The Job
Our client is looking for a regional project manager in West Africa to manage projects, mainly in Ivory Coast. Together with the companies' local sustainability team in Côte d'Ivoire and program partners they need you to increase impact in their supply chains, set-up and supervise programs, and build a strong Monitoring and Evaluation (M&E) structure. You will be the connector of their middlemen, exporters, farmer communities, NGO’s, public and private parties, and research institutes. Your key responsibilities will be to:

The team

FUNCTION
The Project Coordinator, under the management of the Country Director, will assume overall responsibility for the management and coordination of the Prospering Farmer Pillar of the Forever Chocolate Program Pilot Project in Ghana. This is an 18-month pilot project funded by Barry Callebaut and Heifer International in which Heifer International Ghana is responsible for diversifying and increasing the household income and resilience of 300 smallholder cocoa farmers. He/she will participate in defining implementation strategies and supervise the Project Assistants who will be based in the project communities. A key objective of this position is to coordinate the implementation of activities related to technical trainings and mentoring of beneficiary families and ensure compliance with the policies and procedures of Heifer International.

RESPONSIBILITIES AND DELIVERABLES

Project Management (40%)
- Assume overall responsibility for the management of the Prospering Farmer Pillar including project resources ensuring adherence to the compliance and accountability policies.
- Ensure that all employees are engaged to work for the project are effectively managed to achieve their targets.
- Oversee the performance of any employees and partners engaged in the implementation of the project.
- Manage the implementation of the project to achieve the planned milestones.
- Facilitate the establishment of project management structures at the project and community levels.
- Profile and develop a database of all the potential resource persons in the project area that the project can utilize to provide specialized trainings once need arise.
- Develop and implement sustainability plans for the project.

- Compile the monthly, quarterly and annual project progress reports and submit them in timely manner.
- Compile the donor reports as requested by the donor and submit them on schedule and in the recommended formats.

- Donor reports are submitted as requested.

Manage the delivery of farmer trainings (15%)
- With support from the Social Capital Development and Training Manager, develop and manage the implementation of project training plan to ensure the target farmers are adequately trained according to the project plan.
- With support from the SCD&T Manager, oversee the formation and strengthening of Self Help Groups in the 4 districts targeted by the project through Value Based Community Development Approaches.
- Oversee the capacity building of farmers and SHGs on mushroom or egg production, savings and credit mobilization and group dynamics as planned in the project document.

DELIVERABLE
- Training plan developed and made operational in each of the district targeted by the project.
- Self Help Groups are formed and strengthened to become active in their communities with increased application of Value Based Holistic Community Development approaches.
- Self Help Groups are trained on Group Dynamics, Savings and Credit Mobilization and technical aspects of mushroom and egg production as planned in the project document.

Annual planning and budgeting (10%)
- Develop an overall project operational plan aligned to the project log frame that will guide in project implementation.
- Development and implementation of project workplans (monthly, quarterly) that are aligned to the project log frame.
- Develop monthly and quarterly budgets aligned to the project workplan, and manage the spending as per the budgets.
- Review Monthly and Quarterly Budget Monitoring reports and provide reports on status of the project spending.
- On a quarterly basis, develop project procurement plans and submit to the procurement committee.

DELIVERABLE
- Overall project operational plan developed and implemented.
- Project Workplans (monthly, quarterly) developed and implemented.
- Budgets (monthly, quarterly, annual projections) developed and managed ensuring spending variance is within +/- 10%
- Reports on status of monthly and quarterly project spending.

Private sector linkages, partnerships and collaboration (5%)
- Provide overall leadership in designing and implementing partnerships that will entail provision of specialized business advisory services and training to address the commercial needs of various value chain actors within the mushroom and egg value chains.
- Identify MFIs/Banks and other financial service providers ready to engage with farmers and agro entrepreneurs and assist in developing financing options with a view to increase net returns to farmers.
- Identify and facilitate the engagement of service providers in agro inputs products and animal health services.
- Establish and maintain a close collaboration with the district government and other NGOs that will support the sustainability of the project interventions.

DELIVERABLE
- Partnerships developed and implemented to address different needs of farmers being supported by the project.
- Partnerships with other stakeholders such as District Government, NGOs and other public and private sector actors developed and used to leverage the project initiatives while also supporting project sustainability.
- Agro entrepreneurs and farmers are linked to appropriated financing opportunities.
- Farmers participating in the project are able to access agro inputs, animal health, and other essential services to enhance their production and livelihoods.

Monitoring and Evaluation (5%)
- Develop and implement a system for monitoring the delivery and effectiveness of farmer trainings.
- Tracking of the achievement of project outputs and outcomes.
- Undertake quarterly technical reviews of the project.
- Collaborate with project partners during the project evaluation activities.
- Monitoring the project risks and issues and making recommendations of actions to address them.

DELIVERABLE
- A system for monitoring the project interventions developed and implemented.
- Project outputs tracked monthly and outcomes tracked and reported on a quarterly basis.
- Technical Reviews of the project, based on the M&E framework developed.
- Project issues and risks monitored and reported.

Program Development (5%)
- Participate in the development of new initiatives including the scaling up of best practices.
- Support the documentation of the project model for its replication in other projects in Ghana and other countries.
- Regular document case studies and success stories for dissemination.

DELIVERABLE
- Project model documented for future scale up and replication.
- Opportunities for future growth of the program in the County identified and shared with the country office.
- At least 3 case studies or success stories developed and submitted for dissemination.

Required Experience

Minimum Requirements
Bachelor’s degree or equivalent in the fields of Agriculture Economics, Business Administration, Entrepreneurship, Enterprise Development or other related field, plus five (5) years in a mix of economic growth/trade, value chain competitiveness, investment promotion, or agriculture development.


Preferred Requirements

Senior Poultry Hatchery Manager in Zimbabwe , Zimbabwe

To oversee all aspects of two hatcheries, including the management of personnel, eggs and all hatchery equipment, to efficiently produce the highest quality chicks, at the highest possible percentage hatch rate, at the lowest possible cost.

MAIN TASKS

1. Plan, organise, lead, coordinate and assess all aspects of the hatchery and staff.

2. Manage, via subordinate supervisory staff, and monitor all routine hatchery activities – including egg receiving, grading, cold room storage, traying, setting, transferring, sorting, vaccinating, and shipping of chicks, as well as machine monitoring, maintenance and repair, hatchery hygiene and staff safety and health - making corrective interventions and improvements as and when necessary.

3. Plan, recommend, develop and implement (approved) policies and practices for the hatcheries to ensure (i) achievement of set goals (ii) profit maximisation and (iii) continuous improvement in all areas.

4. Plan and recommend production, spending and capital improvement projects.

5. Prepare and submit an annual hatchery budget (Expenditure, Sales and Capex).

6. Monitor and control costs in labour, repairs, vaccines and general supplies, and arrange timely procurement of essentials via the procurement department.

7. Ensure a data base is maintained of all key hatchery results, and produce key reports of such; be they per hatch reports, weekly or monthly summaries. All Data should be monitored, interpreted and converted into recommendations, to the breeding farms management and management in general, on a regular basis.

8. Design, recommend, implement and monitor all Quality Assurance checks ensuring comprehensive accountability via sign-off of checklists.

9. Perform random, but frequent, audits and snap checks at various times; day or night.

10. Compliance with company policies as well as national and international standards.

11. Remain abreast of poultry industry trends and new developments.

12. Other related duties as may be assigned.

Regional Programme Start-up Consultant , Southern Africa

Our client is an NGO that runs a large scale sustainability programme involving farmers, the private sector, civil society in building a mainstream commodity.

Objective
The overall objective of this role is to start up the East and Southern Africa Regional Office in line with the existing strategy and to support system change in farming in the region – making the cash crops better for the people who produce it, the environment it grows in and the sector’s future. The East and Southern Africa Regional Office will work closely with the headquarters office Implementation Team in the coordination and delivery of Country Plans that support the company's Strategy.

Deliverables
At the end of the project, the consultant will have delivered:
1. The establishment of a functioning, regional presence within budget
2. Improved capacity of implementing and strategic partners in the region
3. An assessment of the viability and reliability of existing and potential strategic partners
4. Processes and team fit for purpose to support ongoing work with global team
5. Strengthened the company’s presence in the region with cohesive, implementable workplans and workstreams
6. Advocacy for national embedding in at least two key countries yielding national-level in-kind and or budgetary support to local farmers accessing the Company.

Overall tasks and functions
This is a global project based in the designated region. The consultant will work under the guidance and direct supervision of the Director of Implementation, and in collaboration with the global programme and country teams.

The consultant shall perform the following tasks:
• Based on the company's regional implementation strategy, work closely with implementation and strategic partners to ensure they are equipped to deliver high quality farmer capacity building programmes.
• Support and collaborate with the company's Standard and Assurance team on the execution of the Assurance Programme including:
• Training partners on the Assurance Programme and related data collection and following up on its submission according to Assurance Programme deadlines
• Planning and conducting field assessment visits throughout the season and following-up on improvement activities. Accountable for timely communication between implementation partner and Chain of Custody throughout the farming season
• Lead on the development and implementation of Country Plans for the region (Mozambique, South Africa, Madagascar, and eventual new countries) in collaboration with the Assurance Program Managers and Secretariat to enable delivery of the global strategy and goals
• Overseeing existing partnership agreements with implementation partners including monitoring of assigned budget and support on funding opportunities.
• Assist Implementation partners and regional stakeholders on external communications about the company
• Collaborate with the Demand and Fundraising team in creating marketing and funding opportunities for the company (e.g. local value addition projects within the region). Support regional fundraising activities both for Secretariat and regional office: provide recommendations of funders, support proposals developments
• Identify risks and opportunities related to the in-country programmes and ensure appropriate escalation to the Secretariat
• Participate in, and contribute to, the ongoing development of the Africa Strategy, and implementation, as part of the company's Africa Working Group.

Methodology
The following methodology is proposed to ensure the success of the assignment:
• The consultant will have a joint briefing/inception meeting with Director of Implementation, and relevant company staff. The purpose of this meeting is to discuss and clarify expectations on the expected outcome and deliverables of the assignment.
• The consultant will prepare a work plan at the beginning of the assignment, with clear timelines and milestones.
• Literature review, field visits, and conversations with staff, Implementing Partners, and relevant members and stakeholders.
• The consultants will regularly, ideally bi-weekly, brief the project supervisor on the development of the project, including progress and challenges.
• At the end of the assignment, there will be a debriefing meeting with the project supervisor to discuss the outcome of the assignment and the way forward.

This position is based in a regional hub and the consultant will be expected to travel to country programs and company headquarters as needed.

Composition
The consultant will build regional operations from an existing small team of the existing regional coordinator for Southern Africa and Programme Officer and working closely with the strategic partners for the region.

Required qualifications
Education:
Advanced University Degree (minimum Master’s Degree in sustainability, agriculture, international development or another related field).

Experience:
• 10+ years of relevant experience in East and Southern Africa
• Experience in managing and developing teams
• Demonstrated experience in planning, design, preparation, and delivery of capacity building programmes
• Knowledge and/or experience with smallholder agriculture; knowledge of cash crop production or global commodity supply chains.
• Experience with voluntary sustainability standards a plus.
