Package salarial mensuel: (cat A528) entre 8 682,86 euros et 10 869,42 euros (en ce compris le salaire brut mensuel et les avantages liés au statut d'expatrié: primes d’éloignement et de pénibilité). Le salaire est calculé en fonction de la composition de ménage et de l’expérience professionnelle pertinente.

Le contexte

Le programme INTEGRA
La CTB a ouvert son Agence en Guinée début 2016. La Délégation de l’UE en Guinée envisage de lui confier un contrat (« PAGoDA ») « INTEGRA » financé sur le 11ème FED (35M€) pour l’exécution d’un projet d’Intégration socio-économique des migrants potentiels et de retour, par la création d’emploi sur l’axe Conakry-Kindia-Mamou.
L’objectif général du programme est de contribuer au développement économique de la Guinée en favorisant l'insertion socio-professionnelle des jeunes guinéens et la réintégration des migrants de retour.

Le programme vise les objectifs spécifiques suivants :
(i) Créer de façon durable des opportunités économiques et des emplois à destination des jeunes ;
(ii) Améliorer l'employabilité des jeunes grâce à la formation professionnelle et au développement de compétences générales ;
(iii) Soutenir le développement et le financement des entreprises, microentreprises et coopératives autours de certaines chaînes de valeur porteuses ;
(iv) Diffuser une offre de services financiers adaptée et répondant aux besoins des bénéficiaires dans les régions d'intervention ;
(v) Atteindre le public cible en informant largement les populations, en particulier les jeunes, sur les opportunités du programme.

Les activités seront menées par trois partenaires : la coopération technique belge (CTB), la coopération technique allemande (GIZ) et le centre du commerce international (CCI). La CTB prévoit par ailleurs des collaborations avec les agences UN PNUD et UNCDF.

Au niveau de la CTB, les activités porteront sur la création d'emplois durables au travers de chantiers-écoles et d'activités à haute intensité de main d'œuvre (HIMO). Le choix des infrastructures sera déterminé en amont par la réalisation de plans de développement économique et social participatifs avec l’ensemble des acteurs locaux. En accord avec l’agenda sur les migrations et le nouveau consensus européen pour le développement, l’intervention visera à dynamiser le potentiel des villes en tant que centre de croissance inclusive et durable qui ne compromette pas les perspectives des générations futures. L’approche à Haute Intensité de Main d’Œuvre (HIMO) sera privilégiée autant que possible pour développer des capacités techniques et créer des emplois auprès des populations jeunes et des femmes sans-emplois.

De plus, les bénéficiaires - des jeunes sans emploi avec peu ou pas de formations - pourront recevoir un soutien en développement de l'entreprenariat et un meilleur accès aux services financiers.

Le programme est formulé de façon à assurer la complémentarité des activités avec les autres agences, des résultats à atteindre, du public à toucher et de la répartition géographique.

La coordination des partenaires identifiés ainsi que des autorités guinéennes concernées sera assurée par une structure de mise en œuvre et de suivi spécifique.

Le Programme Manager INTEGRA devra principalement :
• S’assurer que les conditions optimales soient présentes dans la perspective de la mise en œuvre du programme, dans le respect du cadre établi et en tenant compte des orientations stratégiques décidées par le comité de pilotage.
• Coordonner toutes les interventions du programme en collaboration avec le pays partenaire, conformément aux conventions signées entre les parties.
• Gérer le processus de formulation afin de garantir la production du Dossier Technique et Financier.
• Diriger dans un rôle stratégique le programme en cours de formulation et/ou d’exécution (gestion de la qualité, gestion efficace des moyens, gestion des risques, …)
• Veiller au bon respect des procédures et des processus dans la préparation et l’exécution du programme.
• Être responsable de la gestion de l’équipe constituée pour réaliser les différentes phases de l’intervention (recrutements, fixation des objectifs, entretiens de fonctionnement, …).
• Renforcer des capacités des structures partenaires ;

Le responsable du programme INTEGRA financé par l’UE est le coordinateur du programme et le garant de l’atteinte de ses objectifs, il doit collaborer et créer des synergies fortes avec le programme SANITA (infrastructure et assainissement) et les programmes de la coopération bilatérale belge.

Le-la Programme Manager est hiérarchiquement sous l’autorité du Représentant Résident de la CTB dans le pays.

Le profil

Niveau de formation requis
• Master en lien avec la thématique du programme concerné

Expériences requises et/ou souhaitées
• Expérience professionnelle d’au moins 10 années en gestion de projets dont 5 années dans des projet d’intégration socio-professionnelle, d’entreprenariat (connaissance des mécanismes d’accès au financement, développement de l’entreprenariat des jeunes et des femmes,…). Les expériences liées à la réalisation d’infrastructures socio-économiques impliquant la mise en œuvre de chantiers écoles, HIMO, sera considéré comme un atout.
• Expérience pratique de l’intégration du genre, des jeunes et de l’environnement
• Expérience en tant que responsable d’équipe d’au moins 5 ans ;
• Expérience internationale de terrain en tant qu’expatrié-e dans la coopération au développement, de préférence au sein d’une organisation internationale ;
• Une expérience dans la région concernée et dans des projets liés à la migration est un atout.
• Expérience du contexte et des réalités des pays fragiles et/ou des pays post ébola est un atout.

Connaissances requises
• Connaissance approfondie et pratique d’une méthodologie en gestion de projet ou de programme, disposer d’une certification représente un atout ;
• Maîtrise de l’outil informatique (Word, Excel, Powerpoint, Base de données) ;
• Maîtrise du français et bonne pratique de l’anglais.

Village Health Works (VHW) was founded in 2006 in partnership with the community of Kigutu, Burundi. VHW uses a holistic model to improve local livelihoods and restore dignity and hope, focusing first on treating and preventing illness through primary health care services and then integrating education, sustainable agriculture, and economic development programs. VHW has built an extensive campus in Kigutu that is nestled amongst lush mountains and overlooks beautiful Lake Tanganyika. With close to 500 full- and part-time employees in Burundi, as well as a small team in the United States, VHW delivers a wide-array of programs in a catchment area of 200,000 people within the provinces of Rumonge and Bururi.

Looking forward, VHW is investing in two new initiatives that will extend its impact across Burundi and serve as a model for the country and region. Position Description:

FRES-Netherlands is, within the boundaries set by the FRES Board, responsible to guide the FRES Companies and:

Role
A Manager of Operations is responsible for the effective operation of the FRES companies. As a member of the FRES-NL team he/she ensures that the FRES objectives for the FRES companies are realized. Le département des infrastructures

Le département des infrastructures a un rôle central au sein du parc. Il appuie tous les départements de l’organisation : sécurité, tourisme, agriculture, entreprenariat, aviation, charroi, etc. La liste n’inclut pas le programme électricité qui est géré par une structure distincte.

Les activités (projets) du département sont très variés. Ils incluent la construction de nouveaux lodges touristiques, de camps fortifiés pour les gardes, de clôtures électriques en bordure du parc, de parcs industriels, de conduites d’adduction d’eau pour la population riveraine, de routes (pistes et dessertes agricoles), etc. Outre les activités de construction, l’entretien des installations existantes est centrale afin d’assurer leur pérennité.

Outre les compétences en architecture et gestion de chantier, chaque projet requiert la planification et le déploiement d’une logistique complexe. Ceci est particulièrement le cas pour les travaux dans des zones isolées à l’intérieur du parc qui sont parfois sujettes à une relative insécurité.

Le département compte 90 effectifs : ingénieurs civils, architectes, électriciens, plombiers, menuisiers, soudeurs, responsable administratif et financier. Quotidiennement, entre 200 et 300 travailleurs journaliers sont embauchés sur les différents chantiers.

Responsabilités et activités principales
Le Chef du département des infrastructures supervise 5 grands pôles d’activités.

Le bureau d’étude

Le bureau d’étude prend en charge la conception des dossiers d’avant-projet, des dossiers d’exécution (concernant l’architecture, la stabilité et les techniques spéciales) et le calcul des budgets. Il établit une prévision détaillée des états de besoin nécessaires pour chaque projet.

Le bureau d’exécution

Le bureau d’exécution est actuellement composé de 5 chef de chantiers. Ils prennent en charge l’exécution des projets : construire conformément aux plans d’exécution et aux règles de l’art de la construction, superviser les corps de métier présents sur le chantier, contrôler l’application des techniques spéciales, assurer la gestion financière et le recrutement de la main d’œuvre occasionnelle, gérer les stocks d’équipement et matériaux.
Les clôtures électriques

Les clôtures électriques préviennent les destructions des cultures par les animaux du parc. Elles totalisent une centaine de kilomètres à ce jour. La distance qu’elles couvrent s’agrandira fortement au cours des prochaines années. Une équipe de 8 personnes assure leur construction et leur entretien. Elles font appel chaque jour à 100 travailleurs journaliers en moyenne.

L’entretien et les petits travaux

Le parc construit et gère de nombreuses infrastructures. Un programme d’entretien et/ou de rénovation est indispensable. Une équipe de techniciens s’y consacre. Elle assure aussi les petits travaux.

Le bureau administratif et financier

Un Responsable Administratif et Financier (RAF) assiste le Chef de Département. Cette dimension du travail est susceptible de croître afin d’appuyer le nombre croissant de projets exécutés par le département.

Profil: Ingénieur civil, ingénieur en construction, ingénieur architecte ou architecte
Expérience: 5+ années d’expérience dans le domaine de l’architecture et/ou de la construction
Chef hiérarchique: Directeur des opérations du PNVI
Qualifications et compétences requises:
• Excellente maitrise des règles de construction
• Excellente maitrise des règles d’architecture
• Excellente maitrise dans l’élaboration des plans architecturaux, de stabilité et de techniques spéciales
• Sens créatif élevé pour la conception des projets

Country Manager Cote d’Ivoire , Ivory Coast

The job
We are looking for a Country Manager to oversee the local projects and to liaise with the stakeholders of our client. The Country Manager mainly has an operational role in leading the office and managing 25+ office and field staff, and a representation role towards local farmer groups and partners. However, in your role, you will be working in collaboration with the procurement team, and with project managers responsible for various portfolio’s. The role of the Country Manager is to facilitate and enable the execution of all on the ground sustainability activities from documenting land titles for 3.000 farmers to starting 100 savings groups for farmers in Ivory Coast.

Key activities and responsibilities

1. Represent the organization towards clients, donors, govt agencies and sector partners
• Be a spokesperson at sector events/conferences, and feed sector developments to HQ
• Maintain meaningful relationships with govt offices and sector partners
• Identify and develop new partnerships with local funding or implementing partners
• Organize partnership events and field trips for client representatives

2. Manage the country office with sustainability team of 50+ of program managers and field teams
• Ensure internal communication (meetings, documents) to document and align with the team on project targets and planning, procurement volumes and task division between the team members.
• Manage recruitment, HR performance management, personal development for all staff
• Support office processes, such legal entity establishment, rent, insurance, CAPEX procurement
• Ensure alignment within the team, facilitating exchange and coordination among different portfolio’s

3. Monitor progress of certification, mapping and traceability activities of suppliers and coordinate M&E digital data collection with project managers and the field staff;
• Directly manage the certification officer in the planning and execution of field activities (such as farmer trainings, certification audits, premium payments)
• Provide support to M&E project manager on the strategy and execution of farmer database management, mapping and traceability recordkeeping to ensure up to date reporting to HQ
• Report to HQ on project indicators and with narrative reports for client/donor programs

4. Supplier relation management and support on procurement and shipment
• Maintain relations with farmer group management to facilitate project execution and procurement
• Coordinate annual contracting with farmer groups on volume + sustainability premiums
• Directly manage the Shipment liaison to realize shipment

5. Finance and project audits
• Manage and optimize the expenditure of country budget and cash request, by identifying cost savings and synergies and finding solutions when budget lines risk to be exceeded
• Ensure accurate financial administration for management reports and coordinate financial project audits (financial report, time sheets etc)
• Coordinate contracted premium payments to suppliers and liaise on cashflow for operations with financial management of suppliers

Qualities we are looking for
• A bachelor’s or master’s degree, preferably in Business, International Development or related field
• At least 5 years’ experience in operational management and leading a team
• Experience in managing field activities in rural context
• Comfortable with intercultural communication
• Working well in a fast-paced working environment
• Self-starter, problem-solver, an ambitious and passionate worker
• Driven to improve projects and procedures
• Fluency in English and French
