MAY12-to-FEB18 as Director of Engineering – Worldwide Liftboat Operations, supervising large technical staff & multiple international engineering firms & shipyards. Technically managed existing fleet of Liftboats (self-propelled jack-up vessels servicing the offshore oil & wind farm industry) incl.: design of Preventative Maint. Sys. (PMS) software & detailed/unique industry leading operational procedures. Guest speaker at industrial conferences. Negotiated with regulatory: ABS, Lloyds, BV, & RINA; Noble-Denton ref. alt. SNAME 5-5A & ISO 19905; IMO Observer, USCG, Panama, Vanuatu, & Nigerian flags (exemptions for Subchapter L & SOLAS gap analysis & interpretations for IMO SPS Code; reflagging); Port State Control of UK-HSE (for baseline Safety-Case gap analysis with MODU). SEP06-APR12 as Operations Manager, responsible for all West Africa operations (Ghana to Angola), supervising expat & local staff of 450+ marine/offshore, admin., & shipyard workers. Implemented difficult acquisition of larger competitor (incr. from 4 to 22 vessels) & reorganization of their private shipyard. Trained Nigerian admin depts.: commercial (tech. & contract support), HR (union negotiations), HSE (CMID, OVID, BOEM SEMS API RP75), security, & finance (budgets & SOX 401 audits). Concurrently assisted with creation of Mideast division; directly supervising mobilization & upgrade of vessels to Mideast region standards. Qualified ISM & ISPS Lead Auditor, & MLC Compliance (all via ABS).
