Background:
Although cooking gas is widely available globally, it is exclusively sold in large volumes, which are not affordable for the nearly one billion households that currently rely on dirty fuels. PayGo Energy, based in Nairobi, Kenya, has developed smart metering systems that enable customers to purchase gas in small amounts directly from traditional
gas cylinders. PayGo’s software platform monitors gas levels remotely, allowing for cylinders to be exchanged before they run out; providing an uninterrupted supply of clean energy for populations that were previously underserved.

Job Description
The Head of Software is a mission critical role that will take PayGo’s platform from hundreds of users to millions. As lead engineer, you will design, build,
and maintain PayGo’s infrastructure while working directly with leadership on PayGo’s overarching software strategy.

Responsibilities
• Designing frameworks for a wide range of frontend and backend features based on input from observations of operations, management requests, or specific hardware integrations
• Implement, debug, and optimize major systems in the context of a crossplatform code base
• Spearhead development of innovative solutions to optimize user experience, distribution, inventory, tracking, and telemetry
• Contribute significantly to system architecture, technical designs, postmortems
• Perform data and code analysis to identify improvement opportunities
• Provide management and guidance to sub-contractors, lesser experienced team members, and new hires

Minimum Qualifications

Team Leader - Renewable Energy , Mozambique

Mott MacDonald is positioning itself for the upcoming BRILHO Programme in Mozambique. Therefore, we are seeking to appoint a suitable Team Leader. The contract will commence in March 2017 (indicative) and is due to conclude in August 2022.

The BRILHO Programme will have the following four Components:
• Component 1 – Market Development Fund (MDF) and Technical Assistance (TA): Via an open competition, start-up grants will be available to new businesses, seeding innovation and supporting early stage market work. Working capital loans will help established and emerging firms to access the capital they need to grow. Financial support will be accompanied by TA for: legal and technical advice; collecting market information; matchmaking with local supply chain partners; and helping to refine technology and business models that meet Mozambique’s needs.
• Component 2 – Demand Activation: Engage and educate rural consumers on the benefits of modern energy solutions, as well as on mobile money and pay as you go (PAYG) payment mechanisms, while at the same time introducing private sector suppliers.
• Component 3 – Research and Dissemination: Research will fill gaps in the evidence base, particularly regarding Mozambique adaptation of successful and emerging East African business models.
Additional research will explore complementary issues such as how to develop Energy for Resilience (E4R) to help the poor respond to Mozambique’s three crises – see Section 2.4.
• Component 4 – Policy Reform and Institutional Strengthening: BRILHO will support iterative GoM policy and regulatory reform through the development of the Energy Africa Compact and by combining the learning from results from business support (Component 1) and relevant research (Component 3). It will also strengthen the capacity of all stakeholders with technical assistance (TA), particularly to the Mozambican government’s energy institutions.

Job Description

Tasks
The Team Leader will have primary responsibility for the day-to-day management of the BRILHO Programme and representing the Programme Manager in country. Reporting to the Project Director the Team Leader has overall responsibility for the overall planning, delivery and management of the BRILHO Programme inputs and for the coordination of the BRILHO Team.
• Overall management of the Programme, the team, and the implementing partners of BRILHO;
• Overall responsibility for the planning, budgeting, and implementation;
• Ensure the delivery of the programme deliverables including reports, manuals, work plans, and budgets;
• Ensuring the co-ordination and synergy between the various components and partners of the programme;
• Regular Communication and Liaison with DFID, and steering committee, key Government stakeholders reporting back to these stakeholders and obtaining strategic direction from them;
• Represent the Programme, engage, liaise and formulate partnerships with potential Implementing Partners under the MDF Fund;
• Oversee the design and manage the MDF during the Call for Proposals;
• Oversee the implementation of Projects under the MDF, and ensuring partners report on operational and financial progress;
• Ensure that funds are appropriately spent on agreed activities by Implementing Partners and quality requirements are met;
• Oversee the Demand Activation component and coordinate with the responsible Expert;
• Oversee the Research and Dissemination, guide the responsible team and quality ensure all reporting;
• Provide and oversee the capacity development to the GoM institutions involved in the BRILHO Programme. Support these institutions in the regulatory reform through the development of the Energy Africa Compact and by combining the learning from results from business support (Component 1) and relevant research (Component 3);
• Ensuring the Duty of Care is adhered to in the Programme.
• Overall responsibility for Monitoring and Evaluation of the programme, including the development of a knowledge management system;

The Team Leader will also be responsible for identifying quick wins and the M&E of the programme

Candidate Specification

Required Experience
• Substantial previous Team Leader Experience;
• Previous experience of managing DFID programmes;
• Experience with Programme Management and Grant Administration;
• At least five years working on renewable energy programmes in an international development context – preferably in Southern Africa;
• Experience in developing business models on the use of RE solutions including Home-based Solar Systems; Cooking Stoves; and Hybrid Mini-Grids;
• Master’s degree in electrical engineering/climate change/renewable energies;
• Working with SMEs operating in the RE sector;
• Experience with Energy policy reform desired;
• Experience in research and dissemination desired;
• Strong skills in communication and stakeholder management;
• Fluency in spoken and written English and Portuguese required.
