Function
The function is an overall summary of how the job specifically relates to the global strategic mission. Impact Ventures and the deployment of Capital is an essential component of the Accelerate Strategy under Objective #3. The primary function of this position is to support access to finance for Heifer field teams and program participants; facilitate market-based enterprise development as a means of development; and maintain regional strategic access to finance partnerships as an extension of Heifer’s Impact Venturing division. This role will communicate directly with field teams regarding the coordination of opportunity identification, information gathered and support for analysis and recommendation. RESPONSIBILITIES AND DELIVERABLES

Access to finance (40%)
- Explore, assess, and identify appropriate financing providers and opportunities and float those opportunities to potential clients (individual/cooperative/corporate MSMEs)
- Collaborate with B/FIs to develop, improve, and scale up appropriate financial product and services for all possible type of MSMEs.
- Assist bank staff in identifying potential clients (MSMEs) among the target groups and building a pipeline of impact ventures deals.
- Support the MSMEs, Coops and Value Chain (VC) Actors to develop bankable business plans.
- Advocacy at different levels to enhance the access to finance for smallholders.

DELIVERABLE
- Develop dossier of potential service providers, products (including risk mitigation products) and clients for continuous updating.
- Regular communications with service providers to build rapport and good relationship.
- Appropriate financial products available in selected value chains.
- Develop awareness and training materials for B/FIs to encourage agri-friendly products.
- Develop templates to help assist Bank and Financial Institutions (BFIs) in identifying potential clients.
- Carry out policy research during year 1 on value chain financing gaps and create/implement corresponding advocacy plan throughout the project life.
- Documentation of potential new opportunities for improved financial accessibility for collaboration with the prototype coordinator.

Business capacity development of VC actors (40%)
- Prepare manuals, briefs, guidelines, technical papers and other Information, Education and Communication (IEC) materials related to Access to Finance (A2F).
- Mobilize consultants, and experts as and when needed.
- Orient, coach and follow up the concerned staffs and implementing partners.
- Provide expert advice to project staff and related firms/enterprises on financial analysis and access to finance
- Support the operationalization and tracking of business and marketing plans for the project’s producer associations, hubs and other businesses through joint planning, monitoring, and collaboration with the project teams.
- Provide formalized training or guidance to staff to identify potential clients (medium and large enterprises) and enable them to complete and submit their grant or loan applications

DELIVERABLE
- Develop staff’s capacity building plan in the field of Value Chain Financing (VCF) and A2F
- Develop/Update the training manuals/materials on various aspects A2F and VCF and deliver to build the capacity of staffs of Heifer and Partners,
- Develop and deliver the package of tools and techniques on agriculture finance and risk assessment to staffs of BFIs and Cooperatives,
- Develop knowledge document and access to information to build financial intelligence, financial literacy and financial management capacity of smallholder farmers and MSMEs.

Leadership and General Operation (20%)
- Lead the access to finance component in Heifer’s East and Southern Africa programs, liaise with technical leads in HQ for increased effectiveness, and align the local implementation with global goal of Heifer’s Impact Ventures.
- Assist M&E team in providing social impacts that result from Impact Venture’s investment activity.
- Establishing contacts and building/maintaining relationships with potential implementing partners such as financial institutions (Bank and Financial Institutions (BFIs), Private/Public/Investment funds, Impact Investing Companies, Venture Capitalists, Donors, etc.) and MSMEs/agribusinesses;
- Represent Heifer at relevant forums to share the good practices, lessons learnt and elevate the critical constraints on access to finance.
- Document and publish best/success cases, briefing notes, reports, etc.
- Coordinate with other team members with high focus on Heifer’s development model (Values Based Holistic Community Development (VBHCD) and Heifer’s Accelerate Objectives)

DELIVERABLE
- Lead project implementation plan development for access to finance component with clear timeline and deliverable during the first 6 months of the project
- Develop/update the strategic documents for Value Chain Financing for the project that includes, not limited to, implementation manual, training manual, challenge fund guidelines, etc. within year 1 of the project
- Assist M&E team to develop M&E framework in access to finance within the first six months of the project
- Support PME department on project monitoring, progress reporting and result measurement at all milestone reviews and during annual impact monitoring.
- Relevant Strategies in place ensure participation of vulnerable groups in Access to Finance (A2F) (women, marginalized, landless, disaster affected etc.)
- Fully coordinated functioning of Heifer’s development model.

Required Experience

Minimum Requirements
- A Bachelor’s Degree in Agribusiness, Agricultural Economics, Finance or related fields.
- At least five (5) years’ experience in fields related to agro-business development and cooperative/hub development. This person must show proof of experience in creating and/or managing a successful and profitable agribusiness.
- Demonstrated strong writing and oral presentation skills in English.

Preferred Requirements
- Master’s degree or equivalent in the fields of Agriculture Economics, Business Administration, Entrepreneurship, Business Development, Finance or other related field, plus five (5) years in a mix of value chain competitiveness, investment promotion, or agriculture development.
- Five (5) years’ management level work experience.
- Significant experience in building public/private partnerships, preferably in the agricultural and livestock sectors.

Field Operations Manager in Uganda , Uganda

The Field Operations Manager (FOM) will provide overall guidance and coordination of consortium partners in the implementation of field based activities in the EADD II project in Uganda. To this end, s/he will take the overall responsibility of increasing dairy production at farm level, sustainable functioning of hubs and gender equity. S/he will also ensure that the project is implemented in compliance with the donor (Bill and Melinda Gates Foundation) and Heifer policies and that it meets all compliance standards consistent with conventional good project management practices.

Management and Compliance

2. Provide technical support to production and business teams to facilitate farmers’ transformation towards farming as business (transforming farm from a production unit to an enterprise) (10%)

- Ensure the number of farmers transforming towards dairy farming as business (entrepreneurs) increases at an average of 3% in first 4 months, and thereafter at 10% on a quarterly basis
3. Provide technical and leadership support to Gender & Social Capital Development (SCD) team to develop and/or review project gender strategy and ensure the entire team is mainstreaming gender in their activities (10%)
- Review and Implement gender strategies with the first two months
- Ensure gender mainstreaming on improving women and youth participation in project activities by increase at an average of 15% in first 2 months with monthly follow-ups
4. Ensure maximum and effective utilization of SCD approach (tool) to implement project activities from Project to Farmer levels (15%)
- Ensure SCD approach is fully utilized and project implementation is localized on a monthly basis.
- Ensure the number of Dairy Interest Groups (DIGs) are established and graduated towards sustenance at agreed timelines per DIG.

Partnership and Engagement
- Support CPM to identify potential stakeholders, conduct analysis and engage (develop partnership framework and draft MOUs) (10%)
- Support the CPM to ensure that the routine engagement of stakeholders is completed at agreed timelines
- Develop and maintain biannual reports on partnership framework
- May perform other job-related duties as assigned

Required Experience

Minimum Requirements:
- Master’s Degree in Livestock Production, Agriculture Economics, Project Management, Rural Development or other related field
- Five (5) years hands-on experience; Two (2) years at managerial level in a mix of agricultural value chains and rural development related projects; and a good understanding of the dairy value chain of Uganda and experience setting up producer/ market groups

Preferred Requirements:

FUNCTION
The Senior Program Manager provides leadership and management for all Heifer Tanzania Programs in the field, including leading the planning, design, development, implementation, monitoring and evaluation of the country programs and ensuring the quality of projects, implementation, reporting, and field level management is of the highest standards.
The Senior Program Manager enforces quality assurance with all projects being implemented by Heifer International in Tanzania. - Lead the Program Managers in undertaking corrective management actions arising out of budget monitoring reports.
- In coordination with the Finance department and the Deputy Country Director, approve program related requests for imprest and reconciliations in line with work plans and financial management procedures.

Deliverables
- Monthly and Quarterly activity and budget reports for all ongoing projects highlighting status of project spending are completed and presented in the monthly operational meetings.
- Implementing and tracking all the proposed corrective measures to address variances, ensuring that the spending is brought on track within the planned period.

Program Development and Fundraising (15%)
- In collaboration with the Deputy Country Director, support Program development work with all the regional teams to grow and develop Tanzania Programs portfolio.
- Support Heifer Tanzania’s fundraising work through background information gathering, Concept Development and proposal development.
- Support field teams in ensuring that Heifer Tanzania interventions are appropriately designed and benefitting correctly targeted beneficiaries and creating the desired impact with participants

Deliverables
- At least three (3) partnerships are annually established for program development.

Documentation and lessons learned (10%)

FUNCTION:
The Smallholder/Livelihood Adviser will oversee the implementation of smallholder agronomy and livelihood activities. This position will be responsible for sectoral leadership in agronomy and provide guidance and inputs to ensure agronomic and livelihood components of the project are implemented and reported on at the highest standards.
The Smallholder/Livelihood Expert directly report to the Deputy Chief of Party (DCOP) of the project and will be a member of the projects technical team. This position is at 100% level of effort, based in Heifer International’s office in Lusaka, Zambia.

Key Responsibilities:
- In collaboration with colleagues and partners, the Smallholder/Livelihood Expert will lead the development and implementation of evidence-based climate smart and sustainable agronomic and livelihoods approaches to ensure the project meets its objectives and goals.
- Identifies and promotes innovative agronomic and livelihood solutions to support SUN/TA’s work to accelerate optimal nutrition for vulnerable families in Zambia.
- Assess and analyze the current livelihood coping strategies of families in the targeted intervention areas of the project, particularly in relation to food security and nutrition and develop recommendations for improvements.
- Contribute to market assessments, value chain and skills analysis to identify viable market opportunities for project beneficiaries.
- Develop materials and provide technical support and training to project staff on agronomic and livelihood approaches, including best practices in post-harvest management, coping strategies, commodity value chains, market linkages and savings and loans schemes.
- Contribute to the development and implementation of the project’s monitoring and evaluation systems and operations research, and ensure appropriate documentation of implementation processes, lessons learned and Best Practices.

Function:
The Senior Accountant reports to the Director of Finance & Administration and plays a significant role in strengthening of core global systems by ensuring proper accounting and reporting of resources in project implementation by maintaining systems of accountability, processing of accounting information, internal and external financial reporting, cash and bank account maintenance and other financial tasks as assigned in liaison with relevant Heifer departments. This person contributes to the global mission of scaling up of program impact by preparing project financial report and monitoring budget burn rates for effective implementation of projects. This person will also contributes to growth and diversification of revenue by assisting in budgeting for new projects during concept and proposal development. The Senior Accountant will supervises Project and Country Office Finance officers. This position works directly and in consultation with the headquarters and interacts with similar positions in other teams to promote consistency throughout the area program.

RESPONSIBILITIES AND DELIVERABLES

Financial Management (45 %)
- Provide financial management and
- strengthening of core global systems to the Country Office to ensure compliance with Heifer International policies, donor requirements and relevant government authorities.
- Review and verification of invoices and payment vouchers to ensure completeness, correct coding and reasonableness including statutory payments.
- Prepare payroll and update of payroll deductions in I-tax while ensuring proper tax computation and timely submission.

DELIVERABLES:
- Perform analytical review of general ledger accounts and reconciling balance sheet accounts including project and staff advance reconciliations on monthly basis.
- Assist the Director of Finance and Administrator to develop and maintain a proper accounting system, processes on daily basis.
- Maintain efficient filing and retrieval system for financial and account records to ensure completeness, accuracy and compliance on weekly basis.
- Complete bank reconciliations, advance reconciliations on time.
- Act as liaison with Regional Coordinators in preparing cash requirements for each project.

Report Preparation and Presentation( 20%)
- Ensure proper and accurate accounting and reporting of all grant and donor funds in accordance with the grant/donor requirements, including all project expenses that are allowable and charged correctly.
- Assist in preparation of the audit schedules, materials and other documentation for annual, internal or project audits, reviews and evaluations.

Deliverables:
- Prepare and submit monthly, quarterly and annual financial reports and statements as per HQ/Donor requirement.
- Process Headquarters reimbursements on monthly basis.
- Collect and facilitate review of special reports for internal control when required.
- Ensure the maintenance of an accurate and up to date fixed asset register.

Financial Control and Risk Management. (20%)
- Efficient and effective management of all financial functions of the organization and development of risk management plans.

Deliverables:
- Implement and monitor internal controls and financial policies and procedures.
- Ensure that all statutory requirements of the organization are met.
- Ensure that the organization makes all required government remittances and remits applicable taxes as and when required.
- Organize donor records, and ensure internal controls are maintained.


Supervision and Monitoring (10%)
- Supervise the finance staff and provide guidance to their work and encourage their professional growth.
- Oversee accounts payable, accounts receivable, purchasing, donations processing and receiving.

Deliverables:
- Assist in daily administrative and accounting support to staff through coaching and field monitory.
- Daily, monitor the cash position of the projects.
- Manage and oversee petty cash reconciliations performed by the various field offices every month.

Job Description

FUNCTION
The Field Operations Manager (FOM) will provide overall guidance and coordination of consortium partners in the implementation of field based activities in the EADD II project in Uganda. To this end, s/he will take the overall responsibility of increasing dairy production at farm level, sustainable functioning of hubs and gender equity. S/he will also ensure that the project is implemented in compliance with the donor (Bill and Melinda Gates Foundation) and Heifer policies and that it meets all compliance standards consistent with conventional good project management practices.

Management and Compliance
1. Develop operational strategies and oversee execution of project operations (10%)
- Provide weekly/monthly follow-up on targets from country level and cascade down to cluster and producer organization (PO) level
2. Coordinate robust facilitation support to team leaders to guarantee quality cluster leadership and timely implementation of project activities (15%)

Program Effectiveness
1. Provide sound leadership by sharing project strategic thinking with Dairy Production and Business Teams; and ensure these teams are working in tandem to establish sound Hub businesses, anchored on production (10%)
- Provide strategic guidance for Production and Business Teams on a weekly basis
- Establish the sound Hub businesses anchored sustainable production with quarterly review on the team’s work
2. Provide technical support to production and business teams to facilitate farmers’ transformation towards farming as business (transforming farm from a production unit to an enterprise) (10%)
- Ensure development of the transformation process and provide guidance to the team on a quarterly basis
- Ensure the number of farmers transforming towards dairy farming as business (entrepreneurs) increases at an average of 3% in first 4 months, and thereafter at 10% on a quarterly basis
3. Provide technical and leadership support to Gender & Social Capital Development (SCD) team to develop and/or review project gender strategy and ensure the entire team is mainstreaming gender in their activities (10%)
- Review and Implement gender strategies with the first two months
- Ensure gender mainstreaming on improving women and youth participation in project activities by increase at an average of 15% in first 2 months with monthly follow-ups
4. Ensure maximum and effective utilization of SCD approach (tool) to implement project activities from Project to Farmer levels (15%)
- Ensure SCD approach is fully utilized and project implementation is localized on a monthly basis.
- Ensure the number of Dairy Interest Groups (DIGs) are established and graduated towards sustenance at agreed timelines per DIG.

Partnership and Engagement
Support CPM to identify potential stakeholders, conduct analysis and engage (develop partnership framework and draft MOUs) (10%)
- Support the CPM to ensure that the routine engagement of stakeholders is completed at agreed timelines
- Develop and maintain biannual reports on partnership framework
May perform other job-related duties as assigned

Required Experience

Minimum Requirements:
- Master’s Degree in Livestock Production, Agriculture Economics, Project Management, Rural Development or other related field
- Five (5) years hands-on experience; Two (2) years at managerial level in a mix of agricultural value chains and rural development related projects; and a good understanding of the dairy value chain of Uganda and experience setting up producer/ market groups

Preferred Requirements:
Understanding and hands-on experience in project cycle management; planning and budgeting; Demonstrated ability to design and implement strategies aimed at providing institutional capacity building to key partner institutions with a view to build a more efficient, competitive, and sustainable dairy industry. FUNCTION
Responsible for field support to project and country level staff for the roll-out and deployment of the agency’s monitoring, evaluation and learning processes, tools and practices. This person will be responsible for strengthening the capacity of field teams, mentoring, coaching and providing technical support to design, implement and manage Heifer standard monitoring, evaluation and learning practices across project portfolios in the assigned geographic area. This role will be expected to work collaboratively with other departments to back stop and support high quality program management. The position will focus on ensuring project staff can easily use the technology and tools supported by Heifer and that teams can successfully set up their project and country level M&E systems to include high quality indicators, log frames, Indicator Progress Tracking Tables, Indicator Definition Sheets and project specific reports and dashboards. The role will also be responsible to customize tools for projects so that they are relevant to unique needs while still maintaining the organization standard. This position is also critical to support field staff to ensure that they are able to collect and clean data on time and to provide technical backstopping so that all reports and dashboards are functioning and information is shared with project stakeholders. This person will also help to identify lessons learned around the use of data to improve decision-making and adaptive management at the project level. The position will also help to identify and troubleshoot all systems related issues and act as a liaison to identify further MELS support needs. S/he will also provide input to future action plans for continual improvement of Heifer’s monitoring, evaluation, learning and system based practices. - Help field staff procure and configure devices for field use.
- Support staff in digital form, report and dashboard customization for the MEL program management system when new projects are launched.
- Ensure that any issues or bugs are quickly reported by field teams about utilizing the systems and that solutions are implemented in a timely manner.
- Troubleshoot technical issues that have been reported in the geographic focus area as the help desk’s first tier of technical support and escalate those that cannot be resolved to the second tier immediately.
- Coach field teams how to use other systems they have access to for knowledge management and personal growth and development including Laserfiche.

Lead capacity-building efforts in assigned field offices to support a high level of professionalism and high quality and standard MEL practices. (25%)
