue deréunions de travail, le coaching et le développement du personnel, la gestion quotidienne, les entretiens et les évaluations de performance, la gestion des processus de recrutement et de sélection du staff programme.
• Autonomiser,orienter et motiver les membres de l’équipe programme dans leursresponsabilités respectiveset veiller àmettre en place les bases d’un échange et d’un apprentissagecontinueen interne et avec les parties prenantes externes à Oxfam.
• Participer activement en tant que membre del'équipe de direction à la prise de décisions stratégiques pour le bureau d’Oxfam enTunisie.

Mobilisation des ressources

En étroite coordination avec la Directrice pays et le Business Development and Funding Coordinator:
• Rechercheret participer activement aux initiatives de levée de fonds et négocier des opportunités de financement pour le programme en Tunisie.
• Fournir un soutien dans la planification de la conception de programmes / projets participatifs
• Appuyer l’équipe dans la mise en place de méthodologies de co création de projets avec les partenaires
• Guider et soutenir l'équipe de rédaction des propositions dans la formulation de projets de qualité intégrant les différents niveaux d’inputs et capitalisant la valeur ajoutée dechaque partie prenante concernée.
• Engager activement des discussions avec des partenaires et d'autres parties prenantes sur la promotion des opportunités de financement externes.

Responsabilités institutionnelles
• Assurer l'adhésion et la conformité du programme pays aux politiques et aux normes de gestion d'Oxfam.
• Veiller au respect du code de conduite d'Oxfam, des directives en matière de sécurité et de santé.
• Au besoin et par délégation du Directeur de pays, représenter Oxfam dans des forums pertinents et des réunions avec des donateurs, partenaires ou autres parties prenantes en relation avec le programme Tunisie.

Compétences techniques, expérience et connaissances

Essentiel
• Une formation de niveau universitaire dans un domaine pertinent
• Expérience prouvée en matière de développement de cadres logiques, de théories du changement et de mise en place de cadres de SEA&R
• Au moins 8 ans d'expérience dans le développement international, la gestion de programme et le développement de stratégies participatives
• Expérience confirmée dans la direction d'équipes, la gestion des personnes et la gestion créative des ressources humaines ainsi que la gestion du changement. Expérience spécifique en gestion de conflits, facilitation et coaching.
• Compétencesanalytiques prouvées et capacité à penser stratégiquement
• Connaissance en matière de gestion de structures organisationnelles complexes et de la programmation multi-pays

Principales tâches et responsabilités du poste

Développement de nouvelles opportunités et engagement stratégique avec les bailleurs
• Identifier, évaluer et suivre les opportunités de financement et de partenariat de façon proactive et systématique afin de contribuer au financement des programmes et campagnes d’Oxfam en Tunisie.
• Contribuer à l’essor de la levée de fonds à travers des opportunités de financement et explorer les possibilités de partenariat et consortium avec des stakeholders aux niveaux national, régional et global.
• Assurer la construction et gestion de la relation d’Oxfam avec les représentants des bailleurs de fonds.
• En coordination étroite avec la direction pays et les responsables de programme, assurer un engagement proactif et de façon stratégique avec les bailleurs et agences de coopération dans le cadre d’échanges sur des aspects thématiques et stratégiques.
• En coordination avec le/a chargé/e de communication & media, contribuer aux initiatives concernant la visibilité afin de renforcer le positionnement institutionnel d’Oxfam, et contribuer de façon proactive aux démarches de levées de fonds.

Stratégies de levée de fonds
• Assurer l’élaboration et mise en œuvre de stratégies de levées de fonds afin d’assurer le financement des programmes et campagnes d’Oxfam.
• Identifier et évaluer des opportunités de financement auprès des bailleurs institutionnels (et autres), faciliter les négociations inter-affiliés concernant la sélection du «prime applicant» et fournir un appui à la direction pays pour la décision finale.
• Assurer que les programmes sont suffisamment financés, assurer le suivi du «funding pipeline» et assurer le lead sur la planification et le suivi des financements au niveau national et en lien avec la région.
• Réaliser un monitoring des performances du bureau en termes de levée de fonds, et proposer des recommandations afin d’améliorer ces performances, en lien avec les unités de levée de fonds des affiliés et de la plateforme Oxfam au niveau de la région MENA.

Développement de propositions
• Réaliser le travail préparatoire concernant l’élaboration des propositions et la gestion des appels à propositions, assurer la coordination de l’équipe en charge de la formulation, réviser la proposition au niveau qualitatif et respect des exigences bailleurs afin d’assurer la qualité de la proposition et maximiser les possibilités d’obtention du financement.
• Contribuer si nécessaire à l’édition des propositions en coordination avec l’équipe programme.
• En consultation avec le staff pertinent, prendre part ou assurer le lead dans la négociation avec le bailleur/affilié.
• Superviser et accompagner l’équipe programme en ce qui concerne la gestion du contrat et l’élaboration des rapports, assurer le lead sur les ateliers de lancement de nouveaux contrats de financement.

Coordination
• Coordonner les activités de «business development and funding» avec les équipes concernées aux niveaux pays, régional, et global (siège des affiliés et donors account managers de la confédération), en assurant un reporting à l’équipe demanagement d’Oxfam au Maroc.
• Assurer que les équipes respectent les procédures et politiques d’Oxfam concernant le funding.
• Assurer le lien avec l’architecture funding de la confédération afin d’accéder aux opportunités, connaissances et compétences en lamatière.•Participer de façon proactive aux groupes et initiatives funding de la confédération.
• En collaboration avec les équipes programmes, coordonner la présentation de propositions multi-pays et/ou multi-affiliés et/ou multi-acteurs.

Compétences techniques, expérience et connaissances

Essentiel
• Formation universitaire, de préférence en sciences politiques, économiques ou sociales.
• Expérience de trois ans minimum dans un poste similaire.
• Expérience démontrée dans la formulation de propositions et l’obtention de financements auprès de bailleurs bilatéraux et multilatéraux.
• Expérience démontrée et réussie dans l’élaboration et mise en place de stratégies de levée de fonds.
• Capacité de communication aisée, et excellente maitrise rédactionnelle et orale du français et de l’anglais.•Capacités d’analyse et de synthèse de questions complexes, et de structuration et présentation de façon claire et systémique des idées.

Team Purpose

Job Purpose - Key Responsibilities and Accountabilities

Program development and positioning
• Lead development of the women economic empowerment sub program in accordance to Oxfam’s program lifecycle procedures, working closely with local partners and building relations with other
stakeholders in country
• Ensure the program integrates influencing, in close cooperation with relevant colleagues in country and across the Oxfam confederation
• Ensure visibility of Oxfam’s programs in institutional communication and fundraising efforts

Institutional funding / project development
• Engage in discussions with partners and other stakeholders on fostering funding opportunities with institutional donors
• Write/develop/coordinate project proposals, including deployment of resources,
• Responsible for documenting track records of projects in his/her portfolio
• Contribute in the identification of potential donors according to the strategic priorities of the country program

Project Management
• Ensure projects approved by donors are developed and implemented in accordance with Oxfam’s project lifecycle Framework
• Ensure supervision of the overall reporting process of projects, in line with donor requirements and Oxfam policies and procedure
• Ensure uploading of program information and results in Oxfam’s administrative system and that
• (digital) archiving of project activities is correctly done and maintained
• Oversee the coordination of partners’ capacity building plan and possible organization and facilitation of capacity development processes for partners.
• Responsible for institutional donors contract management.

Monitoring, evaluation, accountability and learning:
• Design, in cooperation with relevant colleagues, the MEAL framework of the program together
• with partners according to Oxfam’s standards and donors requirements.
• Ensures implementation of the MEAL at program level

People management
• Supervise the daily work of project(s) officer(s) in his/her team working with partners to develop, implement, monitor, and evaluate projects
• Oversee recruitments of new staff to be allocated d on newly awarded projects

Thematic and/or influencing priorities
• Initiate the elaboration and implementation of thematic policy priorities in line Oxfam’s priorities
• Explore and implement opportunities to connect to global campaigning work touching on the program,
• Take part in relevant Oxfam working and project groups, primarily in terms of thematic
• knowledge and influencing, with input from partner organizations, and is capable of fulfilling the role of project leader.

Technical Skills, Experience & Knowledge

Essential
• Completed an academic degree in a discipline relevant to the specific areas mentioned in relation to development cooperation, such as political science, political economy, sociology.
• Demonstrated at least 4 years of relevant working experience in similar positions in the field in Tunisia and an affinity with international development issues.
• Specific expertise in Oxfam priority programming areas and have direct experience working with nongovernmental organizations.
• Working experience with mainstreaming gender and human rights based approach to programming.
• Experience and knowledge of project lifecycle management
• Experience in organizational analysis and partnership, program development and grant management
• Experience in people management
• Proven experience in fundraising
• Strong financial literacy
• Strong working knowledge of MEAL
• Excellent analytical, social, and networking skills and a team player.
• Excellent communication skills in English, French, and Arabic, both written and spoken.

DIMENSIONS:
• Significant responsibilities for external stakeholder engagement and relationship management with institutional donors and Oxfam at regional level.
• Engagement both internally and externally on bid development, funding opportunities, and donor strategies.
• Provide specialist advice, knowledge and skills related to partnership-building with institutional donors and Oxfam’s programs in region to a range of Oxfam senior managers and staff members.
• Responsible for growing income from donors working in region for Oxfam.
• Decision-making requires significant levels of judgement based on technical knowledge, experience, and consultation.
• Collaborates with colleagues in different parts of the organization including programs, finance, human resources, logistics, and funding.
• Provides leadership in the design, coordination, and delivery of agreed strategies and plans for resource mobilization.
• Contributes to regional income and budget planning processes according to agreed Oxfam processes.
• Manages bids and proposals with potentially significant financial and reputational impact for Oxfam and its partners.
• Engages with external stakeholders in the development of consortia bids.
• Works across the global program funding function to ensure coherence, consistency and quality in fundraising efforts and results.
• Frequent internal and external negotiation.

KEY RESPONSIBILITIES of the position

Strategic and analytical
• Leads the design and implementation of resource mobilization strategies intended to strengthen income and partnerships to deliver the strategy. Monitors the funding pipeline and leads on income
planning and forecasting.
• Maintain and provide a comprehensive overview of the funding, actively identifies, qualifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting Oxfam’s
program; including scoping new consortium/alliance building partnerships with international and local stakeholders.
• Responsible for managing and building Oxfam’s relationships with donor and external business partner representatives at the regional level. Proactively engages on a strategic basis with institutional donors and external partners at a regional level in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding. Work closely with and support MENA Regional Business Development Manager in the implementation of the regional fundraising strategy in collaboration with MENA Regional Platform Team, Country Directors, Oxfam Donor Account Managers to identify, capture and manage funds to resource the Oxfam’s strategy in Tunisia.
• Collate income planning and management information against key performance indicators for use in business reporting and to identify key risks and opportunities.

Bid Development
• Prepares all necessary groundwork for bid development, helps assemble bid development teams, provides effective bid project management at regional level and undertakes quality assurance of
donor bids to ensure high quality competitive bids in order to successfully secure funds from a diverse set of institutional donors and external partners.
• Lead on and/or support large, complex strategic bids and advise on programme management arrangements for complex bids to ensure quality delivery and manage compliance risks.
• Lead on and or support engagement with new, existing and previous donors, develop partnerships with new actors, as well as, helping Oxfam to explore and access new funding modalities and
mechanisms
• Working closely with program teams to actively support/lead on the development of bids in close consultation with the Country Director, Finance and Programme quality teams.
• Active engagement in Oxfam co-ordination mechanisms within the region to improve inter-country and inter-affiliate collaboration.
• Contribute and engage in policy discussions led by Oxfam’s Policy and Campaigns team targeting donor and external audiences.
• Provide support to the Country director on programmatic matters impacting on Oxfam’s income and reputation with donors.

Operational/functional
• Lead on fundraising to deliver Oxfam’s strategy in Tunisia from donors across the Middle East region.
• Undertake donor research/mapping to identify and create new and innovative funding opportunities in line with Oxfam’s strategy in Tunisia.
• Lead on or participate in bid development workshops, to explore new funding opportunities and to support the development of proposals/bids or establishment of new contracts. Lead on organising
inception workshops for large complex and multi-stakeholder bids.
• Provides technical advice in negotiations with institutional donors or business partners over contracts, costs, governance and accountability, and compliance requirements. Advises program and finance staff to deliver strong donor compliance and undertake quality assurance for reports for donors in the region considered to be high risk, in order to help minimize any negative impact to Oxfam’s income and reputation.
• Link with the confederation funding architecture to access intelligence, opportunities and skills in support of the Oxfam’s strategy in Tunisia. Brokering assistance from technical advisers and donor
account managers from across Oxfam.
• Design, develop or adapt training materials for bid development and donor contract management and deliver capacity building training to Oxfam staff and partners on fundraising and donor compliance. Accompany and devolve the essential core skills around donor relationship management, proposal/bid development and contract management.

Management and Coordination
• Develop close working relations with other funding staff supporting Oxfam’s strategy in Tunisia
• Coordinate and share information with the MENA regional platform and EA including attending planning and training meetings when necessary and upholding Oxfam policies and standard business
processes to ensure consistency across the region.

Technical skills, experience and knowledge required for the position

Essential
• Demonstrable experience and success in engaging with bilateral and multilateral donors for an international agency like Oxfam
• Demonstrated ability to devise and implement resource mobilization strategies.
• Proven ability to identify new business opportunities and partnerships.
• Experience of working with technical teams to develop program proposals that are funded by institutional donors and business partners.

• Excellent computer skills, including various office applications and internet navigation.

Principales tâcheset responsabilités du poste

Gestion de projet /Project Management
•Assurer la planification et la mise en œuvre des projets d’Oxfam en Tunisie, y compris à travers des réunions régulières, des visites de terrain, le développement, le suivi et l’actualisation du planning d’activités
•Assurer l’identification des besoins et l’accompagnement du processus de renforcement de capacités organisationnelles et techniques et/ou faciliter l’apport d’un soutien externe si nécessaire des partenaires des 2 projets d’Oxfam en Tunisie. S'assurer que les rapports narratifs et financiers soumis par lespartenaires sont conformes aux exigences du/des bailleurs de fonds et sont en ligne avec le système de fonctionnement d’Oxfam
•Assurer une bonne collaboration et un échange continu avec les acteurs stratégiques du projet, notamment les institutions publiques•Assurer l'archivage (numérique et physique) des documents des activités du projet en maintenant à jour le système opératoire d’Oxfam et le système d’archivage pays;
•Fournir des rapports d’activités selon les fréquences requises par les bailleurs sur les projets d’Oxfam sous sa responsabilité
•S’assurer de l’intégration des approches «influencing» et genre d’Oxfam au niveau des projets dont il/elle a la charge

Monitoring, evaluation, accountability and learning
•Contribuer au développement d’un cadre de Suivi, Evaluation, Apprentissage et Redevabilité pour les projets dont il/elle a la charge
•Accompagner les partenaires de projets dansla coordination et le suivi-évaluation de leurs activités

Project/Program development
•Contribuer aux réflexions autour du développement de propositions de projets et de programmes
•Contribuer au développement du programme dans lequel s’inscrivent les projets qu’il/elle gère
•Alimenter la base de données des ‘Trackrecords’ d’Oxfam avec les informations liées aux projets d’Oxfam sous sa responsabilité

Compétences techniques, expérience et connaissances requises pour le poste

Profil requis
•Diplôme universitaire dans une filière pertinenteau développement et touchant aux domaines d’intervention d’Oxfam en Tunisie
•Expérience professionnelle d’au moins 2 ans dans un poste similaire
•Connaissances solide du contexte de la société civile en Tunisie, notamment des associations travaillant dans le secteur de l’employabilité des jeunes, l’entrepreneuriat social.
•Connaissance solide en matière de droits des femmes et droits humains, et de l'approche genre
•Expérience prouvée dans la gestion de projets et la coordination de leur mise en œuvre à travers un cadre SEA&R
•Excellentes compétences interpersonnelles, de communication et de travail dans un environnement multidisciplinaire et multiculturel.
•Maitrise des langues Arabe, Française à l’oral et à l’écrit.
•Disponibilité et flexibilité à se déplacer dans les régions, y compris pendant le week-end, avec possibilités de passer des nuitées en dehors de Tunis.

Main tasks of the position

MEAL systems design, implementation, reporting
Oxfam distinguishes between program & project level. Programs are the overall thematic areas we work on (governance, women’s rights etc.) defined by a set of strategic objectives and a Theory of Change. Projects are our sets of interventions to realize our program objectives, co-implemented with our partners, funded by specific donors. Therefore, our MEAL work consists of a program and project level.

On program level we ask:
 Support on Theory of Change development and lead monitoring and learning processes on program Theory of Change
 Support program development efforts in setting up MEAL frameworks for thematic country programs
 Support the design and implementation of creative methods to track progress towards achieving gender equality in all program areas.

On project level we ask:
 Support project teams to develop and establish, in consultation and collaboration with partners and allies, project MEAL systems.
 Support project proposal development efforts by facilitating the design of logics of interventions and logical frameworks
 Ensure projects’ MEAL framework are implemented as planned, and adapted as needed following lessons learned or changes in the intervention logic and/or context.
 In collaboration with relevant stakeholders develop (impact) indicators and empowering methods of measurement – such as participatory action research, most significant change stories, constituency feedback committees, etc.
 Ensure scientific and statistically viable usage of a range of qualitative and quantitative data collection tools and methodologies to measure the project impact
 Support the preparation and dissemination of high quality reports/ program documentation/ learning among key stakeholders in projects and programs.

Data collection and analysis
 Compile and analyze data – or manage consultants who do this -- from each of the program areas and specific projects
 Develop Terms of Reference for M&E technical consultants, support their recruitment and ensure proper monitoring of their work in the area of qualitative and quantitative data collection, database design, and other relevant activities.
 Support project officers in the analysis of data and effective integration of monitoring activities into project activity plans ensuring that all program staffs contribute to and assist in implementing the M&E activities.
 Conduct or organize baseline, progress assessments and end line evaluation based on program/project objectives for the use of current and future program/project activities.

Capacity building
 Assess per project the needs and capacity of partners and staff to deliver on MEAL objectives at program and project levels, and build their capacity to deliver through coaching and mentoring on methodologies.

Learning, knowledge management and sharing
 Assist the program staff and partners in extracting critical lessons learned as well as identifying and highlighting achievements of stated project objectives and outcomes.
 Organize annual learning events, facilitate reflective learning by stakeholders around program indicators and outcomes, and help with delivery of an Annual Impact Review for each program;

Technical skills, experience and knowledge required for the position

Essential
 A Master’s degree or equivalent experience in development, social science, or other relevant fields.
 Knowledge of social research methodologies and techniques with proven ability to manage and analyze data sets.
 A minimum of five years of progressively responsible professional working experience in development especially in the area of monitoring and evaluation; working with learning initiatives. Proven experience in research and program development and management.
 Strong skills of professional writing, facilitation, communication, data management and analysis, knowledge management, research and development, and M&E.
 Knowledge and understanding of the rights based approach to development.
 Excellent command of written and spoken English, French and Arabic.
 Strong understanding and experience in policy and advocacy, international development, governance, gender equality, or related field.
 Strong experience in building relations with research institutions, hiring consultants, and developing monitoring tools.
 Experience of working in the field of resource development, writing proposals and concept notes, reporting to donors and different constituencies.
 Commitment to Oxfam’s values and ways of working and to Oxfam's objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions

 Ability to work independently with confidence and quality.
