Background of the programme
The public servants in Somaliland are supported by the Civil Service Commission and the Civil Service Institute. These organisations provide services in the field of HR and Personal Development. The Government of Somaliland is currently preparing a Civil Service Strengthening Project with support from the World Bank. The project has the following objectives:
- Review and improve HR policies, processes and procedures for recruitment, HR management and evaluation of performance.
- Support the Civil Service Commission (CSC) on HR related tasks for all positions under the Talent Management Programme (TMP), including support for preparation of TOR for consultants on HR related assignments, job descriptions for TMP and project related positions, recruitment, selection, contracting, on-boarding and performance appraisal.
- Support development and implementation of an institutional development strategy for strengthening HR capacity in line ministries.
- Support Ministry of Labour and Social Affairs and CSC to establish and operate a Graduate Recruitment and Talent Management Program (GRTMP).

Job Description

Tasks of the Team Leader
- Lead the development and implementation of the HR firm work plan.
- Responsible for meeting the outputs in the TOR.
- Responsible for reporting on the TMP performance.
- Assisting the recruitment process to establish the TMP in the CSC.
- Assist to identify priority positions within key ministries and agencies.
- Lead on the strategic aspects of the HR firm work plan, such as advising and assisting the CSC with appropriate processes to source, recruit, select, place and maintain suitable TMP recruits into priority positions and the development of a strategy for strengthening of HR line units, assist in building teams in the civil service and establishing professional cadres.
- The specialist will be responsible for overall transfer of knowledge to the counterpart.

Candidate Specification

Requirements
- A minimum of Master’s Degree with specialization on HR/public administration or relevant field; minimum experience of 10 years in government HR processes including in similar environments.
- Shall be responsible for timely submission of the reports.
- Experience working in a post conflict environment.

- Lead support in the areas of HR policies, systems, processes and practices as stated in the terms of reference.
- Ensure that all fields relevant to HR policies and processes are delivered including recruitment and promotion policies and procedures, performance management policies and procedures, training policy and programs, compensation and benefits, personnel welfare and leave, occupational health and safety, civil service legal framework issues, and grievance management in the civil service, etc.

Job Description

Tasks of the Talent Management and Recruitment Specialist
- Assist and advise the CSC team in the identification, shortlisting, selection, onboarding, training, coaching and support to TMP recruits in ministries and agencies and assist in the establishment of the overall graduate recruitment and talent management program.
- Lead performance appraisal of TMP staff and their teams;
- Support development of HR units in line ministries. The specialist(s) will be responsible for transfer of knowledge in this area to CSC counterparts.
- Support the CSC to manage career trajectories of TMP staff and their teams including appropriate training, on-the-job coaching and mentoring.

Candidate Specification

Requirements
- Master’s Degree in HR/public administration or related field;
- At least 7 years of experience in public sector organizational learning, development and coaching programs;
- Knowledge and experience in implementing graduate recruitment/internship programs in the public sector;
- Experience working in a post conflict environment

Training consultant on Gender Awareness , East Africa

1. The African Cashew Alliance has received a grant from the African Development Bank (AfDB) under the Africa Trade Fund (AfTra), to design and deliver Gender Awareness training to cashew processors from 8 countries in East and West Africa. The primary objective of this training program is to address the underlying causes of underrepresentation of female workers in supervisory and management roles of cashew processing facilities and the need to upgrade workers’ skills. Supervisors and managers will be equipped with skills to prevent discrimination in the work place and build the expertise and confidence of the female workforce to attain supervisory and management roles. It is expected that by the end of 2016, at least 5 management teams and 75 female workers will have been trained on the program.

2. To handle the main task of implementing the program, ACA is hiring a consultant who will be based in East Africa (Mozambique, Kenya or Tanzania) to design and deliver this training over the projected period.

3. The consultancy services included under this project are as follows:
(i) Advisory on ACA training curricula:
ACA has an extensive training record with regards to technical and food safety contents. In the course of ACA’s trainings which routinely concern predominantly women workers, no gender specific methods or tools are used. The consultant will advise the ACA technical team with regards to the gender element of their trainings and propose an amendment of contents if required.
(ii) Develop Training materials and a manual for trainings on gender issues for
A. management level staff
B. employees

(iii) Workshops and Seminars:
The consultant will train
(i) The management of the processing facilities on gender issues; and
(ii) The employees of the processing facilities to raise awareness for gender topics.

4. African Cashew Alliance (ACA) invites eligible and interested consultants to indicate their interests in providing the required services. Interested consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment. The consultant must provide a CV, certificates, other documents detailing their experience. The expected duration of the assignment is eleven (11) months with a possible start date of 25thAugust, 2017.

5. Evaluation of EOI will be based on the following evaluation criteria :
i. Capability and Experience of the Consultant
ii. Key Professional skills of the consultants
iii. Experience in Similar Industry
iv. Experience in Similar assignments

Head of Finance
SafeBoda is looking for an exceptional and experienced leader to oversee all finance operations and closely work with the co-founders on fundraising and general strategy. The Head of Finance will be one of the most important people in the company. We are looking for a unique mix of strong analytical skills and a creative mind to play a pivotal role in shaping the company’s future. The Head of Finance position requires a high-level of multi-tasking skills and start-up hustle to execute in a fast growing company.

What we are looking for
● 5+ years of relevant experience in Finance and Operations. Typically, the ideal candidate has worked in investment banking, private equity, the Big Four or a management consultancy with demonstrated operational ability.
● Strong understanding of financial statements and balance sheets and experience with financial modeling and budgeting.
● Very strong knowledge of Microsoft Excel and other finance packages.
● Experience with designing processes and overseeing their implementation.
● Keen analytic, organization and problem-solving skills which allows for strategic data interpretation.

Responsibilities
● Oversee all finance operations and build, train, and manage a team to do this.
● Provide strategy and business analysis on a wide range of business related issues, including identifying new opportunities and managing all aspects of financial assessment including ROI, IRR, and cash flow analysis.
● Work closely with the management team on fundraising strategy which will mean leading the development of financial models and forecasting.
● Design and implement an improved payables and receivables process.
● Work closely with the tech team to build a CRM system, integrating payment and inventories into our back-end system to meet the organizational needs in terms of reporting.
● Work closely with the driver team to build payment reports supporting our operations.
● Create financial reports, budgets and enter journal entries in QuickBooks as well as managing bank payments. Provide frequent analytical reviews of our performance with key metrics.
● You will lead financial compliance for SafeBoda creating a strategy to address key needs in terms of statutory reporting, local taxes, and other financial compliance needs.
