Dans le cadre du développement de ses activités, Enabel recherche un (h/f) : Expert international en modernisation et gouvernance des services de l’état civil

La fonction
Sous la responsabilité directe du Responsable de l’Intervention et en étroite collaboration avec l’équipe composée d’experts Enabel et de CIVIPOL, l’expert fournit des inputs stratégiques et techniques en matière de renforcement des systèmes d’état civil.
Dans l’atteinte des objectifs du programme, il/elle est plus particulièrement chargée du résultat 1 du programme pour l’amélioration du pilotage de l’état civil et l’appui institutionnel à la Direction Nationale de l’Etat civil. Dans ce cadre il/elle contribue à l’élaboration d’un système de suivi des faits et des données de l’état civil (y inclus la supervision du déploiement d’une solution informatique en collaboration avec les techniciens à ce niveau) .
Il/elle apporte également un encadrement méthodologique et technique et assure le coaching des assistants techniques nationaux (conseillers nationaux et conseillers régionaux) du Programme en matière de développement des capacités des administrations publiques .

Ses principales responsabilités sont les suivantes :
 Contribuer à la mise en œuvre du programme/de l’intervention à travers un appui à la planification, l’exécution, la coordination, le suivi et monitoring, l’évaluation des résultats, et le rapportage
 Assurer l’encadrement méthodologique et technique des collaborateurs nationaux
 Animer les collaborations techniques avec l’équipe d’experts de CIVIPOL et les partenaires stratégiques en appui à la DNEC et aux différents acteurs impliqués dans la gestion de l’état civil
 Organiser les capitalisations et la gestion des connaissances
 Contribuer au renforcement des capacités des structures partenaires chargés de la gestion des faits et des données de l’état civil

Votre profil
• Un Master de type sciences juridiques, sciences sociales, géographie, administration territoriale, démographie
• Au minimum 5 ans d’expérience pertinente dans l’une ou plusieurs des thématiques suivantes en lien avec l’état civil: administration territoriale et décentralisation ; promotion de la gouvernance démocratique ; renforcement des capacités pour la création et la gestion de services publics décentralisés ; engagement citoyen et gouvernance locale
• Une expérience d’au moins 3 ans dans la mise en œuvre d’approches et méthodes de développement institutionnel et organisationnel pour le renforcement des capacités de l’administration territoriale et des collectivités locales
• Une bonne connaissance des enjeux de la modernisation des systèmes de l’état civil en Afrique de l’Ouest
• Capacité en matière d’encadrement méthodologique et technique de collaborateurs/cadres locaux dans le cadre de projets/programmes d’appui à la décentralisation / gouvernance locale (coaching)
• Capacité de dialogue et de facilitation à un haut degré stratégique, de même que technique (administration, société civile, experts, bailleurs de fonds)
• Une bonne capacité de synthèse et de rédaction, un esprit d’analyse et une attitude proactive
• Très bonne maîtrise du français (à l’écrit et à l’oral)
• Au minimum 2 ans d’expérience dans des projets de coopération dans les pays en développement

Nous vous offrons :
Un contrat d’une durée de 41 mois (jusque novembre 2021)
Lieu d’affectation : Kati (DNEC) mais résidence possible à Bamako, avec des déplacements dans les régions, cercles et communes d’intervention (en fonction de la situation sécuritaire).

Salaire mensuel brut: Niveau 2 (B417) c’est-à-dire entre 6135,61 euros et 9430,72 euros (en ce compris le salaire brut mensuel et les avantages liés au statut d’expatrié : primes d’éloignement et de pénibilité).
Le salaire est calculé en fonction de l'expérience pertinente. Contribuant aux efforts de la Communauté internationale, la CTB agit pour une société qui donne aux générations actuelles et futures les moyens de construire un monde durable et équitable.
Ses collaborateur(trice)s à Bruxelles et à l’étranger concrétisent l’engagement de l’État belge et d’autres partenaires au développement pour la solidarité internationale. Aujourd’hui présent dans 18 pays, en Afrique, en Asie et en Amérique latine, la CTB appuie plus de 200 programmes et projets de coopération. A l’avenir, suite à une décision du Ministre de la coopération, une concentration aura lieu sur 14 pays d’intervention.

Dans le cadre du développement de ses activités, la CTB recherche un (h/f):Expert international Etat Civil
pour le programme d’appui au fonctionnement de l’état civil et à la mise en place d’un système d’informatisation sécurisé au Mali

Projet:
Dans le cadre du Fonds fiduciaire de l’Union européenne pour l’Afrique, l’UE finance un projet de renforcement du système de l’état civil au Mali , pour un montant total de 25.000.000 EUR, dont la mise œuvre est confiée à la CTB et à CIVIPOL. La CTB a signé pour ce faire une convention de subvention avec l’UE.
Le programme entend contribuer à la modernisation de l’état civil par un appui au pilotage stratégique de l’état civil, une amélioration de l’offre et de la demande des services d’état civil. D’autre part, en se basant sur les efforts de pérennisation du RAVEC (recensement à vocation d’état civil) l’intervention devrait permettre de disposer d’un système d’information de l’état civil informatisé relié à une base de données biométriques à même de sécuriser l’identité de la population et d’être exploitable par d’autres administrations utilisatrices.

Les résultats attendus sont au nombre de trois :
1/ Le pilotage stratégique de l’état civil est amélioré (lignes d’action : le pilotage stratégique repose sur des textes révisés, un dispositif de coordination adéquate et un mécanisme de suivi et évaluation de l’efficacité du système de l’état civil efficient)
2/ Les capacités des administrations chargées de la gestion de l’état civil (offre) et la sensibilisation des acteurs sont améliorées (lignes d’action : réalisation de programmes de formation à l’attention des principales parties prenantes, amélioration de l’accessibilité du service de l’état civil, réalisation de campagne d’information/sensibilisation de la population, et projets d’amélioration des services dans communes/cercles pilotes)
3/ Un fichier national de l’état civil relié à une base de données biométrique est constitué et interconnecté avec les communes et postes consulaires informatisés (lignes d’action : la solution informatique de gestion des données de l’état civil et la base de données biométriques du RAVEC sont mises à jour et la solution informatique est déployée sur le plan national.)

Fonction :
Sous la responsabilité directe du Responsable de l’Intervention et en étroite collaboration avec l’équipe composée d’experts CTB et de la Police, l’expert fournit des inputs stratégiques et techniques en matière de renforcement des systèmes d’état civil. Dans l’atteinte des objectifs du programme, il est plus particulièrement en charge du résultat 1 du programme pour l’amélioration du pilotage de l’état civil et l’appui institutionnel à la Direction Nationale de l’Etat civil.
Il fournit aussi des appuis conseil pour le développement des capacités des administrations chargées de la gestion de l’état civil et de la sensibilisation des acteurs (résultat 2 du programme) ainsi que pour la gestion des données d’état civil (résultat 3) .
Il a la responsabilité hiérarchique d’un assistant technique national en renforcement des services d’état civil.

Les principales responsabilités d’un Expert sont les suivantes :
- Contribuer à la mise en œuvre du programme/de l’intervention à travers un appui à la planification, l’exécution, la coordination, le suivi et monitoring, l’évaluation des activités
- Organiser les capitalisations et la gestion des connaissances dans le domaine d’expertise concerné
- Fournir des contributions et un support technique dans le domaine d’expertise concerné
- Contribuer au renforcement des capacités des structures partenaires
Profil:
Diplôme
o master de type sciences juridiques, sociales, administration territoriale, démographie.

Expériences requises pour la fonction
o expérience d’au moins 5 ans en matière d’Etat Civil :
 appui à la mise en œuvre de politiques publiques et stratégies nationales en matière d’état civil ;
 appui institutionnel et/ou renforcement des capacités de l’administration publique ;
o familier avec la modernisation de la gestion des informations d’état civil appliquant les nouvelles technologies de l’information (numérique);
o expérience avérée des approches et méthodes de développement institutionnel et organisationnel ;
o une expérience internationale constitue un atout.

Connaissances spécifiques
o bonnes connaissances du contexte et des problématiques de l'état civil dans l'Afrique Subsaharienne ;
o bonnes connaissances des enjeux liés aux transferts de compétences dans le cadre du processus de décentralisation et déconcentration en Afrique subsaharienne ;
o capacité de dialogue et de facilitation à un haut degré stratégique, de même que technique (administration, société civile, experts, bailleurs de fonds) ;
o bonne capacité de synthèse et de rédaction, un esprit d’analyse et une attitude proactive ;
o maîtrise de l’outil informatique ;
o expérience professionnelle en Afrique de l’Ouest est un atout ;
o expérience de l’utilisation des procédures de l’Union Européenne sera un atout.

About the Role:
myAgro is launching it's search for the next Country Director in Mali. We’re looking for an experienced Country Director to lead a dynamic young team across Mali for myAgro’s next phase of growth. You will oversee a team of 300+ people across 1000 villages in Mali. Your role as Country Director is to build out your management team and drive towards operational excellence while improving organizational sustainability and impact per farmer.

This is not a typical Country Director role! You will have minimal administrative and fundraising responsibilities. We need leaders who love getting mud on their boots while they visit farmers’ fields and thinking strategically on how to improve execution at a scale from 100,000 farmers to 600,000 over the next 5 years. We need leaders who think coaching and team development is a core function of their role and love to see their people succeed in new & challenging ways. About the Role:
We operate in a part of the world that is already experiencing the harsh consequences of climate change, and our farmers are among the most vulnerable populations. The Senior Project Manager is a new and crucial role to help myAgro deepen its impact on thousands of farmers with its ambition to create sustainable and climate resilient livelihoods for these farmers, preparing them for a better and more food secure future.

You Will:
Run a state of the art tree program in Mali to deliver 800.000 fertilizing and other beneficial tree species to farmers.
Help contributing to climate mitigation, land rejuveneration, farmers resilience against the effects of climate change.
Provide quality project management and collaborate with the R&D Director to develop an agroforestry strategy to deepen impact on farmers livelihoods.
Manage a department of experts and program associates, and a field team of 60 agents and 500 village level nursery keepers.
Help increase the impact per farmer through training, planting assistance and procurement.
Implement appropriate quality systems to ensure and control quality for the agroforestry program.
Continue to improve the efficiency of the operational processes related to the agroforestry program.
Partner and support the efforts of the Development team in Agroforestry resource mobilization and relationship management with donors and partners.

You Have:
7+ years expertise in the execution and management of large-scale programs
Expertise in team management, coaching and delegation of tasks
Designed and implemented delivery programs for rural areas
Held a position at the crossroads between multiple departments

Manage agriculture pilots: you will manage the country-based agriculture teams, including creating quality training materials, developing work plans, reviewing work deliverables, and providing value-added feedback.
Design agriculture programs: you will work with agriculture specialists researching successful agroforestry innovations and use the results of the pilots to inform decision-making and shape the agriculture programs
Analyze and communicate findings: you will set up and manage M&E activities, indicator and data management systems and facilitate communication among teams.

You Have:
5+ years or more of managing teams and agriculture programs – preferably including a background in scaling and expanding programs.
Designed and/or developed agriculture programs in rural areas of Africa.

Misereor operates a regional Dialogue and Liaison Office focusing on Mali, Burkina Faso and Niger, based in Bamako. On behalf of Misereor, AGIAMONDO is looking for a manager for this office with experience in church development cooperation in Africa to start as soon as possible.

Misereor, the Catholic organisation for development cooperation, advocates for people who are denied the right to a life with dignity, freedom and sufficient and healthy care, regardless of skin colour, background, gender and religion. Misereor works hand in hand with project partners in Africa, Asia and Latin America and supports people in making positive, lasting changes in their lives through their own efforts, also with a view to the integrity of creation and the challenges posed by climate change.
In close coordination with its key partners in French-speaking West Africa, Misereor established a regional Di-alogue and Liaison Office in Bamako in 2018, focusing on Mali, Burkina Faso and Niger.

The aim of the Dialogue and Liaison Office is to strengthen cooperation and dialogue with partners and other relevant players in the West African countries concerned, to improve networking among the partners and to promote the development policy concerns of partner organisations and Misereor.
In the region, the Dialogue and Liaison Office acts as a knowledgeable point of contact and supports the partner organisations in the conceptual design, execution and evaluation of development projects.

The office is in close contact with the General Secretariat of the Episcopal Conference of Mali and other central development structures of the local church and civil society. Other local dialogue partners of the office include various international players active in the region, such as the German embassy, political foundations and other aid organisations. Misereor’s Africa Department is responsible for content management for the Dialogue and Liaison Office.

Your new role
Your work will enable Misereor and partners in Mali, Burkina Faso and Niger to understand each other bet-ter, to learn from each other, to recognise important challenges at an early stage, to act on new initiatives and to work together in an effective way based on mutual trust.
• You will provide information important for the strategic and programmatic development of Misereor’s work.
• You will carry out networking activities as well as representative tasks and you will strengthen the co-ordination, development and fostering of cooperation with important local and international players in the region.
• You will identify and arrange for local consultants who can help the partners with issues such as or-ganisational development, outcome orientation and knowledge management.
• You will familiarise existing and potential partners with the concepts, tools, resources and quality re-quirements of Misereor and KZE (German Catholic Central Agency for Development Aid).
• You will contribute to Misereor’s lobbying and public relations work, taking voices in and from the re-gion into consideration.

Your profile
• You have completed a university degree in a field such as politics, social sciences or economics, or a comparable subject.
• You have several years of professional experience in development cooperation and partner consulting, ideally acquired in Africa, and you have knowledge in the field of organisational development and outcome-oriented project work.
• You are diplomatic and have strong intercultural communication skills, to enable you to deal with the relevant players in a manner based on mutual partnership, and you can act appropriately in a church context.
• You are prepared to travel extensively under generally difficult conditions in the West African region.
• Your written and spoken French language skills are very good, and your German skills are at least good.
• You are an EU or Swiss citizen and a member of a Christian church.

About the Role:
The safety and security of myAgro's team is necessary to achieving our mission. Reporting to the Managing Director, Africa, you will direct and implement myAgro's Safety and Security strategy to find and address safety and security risks, maintain continuity of operations and programs, manage incidents and provide for the safety, and security of all employees and assets. You will advise our Country Directors and leadership, providing security risk recommendations related to strategic, operational, programmatic, partnership, and cross-cutting risks. You will make sure protocols and mechanisms are in place to address country programs' unique risks and challenges.

You Will:
- Develop country security profiles (with regards to the socio-economic, political and/or military situation in country, the country criminality profile, the nature of ongoing conflicts or crises climatic & seismic hazards and health risks
- Develop country security plans, SOPs and contingency plans
- Coordinate and monitor security activities to ensure that safety and security procedures are implemented
- Ensure that all field staff are aware of prevailing security threats and advised on means to reduce their vulnerability to those threats
- Monitor the security preparedness of country staff and enforce staff compliance with internal security rules and SOPs, ensuring they are communicated to all staff and understood
- Run security simulations with the team to test our protocols and procedures, and to keep our team ready
- Establish and maintain a network of contacts that can provide myAgro with security intel
- Contribute to the strategic discussions with the management by providing continuous analysis of the security, economic and political context in country

You Have:
- Language: Fluent spoken and written English and French is essential and required
- 5+ years' of security and project management experience at an NGO, private organization, or a security consultancy organization
- 2+ years of prior experience in West Africa in a Safety and Security role
- Experience creating safety and security plans and SOPs
- Experience working in a multicultural workplace

About the Program Director role
You are the CEO of Mali Sales, including both seasonal activities and special projects, and you are the glue between the field team and supporting departments.

Guide a sales organization to achieve maximum growth following myAgro's vision and strategic goals. Establish and lead the territorial plans and sales strategies aimed at serving and expanding the customer base. Manage the sales team to achieve high-quality execution and work with other country and regional teams to ensure barriers are overcome and goals are achieved. This role reports to the Country Director of Mali,

You Will:
- Achieve the sales goals for Mali through planning and leading a motivated and focused team.
- Ensure country sales strategy is translated into detailed, achievable plans for the field sales team and the call center.
- Use data to target marketing activities and build impactful plans to ensure sales goals are achieved.
- Identify opportunities for improved sales effectiveness and customer service.
- Plan channel strategies to ensure both the call center and the field sales team are working together to improve sales achievements.
- Coach team members to maximise their sales performance through appropriate use of sales force effectiveness methodology and performance & development process. Accelerate development of our strongest performers.
- Form part of the Mali management team and work with other country teams and the regional teams in development of new projects.
- Diligent monitor and control all assigned regional budgets.
- Promote continuous improvements to facilitate team output and customer service.
- Manage multiple delivery outcomes at the same time and provide both strategic and tactical input.

You Have These Qualifications:
- Fluency in English and French
- 3 or more years experience leading large field teams to achieve sales targets
- Data-driven approach to sales management
- Skills in building and motivating a sales team
- Eager to get mud on your boots – go to the field often and sell side by side with the field team
- Experience with mobile money agent networks, commission-based sales networks, or rural sales networks
