Short Summary of the intervention
The new country programme for the Belgo-Rwandan cooperation 2019 – 2024 foresees to intervene in the agricultural sector with the following general objective “Increase revenues for farmers’ households and other private actors in the agricultural value chains in a sustainable manner”.

Three complementary interventions are foreseen, each with its specific objective:
1) Support through the Multi Donor Trust Fund (MDTF) to the implementation of PSTA4 to promote the commercialisation of agricultural value chains.
2) Develop inclusive and sustainable feed, pig & poultry value chains in which all actors run a profitable business.
3) Attract private investment to develop a modern industrialised value chain to produce high quality meat products and eggs to substitute imports as well as to export.

The first specific objective will be managed through a Grant with the World Bank.
The last two interventions are closely linked to each other and will be managed together by the intervention manager in livestock.

Job description

The expert promotes private investment and inclusive and sustainable value chain development in the pig and poultry sector. The expert also gives support to the Multi Donor Trust Fund (MDTF).
 N+1: Resident Representative
 Direct hierarchical supervisor of:
o 1 National expert
 Partners: Ministry of Agriculture, Rwanda Agriculture Board (RAB), Districts, private sector federations, National Research and Development Agency (NIRDA).

Function:
 Main tasks:
o Contributes to the implementation of the interventions by supporting the Intervention Manager and the implementation partners in achieving the overall objectives of both livestock interventions;
o Functions as technical advisor to RAB & NIRDA with a focus on assuring the mobilisation of the private sector in the value chains:
 Leads the feasibility studies for the value chains, identifying the potential for private sector actors in the value chains;
 Assures support to RAB & NIRDA for the calls for proposals to attract private investors;
 Assures support to developing and implementing access to finance policy and strategy, covering smallholder farmers and SMEs involved in the value chains;
 Supports the development of Business development training sessions and support both to smallholder farmers and to SMEs involved in the value chains;
 Supports in following up the broader PSTA4 transformation ambitions and particularly its ambition to promote agriculture value chains in Rwanda;
o Supports the Enabel representation in following up the implementation of the Multi Donor Trust Fund, in particular the policy dialogue related to evolving towards a private sector led agriculture policy;
o Supports, jointly with the Livestock specialist, the Belgian contribution to the sector dialogue in the agriculture sector;
o Supports, jointly with the PSD expert in the Urbanisation program, the Belgian contribution to the Private Sector Development sector in Rwanda.
 Expected results of the function:
o Assures the strategic and operational piloting of the private sector support components in the Interventions.

Your profile
• Master’s degree or equivalent in Business Administration, Economics, Finance or another relevant discipline
• At least five years of experience with business consulting, Private Sector Development or equivalent, preferably in the international development context
• Experience working on projects focused on improving trade and investment policy, regulatory and institutional environments
• Experience in East Africa or Rwanda in particular is considered an asset
• Knowledge of the regulatory framework related to small and medium enterprises, business finance, and a sound understanding of value chain structure and dynamics
• Demonstrated strong interpersonal skills and the ability to develop collaborative relationships, especially in a multi-component project with multiple implementation partners
• Ability to work under stressful conditions with no objection to working overtime and undertaking field missions
• Experience in the local context is considered an asset
• Fluent in English, basic knowledge of French, Dutch or Kinyarwanda will be considered an asset

Specific objective 1: “Sustainable and resilient urban development is enhanced in the districts of Rubavu, Musanze and Rwamagana.”

Job description

The Intervention Manager in construction and urban planning will be responsible for the construction of economic infrastructure and town planning.

He/she will assure the overall joint management of the Urbanisation program, as well as assure the support to integrating Made in Rawanda (MiR) construction materials in the technical specifications, support the research and innovation for construction materials, privileging green technologies for environmental preservation and mitigation to climate changes purposes. He/she will support quality improvement in MiR construction materials as well as the adaptation of the related norms and standards, including through linkage with international expertise, and of the economic infrastructures to be built by the intervention. He/she will support the detailed spatial planning process, introducing the Strategic Structural Planning methodology and GIS/e-management of the urban areas of the supported districts.

Your profile

Master’s degree or equivalent in civil engineering, architecture and town-planning
• At least 5 years of experience in project management in international development projects/programmes especially in urban planning and construction material sectors (international experience is a must)
• History of working with integrated and strategic structural planning and participatory planning, especially with the private sector
• Experience in urban e-management development through GIS
• Experience in local construction materials development
• Demonstrated experience in networking with donors, government officials and the private sector
• Strong understanding of private sector-led approaches to local construction materials market systems development
• Clear and concise writing skills, good communication, presentation and facilitation skills

Rwanda Program Overview:
To effectively lead and manage the WCS Rwanda Country Program, based in the capital Kigali. The primary focus of the Country Program is to work in partnership with the Rwanda Government to protect globally significant biodiversity and the critical natural resource base within and outside of protected areas. This includes a diverse set of actions that span from directly supporting the management of Nyungwe National Park as a cornerstone of WCS’s historical engagement in Rwanda, to helping the Rwanda government accomplish its goal of achieving green, sustainable development by 2050. Additional priorities include insuring close collaboration with the Rwanda Government to support their new initiatives, connecting them with new WCS-launched initiatives, and insuring constructive and mutually beneficial relationships with local communities. Similarly, the Country Director must be able to lead and manage a team of highly motivated staff and sustain the fundraising needed to support the program.
WCS Africa Program is now seeking a dynamic, experienced individual to lead this program.

Core Responsibilities
• Lead the WCS Rwanda country program in consultation with the Eastern Africa and Madagascar Regional Director.
• Act as legal representative of WCS in Rwanda, working with the WCS Office of General Counsel.
• Act as political representative of WCS in Rwanda with all government partners including the Rwanda government (particularly the Rwanda Development Board and the Ministry of the Environment), and bilateral donors/agencies (e.g., USAID, UNDP, AFD).
• Represent the WCS Rwanda Program to donors, the press, the Government of Rwanda, and other internal and external stakeholders.
• Develop and manage the WCS Rwanda Country Program budget.
• Prepare and implement annual WCS Rwanda Country Program workplans and associated budgets, and approve related project workplans and budgets.
• Fundraise from public and private sources for the Rwanda Program in collaboration with other WCS fundraising teams (e.g., Africa Program, Program Development, Global Resources).
• Prepare annual country reports and oversee preparation of reports on projects and for donors, and evaluate on a regular basis progress against strategies and workplans.
• Collaborate with other WCS initiatives including but not limited to the WCS Species Program and Conservation Solutions team.

Required Qualifications
• Extensive experience leading and managing teams required.
• Successful experience developing, managing, and overseeing the implementation of conservation programs, preferably in Africa.
• Experience in developing and implementing community development projects in Africa.
• Proven fundraising experience for conservation from public and private sources, preferably in Africa.
• Demonstrated capacity in financial planning and management.

BiD Network is seeking an Investment Analyst / Financial Model Expert for the Deal Making Team in Rwanda. You will be working in funding transactions mainly in Rwanda, however, you may be assigned to other projects in East Africa on case by case basis.

An outstanding financial modeller with outstanding commercial and communicating skills who can manage stakeholders at all levels. You will be part of Deal Making team to execute on its growth ambitions.

Inyenyeri is a high-growth energy start-up, dedicated to eliminating household air pollution and reversing the national wood deficit in Rwanda. Inyenyeri utilizes an innovative business model to provide the world’s cleanest solid biomass cook-stoves and fuel pellets to its customers at affordable monthly prices. Headquartered in Gisenyi, with an office in Kigali and a project in Kigeme refugee camp, Inyenyeri currently has over 100 employees and plans to rapidly expand its team as it scales the business model across Rwanda.

About the Role
Inyenyeri seeks highly motivated and experienced professionals to fill the position of Business Analyst to Conduct operational and financial analyses in support of strategic decision making by senior management.

KEY RESPONSIBILITIES
Provide quantitative and qualitative analyses that inform strategic and operational decision-making. For example:
Analyse dynamics between supply and demand of pellets (e.g. provide impact analyses of changes in pellet production and changes in pellet sales)
Translate operational plans into cash flow forecasts and budget planning for different departments;
Forecast production capacity needs, stove inventory requirements and the optimal path to growing our customer base;
Analyse the impact and effect of different pricing models;
Conduct COGS and unit-economic analyses;
Utilise data from Inyenyeri’s CRM system to analyse customer behavior and to advise on operational improvements and on opportunities to optimise our products and services;
Use census data to conduct market analyses and advise on most favourable geographies for market expansion

Country Resource Mobilization Manager in Rwanda , Rwanda

Job Description

The Institutional Business Development Country Resource Mobilization Manager (CRMM) will be based in Heifer International’s country office in Rwanda. S/he plays a central role in her/his country of assignment in defining resource mobilization strategies, identifying market opportunities, building relationships, strategically positioning Heifer with potential funders and partners, strengthening country office capacity for resource mobilization, and responding to funding opportunities, specifically institutional funders such as USAID and the EU. The CRMM will report to the Partnership and Business Development Manager located at the Institutional Business Development (IBD) office in Washington, DC. S/he will work closely with the Country Director (CD) and country team to effectively conduct market analysis on funding trends, gather business intelligence, identify and participate in responding to business opportunities in the country and in the region, as needed. S/he will be a member of country program management team of his/her assigned country. S/he will join existing and/or create new and relevant netwoks in-country to position Heifer for business partnerships. The CRMM, in coordination with the IBD team and the CD, will coordinate pre-bid, bid, and post-bid processes for the country of assignment. This, among others, will include relationship building, intelligence gathering, processing and sharing of key information in a timely manner; capture planning, initiating Go/NoGo decisions; identification and vetting of partners, drafting of pre/teaming agreements and writing sections of funding proposals as needed. S/he collaborates with other Heifer resource mobilization/fundraising teams, as needed, to identify and respond to specific institutional funders, foundations and corporate funding opportunities.

RESPONSIBILITIES & DELIVERABLES:
In collaboration with IBD and country teams, design a road map to set resource mobilization and partnership goals, that would guide the business development (BD)work for Heifer International in the country of Rwanda.

Deliverables:
• Facilitate the development of country specific resource mobilization strategy by bringing together the different stakeholders.
• Gather and analyze business intelligence (i.e. landscape analyses, POAM, etc.) to inform resource mobilization strategy.

Conduct market assessment and in-country funding priorities and trends, and update the IBD and country team on a regular basis.

Deliverables:
- Understanding of the key funders’ priorities for the country programs.
- Track changes and progress in implementing funders’ strategies, and alert supervisor.
- Create and update quarterly the landscape analysis and priority matrix for the country programs

Build, nurture and document relationships with institutional funders and potential host-country government departments in country and position Heifer for partnerships.

Deliverables:
- Identifying and prioritizing key funders and build solid relationships with them.
- Organize regular meetings, communications and updates on key HI program progress with funders in conjunction with the country office.
- Organize regular meetings with respective IBD manager to update on funder status and work.
- Identify and address potential business/relationship risks and address these in a timely manner

Assess, identify, cultivate, and manage relationships with existing and potential local and international partners leading to mutual business partnerships.

Deliverables:
- Identify potential local and international partners working in the country, conduct due diligence reports; prioritize and initiate partnership conversations.
- In close collaboration with the CD and IBD, facilitate/develop SOWs for teaming agreement and MOUs,
- Ensure all agreements – teaming agreements, confidentiality agreements and contracts - have followed a standard organizational process and appropriately done to protect Heifer’s interest.
- Foster relationships with a set of priority partners that can be available to join consortiums when an opportunity is identified.

Assist country office in producing appropriate marketing materials, e.g. capability statements, Past Performance Reports (PPRs), etc. for positioning and proposals.

Deliverables:
- In collaboration with IBD and Heifer’s communication team, draft country specific capacity statements, , success stories,and other marketing materials as needed as well as PPRs for active proposals.

Coordinate and contribute to the design, writing, review and approval of project proposals and concept papers for submission to funders.

Deliverables:
- Facilitate country-level ‘best fit’ analysis before responding to a business opportunity.
- Prepare intake forms and contribute ideas to Go/No Go decisions.
- Advise on decisions on the best partner organizations (prime or sub); and participate in negotiating pre-teaming and teaming agreements with partners, as directed by the respective IBD manager.
- Work with the field team to obtain technical information and evidence needed for responding to opportunities.
- Form country response team, and lead the country effort in writing the initial project ideas/draft concept/proposal.
- Work with country response teams to draft a timeline for proposal development (i.e. Action Plan) and ensure all members are kept to a schedule.

In collaboration with other resource mobilization colleagues, design and deliver business development training and capacity building workshops and mentoring services to country office and other Heifer staff, as needed.

Deliverables:
- Assess country office business development capacity and propose strategies for filling gaps.
- Raise awareness and understanding among staff of funders’ interests, strategies and procurement mechanisms on a regular basis.
- Take part and contribute to trainings and the IBD Global Meeting, as needed.

Continually track, measure, evaluate and report achievement of country Resource Mobilization goals, shared value, with a focus on recommending and incorporating improvements as appropriate.

Deliverables:
- Regularly update regional manager at IBD and CD on resource mobilization progress.
- Liaise with Heifer’s Resource Mobilization teams at Heifer headquarters (HQ).

Regularly track opportunities in country and report back to other team members.

Deliverables:
- Proactively look out for local opportunities and share with other team members.
- Attend events, workshops, and conferences in-country to ensure that new and potential opportunities are monitored and tracked.
