Public health and social protection expert (m/f/x) – Brussels or a partner country

The Belgian development agency Enabel implements the Belgian governmental cooperation policy. The agency also works for the account of other national and international donors. With its partners in Belgium and abroad Enabel offers solutions addressing pressing global challenges: Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,800 staff, Enabel manages about 150 projects in twenty countries, in Belgium, Africa and the Middle East.

Background
Public health and social protection are fundamental human rights. Ensuring these rights is a major challenge. Enabel wants to more strongly support its partners in Sub-Saharan Africa in this respect. We aim to strengthen the resilience of our partners' health care and health insurance systems with a view to ensuring access to quality health care services to all. We pay particular attention to the most vulnerable groups.

Enabel currently implements health projects in 11 countries, strengthening comprehensive health systems, in health insurance, in public health sector and services digitisation, in public financing, in health rights, in multi-sector initiatives, particularly regarding Sexual and Reproductive Health and Rights initiatives.

System thinking, Theory of Change and Action-Research are basic methodologies used in our health projects.

Job description
The public health and social protection expert provides expertise and advice to the preparation and follow-up of health and social protection projects that Enabel implements under the framework of Belgian and international development cooperation.
You also contribute to elaborating a vision and a strategy of the Belgian Development Cooperation in this matter and to the subsequent thereof.

Tasks and responsibilities:
• You ensure the preparation and formulation as well the technical follow-up and quality monitoring of Enabel projects in this area;
• You draw up strategies, papers and reflection documents on health, social protection and relates issues;
• You contribute to a better understanding of Enabel's Global Challenges, starting from your own area of expertise but within a multidisciplinary team of experts;
• You explore third-party (European Union...) assignments and formulate project proposals ;
• For the above activities, you carry out missions in countries where Enabel operates;
• You contribute to the training of international experts who are stationed in the countries where Enabel operates;
• You participate in Global Challenges working groups;
• You contribute to the integration of the Global Challenges defined by Enabel (particularly on Equity and Social Protection) and the transversal themes in the projects of Enabel;
• You manage a network of experts and the framework agreements concluded for the domain concerned;
• You contribute to the process and capacity development regarding learning, knowledge building and knowledge management based on Enabel experience from health and social protection projects;
• You encourage the sharing of experience and know-how at Enabel and in the sector, both at the national and international level.

Your profile

Required qualifications and experience
• Doctor of Medicine or equivalent paramedical degree;
• Master in Public Health;
• A post-graduate degree in tropical medicine is an asset;
• At least 5 years of professional experience in development cooperation in public health;
• At least 2 years of experience working in developing countries;
• Clinical experience as a doctor.

Required knowledge and skills
• Knowledge of development issues as a whole, current trends and instruments of international cooperation;
• Knowledge of the Belgian development cooperation strategy in the health sector;
• Knowledge of applicable development cooperation methods and instruments (project management cycle, logical framework, indicators...);
• Understanding of the preparation, monitoring and evaluation of development projects and programmes;
• Expertise in developing countries health institutions organisation matters;
• Excellent analytical, writing and presentation skills;
• Ability to work in a multicultural environment;
• Basic knowledge of statistical analysis and of research methods;
• Proficiency in MS Office (at least Word, Excel and PowerPoint);
• Fluency in spoken and written French and/or Dutch. Because of the international context of the job, excellent mastery of English and French is required.

Assets
• Expertise in institutional support and health systems financing;
• A network of national and international health sector experts;
• Knowledge on how to integrate transversal themes (the environment, gender, digitisation...);
• Experience with or knowledge of system thinking and methods for managing complex projects.
