About the Role:

• Accurately forecast key SKUs at customer level, ensuring that out-of-stock scenarios are avoided wherever possible.
• To lead the successful negotiation of key account contracts driving the relevant area’s revenue, margin and market share.
• Conduct quarterly reviews for key accounts, communicating trends in the market place and identifying new opportunity to drive business for all concerned parties, in a consultative manner.

To further develop its activities, Enabel is looking for a (m/f): Portfolio Developer – TANZANIA

Pursuant to this procedure, Enabel will hire 1 portfolio developer for Dar es Salaam and establish a recruitment pool.

Contract duration: 6 months (extendable)
Location: Dar es Salaam, regular assignments to the Brussels head office possible
Probable starting date: asap
Monthly salary package: Category 2 (B417) between 5.288,32 € and 7.524,32 € (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance).
There are also other advantages related to the expatriation such as cost of accommodation (with a maximum), removal and installation grant, school fees for the children who live with the employee (with a maximum), a package of insurances for all the family (included repatriation insurance), flight tickets once a year for all the family members who live with the employee.
The various paid amounts will vary according to the relevant experience recognised for the function, the family composition and the tax situation.

Context
In 2018, funds are earmarked for new governmental cooperation programmes in 5 countries (Benin, Palestine, Rwanda, Tanzania and Senegal).
Since the Belgian development agency Enabel is now involved far more upstream in the programming cycle, it has become responsible for elaborating the country strategy as well as for developing the country portfolio under the framework of a multi-mode and multi-actor approach.
Furthermore, the Enabel strategy also stipulates that Enabel should develop third-party donor assignments in view of enhancing the local impact of the Belgian governmental cooperation programme.
In Tanzania, the preparation of the new programming cycle has started and Enabel is to elaborate the governmental cooperation strategy in 2018 and to then develop the Belgian governmental cooperation portfolio of interventions in the respective countries.

Function
Coordinate, under the authority of the Resident Representative of Enabel, in close collaboration with head office staff of Enabel and in consultation with the Belgian diplomatic post, the elaboration of the strategy and the country portfolio for governmental cooperation. Prepare the start-up of the portfolio and support the Resident Representative in exploring as well as establishing complementing assignments for other donors.

Therefore, (s)he will primarily:
1. Coordinate the editing of the country strategy from the first draft to the final document in order for Enabel to formulate an innovative country strategy proposal, founded on an overall vision of development, the latest international trends and the opportunities that allow Belgium to strengthen its presence in the region concerned and exploit the synergies between Belgian public and private actors under the framework of a comprehensive country strategy.

2. Coordinate the elaboration of the country portfolio concerned for the period concerned in order for Enabel to present a country portfolio based on a set of operational and strategic partnerships (public/private actors who are fit for purpose) and innovative instruments.

3. Put in place a consistent and complete process in order to ensure optimal start-up of interventions of the country portfolio.

4. Support the Resident Representative of Enabel, with the assistance of Enabel (partner country and head office) colleagues, in prospecting, negotiating and concluding agreements and contracts and set up complementing interventions financed by third-party donors in order to strengthen the Enabel portfolio of interventions and to enhance the impact of the governmental cooperation programme of Belgium in the country concerned.

Profile

Required level of education
• Hold a Master’s degree

Required and/or desired experience
• At least 5 years’ experience in the design (‘formulation’) or having had final responsibility of interventions in bilateral/governmental cooperation;
• Professional relevant experience in the country or region is an asset.

Required mastery
• Proven knowledge of the private sector;
• Proven responsibility in innovative strategy development and decision-making;
• Excellent theoretical and operational understanding of Results-based management and risk management;
• Excellent understanding of the Fit for purpose concept and its application in country strategy decision-making;

Our client, a company producing beverages, wishes to recruit a managing director (MD) to carry it through and beyond its existing strategy.

1. Expectations from new MD

1.1 Market expansion
The existing strategy of the company is to grow focus on its current brands to the end of 2022. However, they shall be happy if the new managing director will take us through a market expansion to a larger part of east African region, which includes Kenya, Uganda, Burundi, Rwanda, and South Sudan. So to a larger part and not necessarily to the entire region.

1.2 Product diversification
To continue with the growth objectives, they would appreciate to diversify into other conventional products.

1.3 Strategic investor
The new MD is therefore expected to lead an initiative to write a new strategic plan to accommodate the out of the box ideas he/she will implement. We believe that the company has a huge potential for growth and expansion. This can include opportunities for inviting a strategic investor who can acquire up to 49% of the company shares. There are matters that will arise as a result of strategic investor which includes but not limited to having own appointed directors in the company which they are open for.

1.4 Improve liquidity
Such an expansion will enable the company to consolidate its position as a leading producer of beverages for low income consumers in East Africa and resolve the large liabilities that accumulated during the times of turbulence from 2016 to end of 2019.

1.5 The wishes of market expansion and product diversification have been the wish of this company and several unsuccessful attempts have been made towards this. For the company the main reason for the initiatives not to succeed is limited skills of the management.

2. Proposed renumeration and benefits

2.1 Renumeration of EURO 4,000 to 5,000 nett of social security benefit and payroll taxes
2.2 Furnished accommodation with basic facilities (Furniture, Fridge, TV- items of personal nature like bedsheets, pots plates and similar are a responsibility of the MD)
2.3 Air time EURO 100 per month
2.4 Self-drive car with fuel and unlimited mileage within Tanzania

FUNCTION
The East Africa Youth Inclusion Program (EAYIP) Access to Finance Manager, under the guidance of the EAYIP Country Program Manager, will facilitate access to finance for youth entrepreneurs to start or expand businesses, He or she will be the focal point person for the design and regular review of financial access strategies and modules. The incumbent will be responsible for building financial “partnerships”, develop/roll-out relevant financial solutions, and provide financial advisory services. S/he will also perform a strategic analysis of the financial landscape, work with Financial Institutions (FIs) to develop financial products and services appropriate to target groups and in managing post-investment risk.

Program Effectiveness (50%)
- Provide technical guidance on access to finance-related issues and work with “partners” to ensure the design and delivery of financial literacy training program to EAYIP’s beneficiaries and Business Development services (BDS) providers.
- Promote and facilitate the access to savings accounts by youth, and advise youth in the creation of savings and credit groups, when relevant
- Work closely with financial institutions to develop youth-friendly financial products and services while building their capacity to borrow
- Build capacity of youth savings groups to develop bankable business plans and facilitate access to credit.
- Increase financial literacy for the youth

DELIVERABLES
- Assist youth groups in designing teasers/investor documents/business plans/business presentations and any additional data requests by the Financial Institution.
- Perform analysis of current supply and demand of financial solutions for youth, smallholder farmers, SMEs
- Develop and update Access to Finance strategy.
- Identify investment opportunities in the value chains and coordinate and support business strategies and plans for the clients
- In collaboration with implementing “partner” organizations, design monitoring and evaluation framework and ensure that key indicators for access to finances are monitored
- Supervise the design and delivery of training programs in accounting, loan application processes, product pricing and marketing, business management to the implementing “partners” and the youth
- Train youth and Producer Business Groups (PBGs) on uses of agricultural credit, and bank staff on crop profitability, crop cycles and risks and basic financial management and commerce
- Train youth and PBGs on requirements to access credit and foster links with a financial institution loan scheme
- Design appropriate finance training curriculum, review of existing materials, development database, and compile financial access case studies
- Management and Compliance (30%)
- Monitor the implementation of the Revolving Loan Fund (RLF) by HPIs financial “partners” in Tanzania
- Ensure compliance with contractual obligations and procedures of donors

DELIVERABLES
- Report on the status of the RFL on a monthly basis.
- Prepare monthly, quarterly and annual investment and business performance reports.
- Manage and control EAYIP investment advisory activities within a set budget
- Ensure periodic project reviews are conducted, with learnings documented and shared.
- Compile and analyze monitoring data for loan disbursements to the youth groups and PBGs

“Partnership” and Engagement (20%)
- Network with local financial Institutions and value chain players
- Represent EAYIP in various stakeholder meetings, workshops, conferences, and shared learning events.

DELIVERABLES
- Develop and implement plans for multi-stakeholders’ engagement and learnings.
- Regularly work with financial Institutions on access to finance component, including joint planning meetings, harmonizing work schedules and joint field visits
- Work with Financial Institution on identifying and addressing barriers to youth, smallholder/SME lending and develop financial products and/or solutions.
- Develop relationships with financial institutions and the private sector to facilitate access to finance and market linkages.
- Produce various technical reports in collaboration with implementing “partners” for sharing with stakeholders in the country
- Any other duties as assigned by the supervisor
- This will be dependent on the specific duties assigned.

Minimum Requirements:
- Bachelor’s Degree plus seven (7) years of relevant financial program experience in development work in Tanzania.
- Specialized training in community mobilization, business development, and rural financial services is required

Preferred Requirements:
- Master’s Degree in Business Administration, Financial Management, Social Sciences, Development Studies, Enterprise development or related field from a reputable university
- For profit business experience at a leadership.
- Seven years of field experience in implementing community development projects including financial access, integration of farmer groups into formal banking, savings and lending and income generation activities in Tanzania or East Africa
- Excellent networking and liaison skills.
- Excellent writing skills, including report writing.
- Ability to plan and yet accommodate unexpected tasks.

Most Critical Proficiencies
