MamboViewPoint’s main goal is not the lodge or making profits but to improve economics in this mainly poor area. MamboViewPoint is a stable base and source of income, but the main goal is to support and promote all kind of projects, not by donations but by economics and empowerment. The projects are supported by the foundation MamboSteunPunt in the Netherlands and realized by the Tanzanian NGO JamiiSawa in Mambo.

Pursuant to this procedure, Enabel will hire 1 portfolio developer for Dar es Salaam and establish a recruitment pool.

Contract duration: 6 months (extendable)

Probable starting date: asap
Monthly salary package: Category 2 (B417) between 5.288,32 € and 7.524,32 € (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance).
There are also other advantages related to the expatriation such as cost of accommodation (with a maximum), removal and installation grant, school fees for the children who live with the employee (with a maximum), a package of insurances for all the family (included repatriation insurance), flight tickets once a year for all the family members who live with the employee.
The various paid amounts will vary according to the relevant experience recognised for the function, the family composition and the tax situation.

Context
In 2018, funds are earmarked for new governmental cooperation programmes in 5 countries (Benin, Palestine, Rwanda, Tanzania and Senegal).
Since the Belgian development agency Enabel is now involved far more upstream in the programming cycle, it has become responsible for elaborating the country strategy as well as for developing the country portfolio under the framework of a multi-mode and multi-actor approach.
Furthermore, the Enabel strategy also stipulates that Enabel should develop third-party donor assignments in view of enhancing the local impact of the Belgian governmental cooperation programme.
In Tanzania, the preparation of the new programming cycle has started and Enabel is to elaborate the governmental cooperation strategy in 2018 and to then develop the Belgian governmental cooperation portfolio of interventions in the respective countries.

Function
Coordinate, under the authority of the Resident Representative of Enabel, in close collaboration with head office staff of Enabel and in consultation with the Belgian diplomatic post, the elaboration of the strategy and the country portfolio for governmental cooperation. Prepare the start-up of the portfolio and support the Resident Representative in exploring as well as establishing complementing assignments for other donors.

Therefore, (s)he will primarily:
1. Coordinate the editing of the country strategy from the first draft to the final document in order for Enabel to formulate an innovative country strategy proposal, founded on an overall vision of development, the latest international trends and the opportunities that allow Belgium to strengthen its presence in the region concerned and exploit the synergies between Belgian public and private actors under the framework of a comprehensive country strategy.

2. Coordinate the elaboration of the country portfolio concerned for the period concerned in order for Enabel to present a country portfolio based on a set of operational and strategic partnerships (public/private actors who are fit for purpose) and innovative instruments.

3. Put in place a consistent and complete process in order to ensure optimal start-up of interventions of the country portfolio.

4. Support the Resident Representative of Enabel, with the assistance of Enabel (partner country and head office) colleagues, in prospecting, negotiating and concluding agreements and contracts and set up complementing interventions financed by third-party donors in order to strengthen the Enabel portfolio of interventions and to enhance the impact of the governmental cooperation programme of Belgium in the country concerned.

Profile

Required level of education
• Hold a Master’s degree

Required and/or desired experience
• At least 5 years’ experience in the design (‘formulation’) or having had final responsibility of interventions in bilateral/governmental cooperation;
• Professional relevant experience in the country or region is an asset.

Required mastery
• Proven knowledge of the private sector;
• Proven responsibility in innovative strategy development and decision-making;
• Excellent theoretical and operational understanding of Results-based management and risk management;
• Excellent understanding of the Fit for purpose concept and its application in country strategy decision-making;

Function
The East Africa Youth Inclusion Program (EAYIP) Country Project Manager, under the guidance of the EAYIP Project Director with dotted line reporting to the Country Director of HPI, through its branch office in Tanzania (Heifer Tanzania), will provide overall leadership to staff and other EAYIP “partners” in the implementation of all components of EAYIP in Tanzania, leading to the transformation and empowerment of youth participating in the market through employment and/or value chain activities. This will include overseeing all project activities; producing related reports on project progress; supervising and appraising the performance of EAYIP country office staff; monitoring project budgets, administrative, logistics and material resources and coordinating EAYIP country learning events and ensuring timely project implementation and delivery of outcomes. - Submit timely reports to country program and EAYIP regional offices as required.
- Carry out annual staff appraisals for staff under his/her supervision.
- Ensure that periodic project reviews are conducted, with learnings documented and shared.
- Supervise expenditure control within the budgets.

Partnership and Engagement (15%)

- Develop and implement plans for multi-stakeholders’ engagement and learning.
- Monitor the work of HPI’s local “partners” and ensure that they are compliant with the activities agreed upon in the teaming agreements.
- Work with local governments to identify and address social and economic barriers to increasing youth participation, especially young women, in the agricultural sector.
- Develop relationships with financial institutions and the private sector to facilitate access to finance and market linkages.
- Produce various technical reports in collaboration with implementing “partners” for sharing with stakeholders in the country.

Minimum Requirements
Bachelor’s Degree plus seven (7) years of relevant experience in development work in Tanzania.

Preferred Requirements

1. RESPONSIBILITY

1.1. Having overall managerial responsibility for ensuring that the requirements of the procedures are met.
1.2. Being able ensure compliance with company procedures, policies and relevant Tanzanian legislation. Supervising the daily activities of maintenance operation and vehicle repair to ensure safety
and good performance of all company equipment and vehicles.
1.3. Provide supervision and leadership for reporting staff to meet company deliverables. Ensure all assets and equipment are built, designed, maintained and serviced in a professional, safe and efficient way.
1.4. Making sure all yard and workshop operations are done in an efficient, cost effective, professional and safe way.
1.5. Produce and plan a preventative maintenance schedule for mechanical work but also for visual aspects.

2. DAY TO DAY TASKS

2.1. The Workshop Lead assigns, plans and reviews all the work which is done by technicians in the workshop. Instruct the supervisors who will supervise the work of the electricians, panel beaters, welders and mechanics.
2.2. Actively support the companies' vision and values on Environment, Quality and Safety. The Workshop Lead is responsible to make sure that all working areas are safe, that the workshop is safely maintained and that staff is fully trained to do their job safely and efficiently.
2.3. The Workshop Lead makes recommendations regarding the promotion and discipline of employees and also the recruitment. He authorizes overtime and leave, assesses and evaluates employee performance and advises employees on work related problems, .
2.4. Cooperating with other departments and co-ordinate the need for repair and maintenance of operational equipment with other departments and employees.

3. REPORTS

3.1. The Workshop Lead will produce a monthly service report of the work, breakdowns and tyre tasks which are done by the workshop, along with feedback and recommendations to management. These reports will include:
3.2. A Monthly workshop report, including number of vehicles worked on, breakdowns, fleet reliability and availability, turnover time, equipment PPM calculator report, tyre scrap report and KPI’s for workshop staff.

4. EDUCATION / TRAINING

4.1. Hold a degree in an engineering field.
4.2. At least 5 years’ ofexperience in maintenance / vehicle repair.
4.3. Minimum 2 years managing / supervising experience.
4.4. A course in health and safety in the workplace would be a plus.
4.5. Advanced knowledge on SAP, Microsoft office suite, FMP, BUDINI software.

5. SKILLS, KNOWLEDGE & EXPERIENCE

5.1. Being able to coordinate workshop operations and supervise and direct personnel.
5.2. Advanced skills in English in both speaking, reading and writing
5.3. Resolve vehicle breakdowns and being able to operate all equipment and tools involved in vehicle repairs.
