Job Purpose
Carnegie Mellon University is seeking a Data Center Engineer, responsible for monitoring, administration and maintenance of the computing environment for its location in Rwanda, Carnegie Mellon University Africa (CMU-Africa). The role
As CMU-Africa’s Data Center Engineer, your specific responsibilities will vary. They will include, but will not be limited to, the following:

Responsibilities
• Administration of servers at CMU-Africa
• Configuring and monitoring network access
• Monitoring of the data center environment including power availability and cooling.
• Troubleshooting problems related to servers, networking, power and cooling.
• Designing maintenance procedures and following up on repair logistics and technical queries
• Performs related duties as assigned

Qualifications

EDUCATION AND EXPERIENCE
• A Bachelor’s Degree in relevant field
• At least two years of experience in similar position
• Internationally accredited certifications in server administration and networking will be an added advantage
• Fluency in both spoken and written English and French a plus

SKILLS AND COMPETENCIES
• Proficiency in UNIX, Cisco IOS and Windows Server operating systems

The role
As CMU-Africa’s Director of Enrollment and Student Success, you will be a key leader and advocate for comprehensive and integrated services that support students, that reduce barriers to student progression and success, and that promote student engagement, transition, retention and positive post graduate outcomes. While specific responsibilities will vary, they will include, but will not be limited to, the following:

Responsibilities
• Student Recruitment - Develops and directs recruitment and marketing activities to create a diverse pipeline that meets or exceeds admissions targets. Develops recruitment programs that increase CMU-Africa’s reach across the African continent, and oversees programs to attract students from diverse backgrounds.
• Admissions – Develops and directs CMU-Africa’s Admissions processes, overseeing team responsible for processing and evaluating graduate applications. Monitors and advises on best practices in higher education admissions processes (including reviewing undergraduate transcripts, test scores, and statements of purpose) to speed up admissions decisions. Ensures the use of technology within the Admissions function is optimized, integrated, and scalable to the greatest extent possible. Periodically reviews and reengineers the process.
• Student Affairs and Academic Advising – Directs the Student Affairs and Academic Advising functions, monitoring best practices in academic advising, student organizations management, student welfare, student financial aid and awards, student orientation and student engagement, and ensures that all services and programs comply with CMU’s academic, and other, policies and procedures. Plays leadership role in assessing the needs of CMU-Africa students to ensure the continual enhancement of programming and service quality within the Student Affairs function.
• Career Services - Provides leadership and direction for a comprehensive career planning facility, ensuring CMU-Africa’ career services offering is fit for purpose and assists all student, alumni, faculty, and industry partners in the development of career education, career identification and search, and proactive pursuit of internship and employment opportunities. Constantly monitors, analyzes, and evaluates current scope of services offered through career services and directs new programs as appropriate.
• Works closely with the Registrar, relevant Student Welfare, Enrollments, CaPS, and other functions at the main campus to develop an integrated approach to student success initiatives at CMU-Africa.
• Provides leadership in the development, establishment and administration of departmental policies and procedures, which comply with university-wide policies and procedures.
• Represents CMU-Africa on university-wide committees and task forces related to Student Success
• Builds employee capability through monitoring and assessing employee performance, utilizing coaching and mentoring strategies as appropriate. Partners with CMU-Africa’s HR Officer to determine custom professional development and training offerings to Enrollment and Student Success team
• Other duties as required

Qualifications

EDUCATION AND EXPERIENCE
• A Master’s Degree in a relevant field, plus a minimum of 5 years of recent related experience, or an equivalent combination of education, training and experience
• A minimum of 3 years of experience in an American university preferred
• 5 – 8 years of leadership experience overseeing at least two of the following areas: Admissions and Enrollment, Academic Advising, Student Affairs, Student Financial Aid and Awards, Disability services or student orientation, Career Services (within a US university preferred but not essential)
• Fluency in both spoken and written English and French a bonus

The role

The role

Responsibilities
• Works with CMU-Africa’s project and program managers to develop resource requirements and justifications, and prepare budgets for research and sponsored project proposals
• Collaborates with College of Engineering Sponsored Research Administration and Sponsored Projects Accounting to ensure project awards are set up correctly and expenditure coded to the right Oracle strings
• Reviews project expenditures and prepares periodic financial reports in compliance with funder requirements
• Serves as an overall technical resource to project and program managers, principal investigators, and other university staff involved in projects. Understands, applies, and advises on CMU policies and procedures for research and sponsored projects
• Partners with principal investigators, project and program managers, research groups, and other departments to respond to funder inquiries as appropriate
• Collaborates with College of Engineering Sponsored Research Administration and Sponsored Projects Accounting to ensure timely and accurate project award closeout; submit final reports and compile information and documents needed for audit inquiries.
• Assists in the development of internal procedures for the processing and management of research and sponsored project proposals, ensuring compliance with university-wide policies and procedures, and promoting customer service to improve efficiencies of departmental process

Qualifications

The role
As CMU-Africa’s Human Resources Officer, you will be responsible for performing HR-related duties on both a strategic and tactical level for CMU-Africa. While specific responsibilities will vary, they will include, but will not be limited to, the following:

Responsibilities
• Workforce Planning - executes CMU-Africa’s staffing strategies, ensuring HR systems accurately reflect open position data, supervisory organization data, etc. to assist in workforce planning
• Recruitment activities – Develops recruitment strategy to successfully identify, recruit, and hire high-quality candidates for the purpose of filling its open positions. Coordinate interview and hiring processes, drafting of offer letters on appropriate templates, and initiate hiring transactions in Workday system.

• Employee Relations - assesses and resolves employee relations matters, and influences management to take appropriate course of action; works with line managers to actively identify employee relations trends and crafts solutions that will assist with designing strategies to improve employee relations and engagement, and act as an advocate for employees whose concerns and messages need to be advanced.
• Performance Management - provides coaching and guidance to line managers and leaders as they provide ongoing feedback to employees, drives performance review processes across CMU-Africa, and assists with lower performers and disciplinary action.
• Learning and Development - builds manager capability through training sessions and one-on-ones; assists in building employee capability through training offerings and individual coaching meetings; partners with CMU Professional Development and International HR to determine custom offerings to CMU-Africa needs. Works with line managers to develop professional development plans for all staff.

EDUCATION AND EXPERIENCE
• Bachelor’s degree in communications, journalism, marketing or other relevant fields
• 1 – 3 years’ experience in communications, content development, and design for digital communications or social media marketing, managing multiple platforms for brand and marketing communications, including Facebook, Twitter, Instagram, LinkedIn, YouTube, and TikTok. Basic HTML experience a plus.
• Fluency in both spoken and written English and French a plus

LE PROGRAMME PCV-CLÉ
Ce mandat s’inscrit dans le cadre du Programme de coopération volontaire Compétences, Leadership, Éducation (PCV-CLÉ) mis en oeuvre par un consortium composé de la Fondation Paul Gérin-Lajoie, Éducation internationale et la Fédération des cégeps et financé par Affaires mondiales Canada (AMC). Le PCV-CLÉ a débuté en 2020 et sera en cours jusqu’en 2027 dans 7 pays (Bénin, Cameroun, Guinée, Rwanda, Sénégal, Togo, Haïti). Le programme vise à accroître le bien-être économique et social des populations les plus marginalisées et les plus vulnérables, en particulier les filles et les femmes par l’amélioration de la qualité de l’éducation de base, secondaire et de la formation professionnelle et technique. Pour ce faire, le programme CLÉ compte renforcer les capacités de 45 partenaires dans la mise en oeuvre d’initiatives et de services éducatifs de qualité, plus inclusifs, plus novateurs et plus durables sur le plan environnemental, et qui font progresser l’égalité des genres.

LA DÉFINITION DU MANDAT
Un mandat pour une personne coopérante volontaire représentante pays est à pourvoir au Rwanda (Kigali). Il s’agit d’un mandat long terme (1 an avec possibilité de renouvellement). La personne représentante pays sera sous la supervision de la personne directrice du programme de coopération volontaire et sera en relation avec les membres de l’équipe projet du consortium.

En fonction des besoins, et sans se limiter à ce qui est mentionné, la personne représentante pays du PCV-CLÉ aura pour responsabilités :

Encadrer la sélection, la logistique, la formation et le travail des personnes coopérantes volontaires (CV) :
● Participer à la sélection de CV;
● En collaboration avec les partenaires, organiser la logistique d’accueil, d’hébergement et d’intégration des CV;
● Faciliter la collaboration entre les CV et les partenaires dans le cadre de rencontres initiales, de suivi de mandat et d’évaluation de mandat;
● Appuyer et valider les plans de travail, les rapports et les outils produits par les CV dans le cadre de leurs mandats;
● Coordonner et animer la communauté de CV présents sur le terrain;
● Faciliter la résolution de problèmes affectant les CV.

Veillez à la santé et sécurité des CV :
● Mettre à jour les ressources en lien avec la santé et sécurité des CV;
● S’assurer de la bonne application des procédures de sûreté et sécurité par les CV et les équipes nationales;
● Assurer une veille de la sûreté et sécurité dans le pays d’intervention, une communication constante lors des situations nécessitant un appui de l’équipe de gestion et coordonner les réponses aux urgences;
● Faire les rapports d’incidents et les suivis nécessaires.

Appuyer le renforcement des compétences des institutions et organisations partenaires :
● Développer et entretenir les relations partenariales, incluant la gestion des ententes entre le PCV-CLÉ et les partenaires;
● Développer, évaluer et mettre à jour les diagnostics organisationnels et les plans de renforcement précisant les résultats attendus et les activités à réaliser avec les partenaires;
● Développer des mandats pour les CV Nord-Sud, Sud-Nord et Sud-Sud en collaboration avec les organisations partenaires;
● Assurer l’intégration et le suivi des stratégies de promotion d’égalité des genres et d’inclusion, de protection de l’environnement et de gouvernance au bureau pays, auprès des partenaires et dans la réalisation des mandats.

Coordonner et appuyer la planification, le suivi et l’évaluation du PCV-CLÉ dans le pays :
● Appuyer la planification, le suivi et l’évaluation du programme par la réalisation de collectes de données, la rédaction de plans de travail, rapports et tout autre document pertinent pour le programme;
● Organiser et animer les rencontres de bilan et de planification nationales annuelles;
● Participer et contribuer aux rencontres de partage des savoirs biennales du programme, lorsque nécessaire;
● Collaborer étroitement avec les autres projets canadiens pour une synergie entre les projets;
● Accueillir et appuyer logistiquement les missions des membres de l’équipe du consortium, des consultant.e.s et des bailleurs, au besoin.

Gérer et administrer le fonctionnement du bureau pays et de la programmation PCV-CLÉ :
● Recruter, superviser et gérer les employés locaux embauchés pour la mise en oeuvre du programme;
● Planifier et animer les réunions de coordination tel que prévu dans le manuel de gestion;
● Participer à l’élaboration d’outils de gestion du programme et/ou à leur adaptation au pays et s’assurer de leur bonne application;
● Assurer une saine administration logistique, administrative et financière du bureau pays ainsi que des activités du programme;
● Veiller au renforcement continue des compétences des équipes locales dans l’exercice de leurs fonctions et dans l’acquisition de connaissances transversales, notamment relatives aux valeurs programmatiques d’égalité des genres et inclusion, de protection de l’environnement et de gouvernance.

Contribuer à la représentation du PCV-CLÉ et au développement de projets :
● Identifier des opportunités de visibilité et assurer la représentation pour les organisations membres du consortium;
● Contribuer au développement de propositions de projets complémentaires au programme ou pour de nouvelles initiatives.

L’OFFRE
Qualifications requises :
• Diplôme universitaire de premier cycle en gestion de projet, ressources humaines, administration, développement international, éducation, dans une discipline connexe ou expérience de travail équivalente;
• 3 ans d’expérience professionnelle en gestion de projet, en coopération internationale, en gestion de volontaires canadien.ne.s;
• Expérience professionnelle significative dans un pays en développement, idéalement en Afrique et plus spécifiquement dans le pays visé par la candidature;
• Connaissances dans les domaines de l’éducation, l’égalité des genres, la protection de l’environnement et la gouvernance;
• Habileté démontrée à travailler dans des approches intersectionnelles d’inclusion, incluant le genre, la diversité, le handicap et l’âge;
• Capacité reconnue sur la gestion axée sur les résultats (GAR);
• Expérience reconnue en gestion des ressources humaines, idéalement de personnes coopérantes volontaires;
• Expérience dans l’analyse et l’atténuation des risques, la santé et sécurité, la gestion et réponse aux incidents;
• Excellente capacité rédactionnelle en français et anglais excellent;
• Fortes compétences interculturelles;
• Excellentes compétences en communication, représentation et formation;
• Attitude positive pour le leadership, la planification stratégique, l’esprit d’équipe et le constructivisme;

● Être une personne citoyenne canadienne, résidente permanente du Canada ou une personne ayant la nationalité d'un pays d'Afrique (essentiel);
● Être actuellement dans le pays d’affectation du mandat visé (essentiel);
● Pouvoir compléter avec succès les procédures d’analyse des antécédents judiciaires;
● Répondre aux critères exigés pour compléter les démarches de visa pour résider et travailler dans le pays d’intervention;
● Être en bonne santé physique et mentale et avoir la capacité à travailler dans des conditions difficiles démontrée dans un rapport d’examen médical.

Job Descriptions for the Position:
The Chief Investment Officer will be a senior, full-time professional manager and will report to the Chief Financial Officer. The CIO will be in charge of raising equity and debt capital to finance the development of EAP’s portfolio of renewable energy projects and optimize their return profile through project and infrastructure financing. She/He will work with a team of qualified professionals and help develop both short-term and long-term investment plans.
The CIO will provide insight and direction, lead investment teams, complete all project financing transactions and effectively maintain portofolio developments. The CIO will lead the fundraising process from beginning to end, including financial modelling, data room management, investor sourcing, deal negotiation, due diligence, and investor reporting.

The CIO’s place of work will be EAP’s Headquarters in Kigali, Rwanda. Considering the current global pandemic, the timing of the relocation to Rwanda will be mutually agreed

The Chief Investment Officer will be expected to contribute to projected activities including, but not limited to:

● Strong experience leading, supervising and motivating a team of investment professionals
