The International Institute of Tropical Agriculture (IITA) invites applications for the internationally recruited position of Data Analyst to operate under the Consortium for Improving Agriculture-based Livelihoods in Central Africa (CIALCA - www.cialca.org).

The Data Analyst supports Research for Development activities across the CIALCA region, which includes Burundi, Rwanda and eastern DR Congo. The perfect candidate will have a background in a quantitative or technical field, will have experience working with developing data management and data collection systems, analysing large data sets, and will have some experience in data-driven decision making. He/She will focus on results, be a self-starter, and have demonstrated success in using analytics to drive the understanding, growth, and success of our agricultural research products.

This position is based full time in our office in Bujumbura, Burundi or Kigali, Rwanda.

Position Responsibilities
The Data Analyst will work across the following three areas:
Research Design and Implementation
• Interact with a wide variety of people and teams to identify opportunities for, design, and assess improvements to research and development design and implementation.
• Optimize experimental design and sampling frames.
• Collaborate with scientists and mobile app developers to improve data collection tools (ODK and others).
• Support the development of big datasets to empower operational and exploratory scientific analysis.
• Develop, improve and maintain scripts for automating analysis and transfer of data collected through ODK tools to databases.

Exploratory Data Analysis
• Develop and implement procedures for data verification and curation.
• Liaise with database engineers to develop a searchable, web-based repository assembling existing experimental and household agronomic, socio-economic and health data.
• Conduct statistical analyses of experimental and survey-based agronomic, socio-economic and/or health data.
• Use data analysis results to support science and development teams in improving data collection, analysis and reporting.

Decision Support Tools
• Collaborate with geospatial information specialists to develop spatial prediction models.
• Communicating experimental results and implications to research and development teams.
• Support scientists in influencing government, public and private policies through visualization and presentation of data-based recommendations.
• Liaise with software and app developers to integrate prediction models into decision support tools.

Educational Qualifications
The candidate should have a completed MSc in data science, mathematics, physics, bioinformatics, engineering, computer science, statistics or related.

Minimum qualifications:
• 2 years of relevant work experience in data analysis or related field. (e.g. as statistician / data scientist / computational biologist / bioinformatician).
• Advanced experience with statistical software (e.g. R) and database languages (e.g. SQL).

Core Competencies
• Thorough knowledge and demonstrated expertise in managing relational databases. Knowledge of MySQL is a plus.
• Expert knowledge in applied statistics including data analysis and experimental design.
• Experience in developing generic scripts to processes and aggregate data from several sources through programming and statistical software (e.g. R) or other methods.
• Applied knowledge, and experience in food and agricultural sciences.
• Proven capacity in contributing to the documentation of scientific research.
• Strong analytical skills.
• Excellent communication skills, able to interact with a multi-cultural and interdisciplinary team of scientists and development partners on ICT and statistics in layman language.
• Proactive and independent problem solver, and excellent team player.
• Experience communicating the results of analyses with science and development audiences and government, public and private clients to influence their strategies.

Duty station: Kigali, Rwanda or Bujumbura, Burundi.

General information:
The contract will be for an initial period of two years. IITA offers an internationally competitive remuneration package paid in US Dollars.

Education Development Trust has an exciting opportunity for a Education Performance Manager (EPM) to play a pivotal role in our new Building Learning Foundations (BLF) project in Rwanda.

The Education Performance Manager (EPM) will be responsible for the design, implementation, rollout, ongoing use and evaluation of a district and national level data management system for the BLF project in Rwanda. As part of the senior management team, this role will be pivotal to the programme’s overall success, working alongside national and district level Government departments to strengthen monitoring and accountability and bring immediate and lasting change. Based in Rwanda for the duration of the project, the postholder will have responsibility for a team of 10 District Performance Advisers.

Among his/her responsibilities are:
1. leading on the design, delivery and implementation of a digital national data management system
2. determining the most appropriate metrics to assess interim and long-term programme outcomes around learning, teaching and school leadership
3.overseeing the development of systems and tools for monitoring and tracking the quality of teaching and learning
4. providing national and district level BLF staff and Government departments with appropriate programme performance data
5.providing capacity building and support to Ministry of Education Rwanda (MINEDUC) departments and the Rwandan Education Board (REB)
6.managing a team of District Performance Advisors who will deliver training and technical support for the implementation and management of performance data systems within districts.

To apply for this role you will need to hold a university degree, and preferably a relevant qualification or post-graduate degree in information management or related subject; have experience in the design, implementation, reporting and analysis of systems to collect complex data and be able to show evidence of working on large-scale national education reform programmes, preferably in a low-income context.

The £25m ‘Building Learning Foundations’ programme will drive improved quality and equity, deliver improved numeracy and functional literacy standards in English, and strengthen the system at all levels.

The Team Leader’s role is to head up the project and drive the national reform agenda working at all levels of the system from the school and community level to national Ministries of Education. S/he will manage our in-country project delivery team of national and international staff, guiding and overseeing the development and implementation of a range of targeted measures that will improve quality and learning outcomes in the early grades, smooth the transition from Kinyarwanda to English that takes place at P4, and reduce dropout.

Project Liaison Officer in Rwanda , Rwanda

The Access to Finance Rwanda Project Liaison Officer, under the management of the Enterprise Dev. & Agribusiness, will provide technical support to function across the Country program and, as such, work in close collaboration with respective projects of Heifer International Rwanda across the country. Responsibilities:
- Provide technical support to the farmer cooperative management to understand and implement the cloud service and the e-wallet system.
- Support the farmer cooperative management to facilitate smallholder farmers to easily access financial services.
- Respond to smallholder payment constraints and make interventions through the close monitoring of the operations, and projects weaknesses and strength

Deliverables:
- Assist the Agribusiness management in the mobilization of the farmer’s cooperatives to ensure effectiveness and efficient operations on both the cloud service and the e-wallet system by 2018.
- Mobilize 7,500 farmers to have livestock insurance by 2018.
- Implement new financial management system to use 20 Milk Collection Centers (MCCs) by 2018
- Set-up electronic cloud based platform to facilitate farmer access to credit by 2018.
- Create and develop sustainable partnership with the implementing projects in the specific areas of operation by 2018.
- Provide technical services for software database updates and ensure users accessibility by 2018.
- Support cooperative management to address basic challenges through cloud technology platforms as needed.

Responsible for data base management and software maintenance at the cooperative office (30%)

Responsibilities:
- Provide overall leadership in installing and maintaining the cloud service;
- Generate and interpret monthly financial reports.
- Provide practical training and coaching to the cooperative management and the Board of Directors (BoD) on the benefits and impacts of the cloud service.
- Produce activity progress reports and recommendations.

Deliverables:
- Ensure software installation and implementation plan to all dairy farmer cooperative offices in the first 2 months after the project launch.
- Generate and interpret the out- put of the soft cloud technology in form of financial reports and financial management systems in first 3 months.
- Organize and coordinate periodical training programs.
- Generate and disseminate progress reports for all selected cooperatives in the areas of operation on quarterly basis.
- Provide on-going follow up on the implementation of the recommended software service improvements

Capacity building on the software usage and interpretation of the financial reports (20%)

Responsibilities:
- Develop detail actions plan for the cooperative management trainings on the interpretation of the software generated financial reports.
- Design and elaborate specific training program in the specific areas of basic computer skills and cloud-based platform to the users and other beneficiaries.
- Advocacy and coordination of the individual farmers and cooperatives to the Banks and other financial institutions like insurance companies

Deliverables:
- Organize and deliver specific training to the cooperative management including the Auditors and BoD by 2018.
- Develop and organize training programs for farmers and stakeholders for efficiency and effective use of the software by 2018.
- Link farmers to specialize service providers and insurance companies on the available opportunities within the software by 2018.

Required Experience

Minimum Requirements:
- Bachelor’s Degree in Business Information Technology Management, Agri-business, Accounting sciences, Economics Statistics, and Business Administration with relevant working experience of (3 - 4) years in Dairy Cooperative Business and Management.

Preferred Requirements:
- Solid experience in working with dairy cooperatives
- Demonstrate the ability and passion to the improve cooperative financial management practices
- Experience in Business Information Technology
- Proven experience in team work and team spirit
- Experience in business acumen for small holder farmer cooperatives
- Excellent interpersonal relationships with partners and stakeholders
- Excellent communication skills both oral and written form
- Mastery and use of English and Kinyarwanda as a media of communication is an advantage
