About this opportunity
As Territory Manager Morocco, the role will be responsible for selling Invisalign products in Morocco. It is a field sales role, based in Casablanca covering the Morocco region.

In this role, you will…
• Establish account relationships with current doctors and actively grow the business by adding new customers to the portfolio

Enabel, the Belgian development agency, implements the Belgian governmental cooperation policy. The agency also works for the account of other national and international donors. With its partners in Belgium and abroad Enabel offers solutions addressing pressing global challenges - Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality - and to promote Global Citizenship. With 1900 staff, Enabel manages about 150 projects in twenty countries, in Belgium, Africa and the Middle East.

Context

In 2011, Morocco started a comprehensive overhaul of the legal framework governing the role and activities of civil society.

The Programme for strengthening citizen participation, which is implemented by Enabel, is part of a broader EU-funded action to support the development of citizen participation in 5 targeted regions (Casablanca-Settat, Souss-Massa, l’Oriental, Tanger-Tétouan-Al Hoceima, Beni Mellal-Khenifra) from 60 pilot municipalities in order to strengthen local governance through transparency, the legitimacy of the social pact and public action as well as the quality of the services provided.

The project contributes to strengthening the participation of civil society in public policies at the local level through two components:
- Support to the development and implementation of the legal and regulatory framework for civil society participation at local level, including the development of digital citizen participation;
- Support to strengthening civil society participation (framework, tools, projects) in public policies.
Locally, the action will aim to:
- Roll out and assist in consultation between Civil Society Organisations (CSOs) and Local Authorities (LAs) in order to foster dialogue with the authorities, participatory democracy and citizen participation;
- Support to the installation of citizen participation tools with the aim of strengthening the quality of use of the tools provided for by law and promoting the development of innovative initiatives such as the installation of digital solutions and platforms;
- Finance co-creation projects involving SCOs and Local Authorities via calls for projects;
- Promote learning in terms of citizen participation (including via digital means) through platforms allowing sharing of practices between municipalities, within regions and at national level.

Job description
In your area of expertise and under the supervision of the project manager,
• You implement the project activities that are assigned to you;

Your profile

Required qualifications
· Master’s degree in Law, anthropology, sociology, political sciences, international development, international relations or other.

Required experience
• Minimum 2 years of relevant experience in access to human rights and basic services, social inclusion and/or gender equality;
• Experience in above areas in Morocco, the Maghreb or with Moroccan or Maghreb diaspora;
• Other relevant professional experience outside your country of origin is an asset;
• Experience in relevant projects is an asset.

Contexte
Le Maroc a initié, depuis 2011, une refonte globale du cadre juridique régissant le rôle et l’action de la société civile.
Le Programme de renforcement de la participation citoyenne mis en œuvre par Enabel fait partie d’une action plus large (financée par l’UE) visant à soutenir le développement de la participation citoyenne dans 5 régions ciblées Casablanca-Settat, Souss-Massa, l’Oriental, Tanger-Tétouan-Al Hoceima, Beni Mellal-Khenifra (à partir de 60 communes pilotes) afin de renforcer la gouvernance locale à travers la transparence, la légitimité du pacte social et de l'action publique ainsi que la qualité des services pourvus.

Le projet contribue au renforcement de la participation de la société civile dans les politiques publiques au niveau local à travers deux volets :
- Un appui au développement et à la mise en œuvre du cadre juridique et règlementaire pour la participation de la société civile au niveau local, y compris le développement de la participation citoyenne digitale ;
- Un appui au renforcement de la participation de la société civile (cadre, outils, projets) dans les politiques publiques.

Au niveau territorial, l’action visera :
- Le développement et l’accompagnement des espaces de concertations entre les organisations de la société civile (OSC) et les collectivités territoriales (CT) afin de promouvoir le dialogue avec les autorités, la démocratie participative et la participation citoyenne ;
- L'accompagnement à la mise en place des outils de participation citoyenne ayant pour but de renforcer la qualité de la mise en œuvre des outils prévus par la loi et de promouvoir le développement d’initiatives innovantes telles que la mise en place de solutions et de plateformes digitales ;
- Le financement de projets de co-création entre OSC et CT via des appels à projet ;
- La promotion de l’apprentissage en matière de participation citoyenne (y inclus au moyen du digital) à travers des plateformes permettant des échanges de pratiques entre les communes, au sein des régions et à un niveau national.

Description de la fonction
En tant que Project Manager rapportant directement au Program Manager, vous serez en charge d’accompagner les institutions nationales dans la mise en œuvre du cadre juridique et normatif en matière de participation citoyenne au niveau local et de promouvoir le rôle et la participation de la société civile marocaine à travers la consolidation des espaces de concertation, des outils de participation citoyenne et des projets de co-création au niveau local.

- Vous êtes responsable de la bonne exécution du projet (contenu, planning, budget, qualité) ;
- Vous coordonnez la réalisation des activités afin d’atteindre les objectifs du projet ;
- Vous appuyez les personnes identifiées pour diriger le processus de changement ;
- Vous contribuez au renforcement des capacités des organisations partenaires (Direction Générale des Collectivités Territoriales ; Direction Société civile du Ministère Chargé des Relations avec le Parlement et la Société Civile ; association Targa Aide ; OSC locales et régionales ; conseils des régions, préfectures, provinces et communes ; acteurs territoriaux tels que : les services déconcentrés, l’Initiative Nationale pour le Développement Humain, l’Anapec, le Centre Régional d’Investissement, les Université et les centres de recherche) ;
- Vous coordonnez le processus d’apprentissage sur la manière dont une intervention contribue au développement d’un secteur ;
- Vous dirigez l’équipe placée sous votre responsabilité hiérarchique (équipe de 7 personnes dont 5 au niveau des régions) ;
- Vous vous assurez que les informations pertinentes sur les résultats sont disponibles pour le monitoring et l’évaluation afin de permettre le suivi de la performance, la prise de décision, l’apprentissage et le reporting.

Votre profil

Niveau de formation requis
· Master en Droit, Sciences Politiques et Economiques, Sciences humaines, Sciences Sociales ou autre orientation pertinente.

Expériences requises
• Minimum 5 ans d’expérience pertinente dans le pilotage de projets de développement international ;
• Minimum 5 ans d’expérience pertinente dans le domaine de la participation et de l’engagement citoyen ;
• Expérience dans la formulation des stratégies d’information, de mobilisation et participation citoyenne ;
• Expérience dans le développement et la mise en œuvre d’outils d’engagement citoyen dans la gestion des politiques publiques ;
• Minimum une expérience de travail pertinente en dehors de son pays d’origine ;
• Une expérience en tant que responsable d’équipe ;

• La connaissance approfondie des méthodologies de gestion de projet ;

- Great face-to-face and telephone communication skills;
- Fluent French, English and Arabic speaker and writer;
- Affinity/experience within e-travel and/or hotel/travel industry is a plus;
- Pro-active, sense of responsibility and can work independently;
- Ability to convince partners on the phone to implement suggestions;
- Quick and resourceful, flexible, accurate, strong analytical and an eye for detail;
- Team player, motivated and enjoys to work in e-travel and hospitality;
- Business focused;
- Positive attitude;
- Hotel School or University background preferred
- You already have a work permit to work in Morocco
