Background:
In Mozambique, through the cooperation portfolio 2023-2028, Enabel aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends.
In particular, the portfolio contains two programs that aim at supporting Mozambican authorities and communities (including women, youth, and other vulnerable groups) to engage together more actively in a cross sectoral coordination focusing on improved climate proofed public services, enabling policies and initiatives for energy transition.
The first program (Multi-Stakeholder Approach to Climate Resilience and Energy Transition) aims to develop the local experience and expertise in climate proof public services related to losses and damages, access to energy, access to water as well as waste management and circular economy in order to improve the living conditions of the local communities on the one hand and, on the other hand, to feed the overarching component related to policy dialogue.
Job description:
As a Capacity Development Expert, you report to the Project Manager in charge of the Multi-Stakeholder Approach to Climate Resilience and Energy Transition program. You will work with teams of Experts in portfolio priority sector and you will be responsible for ensuring the technical quality of the program through a good knowledge of the issues and a good partnership (dynamic, cordial and transparent) focused on achieving development results.
Responsibilities:
-You contribute to strengthen of the Government of Mozambique(GoM)’s coordination mechanism on climate resilience and energy transition for strategic multistakeholder and multisectoral climate and energy transition dialogue;
-You provide capacity development support to relevant institutions and senior GoM officials for evidence-based policy making focusing on multisectoral & multistakeholder approach by strengthening the feed-back loop between local, national, and international levels;
-You support to strengthen GoM’s partnership with national/international actors/agencies working in the areas of climate resilience and energy transition;
-You advise on the basis of your technical expertise, in order to achieve performance in accordance with national and international norms and standards;
-You organise knowledge building and knowledge management in order to create an inclusive, informed climate of trust within the project;
Your profile:
Required qualifications
·Master’s degree in Development Studies, International Relations, Business Management or a similar discipline.
Required experience:
•At least 5 years of relevant experience in managing international capacity development projects in the field of integrated climate change/energy transition/natural resources management or related fields;
•An experience as a team leader;
•A proven experience in program development, project design and partnership/donor management;
•An international experience (i.e. in the international development sector and outside your country of origin) is an asset;
•A previous experience in Mozambique is an asset.
Required skills and knowledge:
•Good knowledge of aspects of international development (context, challenges, application, partners, functioning…);
•Ability to implement a change process;
•Knowledge management and knowledge building;
•Strong communication, organizational and interpersonal skills;
•Ability to develop collaborative relations and partnerships with multiple stakeholders;
•You are result oriented;
•Ability to use new technologies used in the area of expertise;
•You are fluent in spoken and written English. Considering the working language of Mozambique, knowledge of Portuguese is preferred.
