Background

Digitalization is critical for the transformation of government procedures, processes, and service delivery.

It’s in this context that Rwanda Information Society (RISA) is mandated to implement national Information and Communication Technologies (ICT) policies and digitalization programs in order to: fast-track socio-economic growth; accelerate community development through mainstreaming ICT in national socio-economic sectors; and prepare/coordinate programs that increase the required skills in the field of ICT to achieve a knowledge-based economy.

One of the initiatives being pursued by RISA is the Government Business Intelligence Solution (GBIS) which is seeking to provide an integrated business intelligence platform in order to enable decision-making by various government entities/leaders. It is part of an overarching government architecture framework, the government stack. The GBIS responds to the specific requirements for business intelligence and data analytics inside the government. Currently, it is fully operational and will be extended according to the Government of Rwanda (GoR) data architecture vision. The current environment supports not only creation and management of dashboards, but also connection to several data endpoints/sources. The GBIS will enable GoR institutions to respectively report via an integrated framework. Allowing high-level GoR decision-makers to keep track of achievements, interrogate the data and propose timely courses of action.

Understandably, data classification, cataloguing and integration are paramount for the GBIS to achieve its mission and there are ongoing initiatives to categorize/catalogue/classify existing data within the different data sources in GoR with an effort to reach standardized data governance and data discovery.

In this context, Enabel is actively looking for an International Data Architect who will come onboard to orchestrate and steer the technical initiatives and harmonize the data architecture across GoR.

Job description

As International Data Architect you will be directly reporting to the Project Coordinator at Enabel and to the Government Chief Innovation Officer at RISA. You will be fostering the use of the GBIS throughout the GoR. Not only by assessing and supporting the infrastructure development, but also the data and the data integration requirements for all sectors, ministries and all the affiliated institutions.

Responsibilities:
- You contribute to the implementation of the data architecture vision by taking part in the planning, execution, coordination, and monitoring and evaluation of activities;
- You define the data architecture framework, standards, and principles and you translate business requirements into technical specifications (including data streams, integrations, transformations, databases, and data warehouses);
- You advise on the basis of your technical expertise, in order to achieve performance in accordance with national and international norms and standards;
- You organise knowledge building and knowledge management in order to create an inclusive, informed climate of trust within the project;
- You contribute to capacity development of RISA.

Your profile

Required qualifications
· Master’s or Post Graduate degree in Computer Science, Information Systems or a related technical field;
· Relevant Certificates in standard Information Technologies fields are considered as an asset.

Required experience
• At least 5 years of relevant experience in data analytics and architecture with a proven track-record of designing complex Business Intelligence IT architecture;
• At least 5 years of leadership/management experience;
• An international experience (i.e. in the international development sector and outside your country of origin) is an asset.

Required skills and knowledge
• Good knowledge of aspects of international development (context, challenges, application, partners, functioning…);
• Proven knowledge in the fields of Elasticsearch, Kibana, Logstash, Beats, Kafka Streaming and cloud architecture;
• You are knowledgeable in the main areas of Data Warehouse development (data modelling, ETL development, data cleansing, OLAP design, application development, production automation, system/database administration);
• Ability to implement a change process;
• Knowledge management and knowledge building;
• You are result and solution oriented;
• Strong communication and presentation skills;

You will also ensure the operationalization of the project strategy based on the specific contexts (agro-climatic conditions, technical capacity, market access,…) as well as the quality/effectiveness of capacity building activities while coordinating a capitalization process. Finally, you will be responsible for institutional networking in the field of aquaculture and will establish and maintain effective collaboration with relevant technical ministries as well as relevant national and regional research institutes.

In December 2021, the Swedish Embassy (SIDA) signed a funding agreement with the Ministry of Environment (MoE) /Rwanda Forestry Authority (RFA) for the implementation of the project of “Reducing vulnerability to climate change through enhanced community-based biodiversity conservation in the Eastern Province of Rwanda (COMBIO)” which is focusing on creating biodiversity interconnections of the various ecosystems and landscapes of the whole Eastern Province.

COMBIO will be structured around and aimed at achieving the following outcomes:
- Outcome 1: Restored, enhanced, and protected biodiversity for increased climate resilience in productive and protective landscapes.
- Outcome 2: Improved livelihood of community through biodiversity-based enterprises and developed value chains.
- Outcome 3: Strengthened and coordinated community based knowledge and National monitoring systems for biodiversity conservation.

Background

Enabel is currently implementing a five-year cooperation program (2019 - 2024), with a total budget of 120 million euros, in four priority development sectors in Rwanda: health, agriculture, urbanization and public financial management.

Local manufacturing of vaccines is a topic which is creating a lot of interest from a vast and diverse combination of stakeholders. Firstly, the private sector has taken the spotlight recently with the announcement of BioNTech to establish a manufacturing plant of the mRNA SARS-Cov-2 vaccine or at least for part of the production process up to the stage of "Fill and Finish". Secondly, major investment development agencies, such as the European Investment Bank (EIB) or the International Finance Corporation (IFC) which is part of the World Bank group. There are also discussions and consultations being held the African level with the African Union of the African CDC (Centres of Disease Control and Prevention). Finally, at country level, traditional development partners have answered the government call. For the health sector, Enabel, as the only agency of a EU member state focusing on the health sector, has established a close relationship with the Rwanda FDA (Rwanda Food and Drugs Authority).

One critical piece required to establish local production of vaccines and other pharmaceutical products in the country is the existence of a strong regulatory agency, which is certified according to World Health Organization (WHO) Global Benchmarking Tool and needs to reach at least Maturity Level 3. Team Europe, led by the European Delegation in Rwanda and supported by Enabel has been allocated this workstream and is working closely with the Rwanda FDA to identify the gaps as well as establish a roadmap to reach the required level. In addition to direct Rwanda FDA support, this initiative has also identified key capacity gaps in the vaccine manufacturing chain and will work with the University of Rwanda (UR) to detail out a package of support for the program of Master in Biotechnology.

In order to coordinate the expected results of this program, we will recruit a Project Manager, based in Kigali.

Job description
As Strategy Expert directly reporting to the Resident Representative, you will work in close collaboration with the Rwanda FDA Director General and the management team.

Responsibilities:
- You will be the project leader and responsible for the effective implementation of the activities.
- You contribute to the technical dialogue around the strengthening of pharmaceutical regulatory framework and institution to contribute to the quality of medicines, vaccines and health products in Rwanda.
- You contribute to Team Europe Initiatives in the pharmaceutical regulation and the ecosystem for production of vaccines, medicines and health technologies in Rwanda and in Africa.
- You contribute to the reflection around vaccines and health products manufacturing.

• At least 10 years of relevant experience working in pharmaceutical regulatory affairs in at least one of the following regulatory functions – product dossier review and registration of which at least 5 years in policy dialogue;

Team Europe, led by the European Delegation in Rwanda and supported by Enabel has been allocated this workstream and is working closely with the Rwanda FDA to identify the gaps as well as establish a roadmap to reach the required level. In addition to direct Rwanda FDA support, this initiative has also identified key capacity gaps in the vaccine manufacturing chain and will work with the University of Rwanda (UR) to detail out a package of support for the program of Master in Biotechnology.

In order to coordinate the expected results of this program, we will recruit a Project Manager, based in Kigali.

Job description

As Strategy Expert directly reporting to the Resident Representative, you will work in close collaboration with the Rwanda FDA Director General and the management team.

Responsibilities:

- You will be the project leader and responsible for the effective implementation of the activities.
- You contribute to the technical dialogue around the strengthening of pharmaceutical regulatory framework and institution to contribute to the quality of medicines, vaccines and health products in Rwanda.
- You contribute to Team Europe Initiatives in the pharmaceutical regulation and the ecosystem for production of vaccines, medicines and health technologies in Rwanda and in Africa.
- You contribute to the reflection around vaccines and health products manufacturing.
- You interact with the various stakeholders such as the Rwanda Ministry of Health (MoH), the Rwanda Biomedical Centre (RBC), the Rwanda FDA, the University of Rwanda and the development partners;
- You provide specific technical expertise in product dossier evaluation for market authorization;
- You ensure knowledge building and knowledge management in order to develop actor capacities and promote the growth of Enabel.

Your profile:

Required qualifications

• Master’s degree in Pharmacy or related fields;
• A PhD in the fields relating to regulatory affairs for pharmaceuticals is an asset.

Required experience

• At least 10 years of relevant experience working in pharmaceutical regulatory affairs in at least one of the following regulatory functions – product dossier review and
registration of which at least 5 years in policy dialogue;
• At least 5 years of international experience;
• Proven experience in research, and publication records in product safety;
• Proven experience with giving presentations at seminars and international conferences;
• Direct experience with products assessment procedures and of WHO global benchmarking tool and/or progression of regulatory authorities towards achieving maturity levels 3 and 4;
• Experience in Rwanda of assignment is an asset.

The role

The role
As Instructional Designer, you will work closely with subject matter experts to design and develop engaging and interactive online education programs, which focus on engineering and technology in Africa, while creating learning experiences tailored to the unique needs of CMU-Africa’s target audience. You will manage the entire process of online program development from idea conceptualization to program launch. While specific responsibilities will vary, they will include, but will not be limited to, the following:

Responsibilities
• Collaborates with faculty subject matter experts to design content curated for the training needs of CMU-Africa target audiences
• Partners with faculty to design and develop engaging and interactive online education programs which focus on engineering and technology in Africa
• Plans, develops, and implements innovate online learning programs which are marketable across Africa and align to the vision of empowering and driving inclusive digital transformation across the continent • Creates supporting material/media (audio, video, simulations, role plays, games etc.)
• Consults with program directors and faculty program chairs in partner institutions to review curricula and make redesign recommendations to the director of knowledge creation and education networks

• Partners with CMU main campus and education alliance stakeholders to ensure effective delivery of the online certificate program
• Identifies opportunities for new program development in specializations related to technology and/or engineering

QUALIFICATIONS
EDUCATION AND EXPERIENCE
• A Master’s degree in instructional design, educational technology, learning methodologies, education and technology design or related field
• 5+ years of experience in instructional design with instructional technology, and/or implementation of online courses, blended courses, and/or instructional components/assets (an online portfolio demonstrating related work/past projects)
• Fluency in both spoken and written English required and fluency in French a plus
